It's LIke XCOM, But With More Sparkles -- Henshin Heroes & Heroines HQ Quest!

So much for all that discussion that SAD and the Hansou clan was behind this.

My two cents:
- It may be okay for any hero to remove those devices, but when a wolf-man with razor-sharp claws is trying to remove a tiny device from a civilian's neck, does anyone want to see what a FAILURE on that roll would look like? I don't.
- Honestly, I don't see the need for Gunleon to summon Landcrasher at this point; I don't think there'll be too much damage potential from the FoE (right now, might change later), and I don't think we need to establish a reputation for crashing through public spaces with an oversized ATV any time soon; who knows what it'll do to our Favor?
- Pleiades might be able to STEAL Grandeur's weapon, but remember, he's a PSI character. Does he need one?

Planwise, I think Mt. Elements has the right idea to employ stealth to rescue Maya, but I don't recommend employing Kekkai-chan's Special right now, since we don't know which target he'll be focusing on. I also think we should separate Shineon and Obakemaru into two groups, so that they won't be butting heads too often.

And one last question for @PurpleProse: if a character uses a Strategic attack, can we choose which roll is enhanced by it?

SHINEON
[X] ATTACK (Strategically: Give +1 Bonus to next or other's current roll)
-[X] Villain
-[X] Strategically enhance roll (Kekkai-Chan)

FENRIR
[X] ATTACK (Aggressively: +1 Damage to target)
-[X] Villain

PLEIADES
[X] MOVE
-[X] To Location 2 with Stealth

GUNLEON
[X] SUGGESTION
-[X] Remove the Devices from the Civilians

KEKKAI-CHAN
[X] SUGGESTION
-[X] Remove the Devices from the Civilians

OBAKEMARU
[X] MOVE
-[X] To Location 2 with Stealth

STRIKE TEAM
[X] DISRUPT
-[X] Remove the Devices from the Civilians

So much for all that discussion that SAD and the Hansou clan was behind this.
I'm not quite sure that SAD ISN'T still behind this. After all, they seem to be targeting Maya, and the base was established because the bad guys seemed to be working together. So maybe the White Venom Society (assuming they're TRAINING like the Hansou clan and not actually PSI) made a deal with whoever this is.

Anyway, your plan matches what I want pretty well so I'll vote for it.

SHINEON
[X] ATTACK (Strategically: Give +1 Bonus to next or other's current roll)
-[X] Villain
-[X] Strategically enhance roll (Kekkai-Chan)

FENRIR
[X] ATTACK (Aggressively: +1 Damage to target)

I will say that I absolutely want a reputation for crashing an ATV through public spaces. Aside from killing aliens, that might be the thing I desire most out of this Quest.

Nevertheless, although it's not my ideal, a good plan that we execute is better than than two great plans that we don't. Thus:

SHINEON
[X] ATTACK (Strategically: Give +1 Bonus to next or other's current roll)
-[X] Villain
-[X] Strategically enhance roll (Kekkai-Chan)

FENRIR
[X] ATTACK (Aggressively: +1 Damage to target)

@Abyssien It's not empathy-related. Scary and Skeptical are bad if those Heroes are trying to, say, convince someone to help or to come with them.
@storysmith112358 You may choose the target of the bonus, or you can leave it up to the character's decision.

Chapter 1: Turn 9 - Combat 3 (Turn 2)
Shineon – Attack (Villain) – 2, 6, 1, +1 = 4 (FAIL)

Shineon lunges at Grandeur and launches a roundhouse kick at him, only for her leg to scythe through empty air. She blinks in confusion; how did she completely miss when he's standing right-

And then Grandeur bonks her on the head with his cane. It doesn't hurt, but it does add a bit of injury to the insult.

(Miss)
(0 Damage to Shineon (Reduced from 1 by TOUGH.)
(+1 EXP to Shineon)

Fenrir – Attack (Villain) – 3, 4, 4, +1 = 8 (FLAWED SUCCESS)

Fenrir growls, his nostrils flaring as he scents the air. He comes around Shineon and slashes at Grandeur. The white-clad man lets out a screech as Fenrir's claws nick his face, resulting in a rather irritated expression.

"You're going to pay for that, chien stupide," Grandeur hisses as he lashes out with his cane, stabbing it into one of Fenrir's almost-healed wounds.

(2 Damage to Grandeur)
(1 Damage to Fenrir)

Gunleon – Remove the Devices – 1, 4, +1 = 6 (FAIL)

Gunleon puts away his pistols and jumps headlong into the crowd of civilians. Unfortunately, armored gauntlets are not exactly suited for delicate work. Gunleon soon finds himself buried, zombie-apocalypse-like, under the mass of bodies.

(Nothing happens)
(+1 EXP to Gunleon)
(Gunleon has Disadvantage on his next roll)

Kekkai-Chan – Remove the Devices – 6, 6, 1 = 7 (FLAWED SUCCESS)

Kekkai-chan focuses and takes up her stance. Her eyes take on that pinkish glow as she focuses her powers. There's a shimmery pink aura around a few of the devices as they twist, then pop free of the necks they're attached to, causing the civilians in question to slump into unconscious bonelessness. Excited, she pumps a fist.

(1 "Damage" to the Controlled Civilians.)

Strike Team – Remove Devices – 1, 6 = 7 (FLAWED SUCCESS)

The Strike Team put away their guns and wade into the civilians, subduing them and putting them in police-style holds as they work to remove the Devices. It's slow going, unfortunately.

(1 "Damage" to the Controlled Civilians.)

Pleiades – Move with Stealth to Location 2 – 3, 5, +2 = 10 (PURE SUCCESS)

During the ensuing fracas, Pleiades seems to just… vanish. Almost like she's a phantom thief or something.

Pleiades moves quickly up a floor to the fourth floor and lurks in a nearby shadow. From there, she can see the Gentles patrolling the area, searching for Maya. They seem to be doing it systematically, thoroughly going through each store with their cohort of controlled civilians. It won't be long until they reach the lounge Maya's hiding in. Thankfully, there are fewer civilians up here than there are on the floor below.

(Pleiades moves to Location 2)
(Pleiades gains the STEALTHED Status: Enemies will not notice her and she gains Advantage on her first roll)

Obakemaru – Move with Stealth to Location 2 – 4, 3, +1 = 8 (FLAWED SUCCESS)

Just like Pleiades, Obakemaru ninjas away into the shadows during the fight and moves upstairs. He takes up residence in a separate shadow, across from Pleiades' position.

The two sneaky heroes look across from each other. Obakemaru nods to Pleiades. Pleiades gestures her head in a way that suggests she's rolling her eyes.

(Obakemaru moves to Location 2)
(Obakemaru gains the STEALTHED Status: Enemies will not notice him and he gains Advantage on his first roll)

ENEMY ACTION!

LOCATION 1

VILLAIN

Grandeur falls back a bit, leaving a trail of after-images as he does so. "Since the game is afoot, let us see how well you handle this!" He raises his cane, and the head flips open to reveal what appears to be a light source.

"Behold, my phantasmal world. MAISON DES MIRRORS!"

There's a brilliant flash of light that blinds everyone at that location, including your observation drones. When the light clears, there's no longer four Heroes, a Strike Team and Grandeur; there's a Strike Team, and FIVE Grandeurs.

"Crap," you mutter under your breath as they all begin chattering in French-accented voices. It must be some sort of psionic illusion. But if it's strong enough to fool the cameras, he must be really strong.

(Targeting altered)

MINIONS (Controlled Civilians)

The controlled civilians dogpile on the Grandeur underneath them as well as the Strike Team. Fists and feet bounce off of the Grandeur, but they're still smacking the Strike Team.

(0 damage to Grandeur?)
(1 Damage to Strike Team)

LOCATION 2

MINIONS (Gentles and Controlled Civilians)

The minions upstairs continue their search. They'll likely find Maya sooner than you'd like at this rate.

(Minions will find Maya in 2 Turns)

Let's go all out with removing the devices from the civilians, and then next turn we have everyone except one Hero move upstairs. Remaining Hero will then attack the impostor. At the same time, have Obakemaru and Pleiades move to Mayay's Location and evacuate her ASAP.

@Abyssien Fixed. And technically, it's three actions: you'll have to pass through Location 1 to get to Location 3.
@Kkutlord Yes, you can.
@kilopi505 You have to go through Location 1 first. Also, you don't have Maya yet.
So, things would be:
1 Action: SUGGESTION: FIND MAYA
2 Action and 3 (I assume Maya gets a MOVE action): MOVE TO LOCATION 1->MOVE TO LOCATION 3, right?

Also, I don't think that a clawed Werewolf is the best at removing the devices.
Maybe we can HELP the Grandeur pinned down by the Civilian (since we know that's is Touma).

Currently too busy to do any graphing myself, but paying careful attention to the geometry and context clues should reveal which grandeur is the real villain.

Edit: I am 90% certain it's the one beside Kekkai-chan! She can attack him by aiming for Grandeur 3. Shineon and Fenrir have a 50% chance of hitting if they aim behind, so they're better off helping the civilians.

Good idea, better answer- #4 is Gunleon, because he got dog piled. If Kek is standing next to the Real grandeur, then have her punch that Grandeur. Strike team should see about helping the civilians since Grandeur IS standing next to one of our heroes and that setup screams friendly fire to me.

I wonder if Grandeur switched with any of the heroes. Maybe we can go through the options to figure out which is the real Grandeur?

Shineon has 1 Grandeur beside her, 2 behind her, and 1 under the civilians.
Fenrir has 1 beside him, 2 behind him, and 1 under the civilians.
Gunleon has 1 on either side and 2 standing beside each other.
Kekkai-Chan has 2 in front of her, 1 beside her, and 1 under the civilians.

I agree with frozenchicken. The real Grandeur is standing beside Kekkai-Chan. So Kekkai-Chan attacking should be safe, but anyone else attacking might result in friendly fire. Maybe Fenrir helps Gunleon and everyone else in Location 1 frees civilians? I'm suggesting Fenrir because I don't want his claws near people's necks.

As for Location 2, I'm conflicted. It seems a waste to have both heroes locate Maya, but if we have Obakemaru attack the Gentiles while Pleaides looks for her, then we reveal that we want something on the fourth floor. They might stop looking for her if they're focused on fighting him, but the main issue is if the villain teleports to the fourth floor because that seems too much for 2 Heroes to handle at this point.

Dunno, I think we can try to slow down their progression while remaining hidden while the other rescue Maya?

Obakemaru:Ah, Naruto mode. One moment!
*flips his outfit inside out, revealing the bright orange on the inside.*
Pleaides:...You seriously have a bright orange layer to your outfit for times like this!?
Obakemaru: A ninja must always be prepared. Besides, sometimes you want to draw attention to yourself so someone else can do the sneaking!

Dunno, I think we can try to slow down their progression while remaining hidden while the other rescue Maya?
I don't think that a Hero that comes out of STEALTH mode can go back into STEALTH mode easily. During the last Incident, Pleaides got an Advantage to rescuing the civilians on the first turn when she came out of STEALTH mode, but then she was dogpiled and injured by all of the minions.

We could try to move another Hero to the fourth floor while having Obakemaru attack the Gentiles, but I'm worried about how all of the Heroes in Location 1 currently look like Grandeur. Maybe if Grandeur moves to Location 2, we have the third Hero attack him, Obakemaru attack the Gentiles, and Subaru focus on Maya?

Well, we never tried to re-enter in stealth with the Suggest.
Probably we could have gone slow and going in and off of stealth.

There are 2 possibilities that I can think of here, and I'm not sure which applies.

1) It's possible to go back into STEALTH on the turn after an attack if the roll succeeds. During the Enemy Action phase, the minions roll to find Obakemaru since they know he exists. However, they might accidentally find Pleaides and/or Maya instead, depending on the roll and how the GM decides to explain it.

2) It's not possible to go back into STEALTH because the minions know that Obakemaru is there. However, he might be able to go back into STEALTH if he moves back to Location 1 since the villain and minions there wouldn't expect him.

@PurpleProse, can you please clarify which one applies, or if it's something else entirely?
