That new therianthropy research topic sounds promising! We can't check it out until after we deal with the FoE, of course, but working towards getting rid of Yukimura's hunger problem can only be a good thing.
 
Wait, but the Hero that we have just found with the SCAN has the same surname ad the guy from the SAD that we had met.

Chapter 1: Turn 7 - Combat 2 (Opening)
Forsaking your ramen, you leap from your seat and bolt out of the commissary, heading to the nearest elevator with all possible speed. Yukimura, to his credit, only grabs one or two sandwiches from the commissary counter before heading off towards the staging area.

The elevator moves fast, and you soon arrive on the bridge. "Status report," you call out as you round your desk to reach the central terminal. "What's the disaster this time?"

"Sir," one of the bridge bunnies calls out, "there're reports coming in of an attack on Ueno Station."

Great. Ueno Station was almost as bad as the Shibuya crosswalk; at least six of the Shinkansen lines ran through there, and while it wasn't peak hours there would be a lot of targets there right now. "Do we have visual?"

"Sector Four is accessing local security footage," another bridge bunny says, "Outputting to screen two."

The screen in question shifts and lowers to eye level as multiple camera views pop up. The normally bright station is strangely dimmed, and there are dozens of people collapsed and unconscious on the floor. The light has a faint blue-purple tinge to it like someone had replaced the normal fluorescent bulbs with blacklights.

"What's with the light? Is there something wrong with the cameras?"

"It appears to be something location-specific," one of the bunnies replies. "External cameras don't have a color problem.

You take a deep breath to steady yourself, then begin issuing your commands.

The notion that we'll end up with multiple incidents at once makes me so happy.

Well! Time to see if our preparations have been a huge waste of time!

I'm in favor of keeping 1 set of personnel in reserve just in case things go horribly, horribly wrong. But deploying all our Heroes!

I would, however, prefer not to contact the JSDF until we have some idea what's going on.

Not EVERYTHING, but most of what we've got. This looks...Honestly more like an estoric threat though, so more exotic abilities should be sent I think.

@PurpleProse: So would going all in artificially raise the difficulty to keep it "balanced" / "challenging", or is the difficulty rank not affected by force deployment?
 
@PurpleProse: Since Multiple Incidents would be obvious, and Force Deployment doesn't affect difficulty rank... Is there any actual reason to hold back then? Going all in means beating the Villain faster and securing those Optional Objectives.

Contacting the JSDF seems like a good plan, usually. Helps keep us on good terms with them. Plus, as long as the fight is in Japan they can help with the clean up afterwards even if they can't fight the FoE with us.

Now, heres a question for you guys: do you think this is the same FoE as last time? We know that the different evil organizations banding together is what led to the need for our organization, so I'm curious if we'll be dealing with multiple bad guys at once just yet or if we'll just be dealing with Sakuina's group for the next few incursions.
 
It appears to be an esoteric AoE effect, so it's possible that sending everyone in could lead to everybody getting taken out before the source is identified, but holding back could also lead to being unable to resolve the problem in time. I think deploying most people is a good idea, but could be convinced to hold back one or two in reserve until we identify the source. That said, given the lack of clear enemies to fight, I'd want all heroes capable of Subtlety, investigation and dealing with esoteric energies on the job, so I think Subaru, Shineon and Kekkai-chan are all musts, (and maybe Gunleon if the source is believed to be artifact-based) with a minimum of one heavy-hitter for when the threat is found. For reference, I define heavy hitter as Shineon, Gunleon and Fenrir, as all three have major combat boosting traits.

The current suggestion of sending in 2/3 soldiers, 3/5 of heroes but calling in the JSDF seems to be simultaneously underkill AND overkill. Do we really want to risk political capital and the lives of regular JSDF soldiers when we're holding back our own? That has some really bad optics.

In-universe we have no reason to assume our base will be attacked, and OOC we have cryptic warning of knowing when multiple things happen at once, so I'm not really seeing any reason not to go all-in on this. If we are worried about something affecting our people when they head it, then it would make more sense to deploy them and keep them at the perimeter of the incident rather than back at base where they can't respond to the situation. As for contacting the JDSF, there doesn't seem to be a reason not to. If the last incident is anything to go by, they already deploy to incidents but maintain the perimeter while we head in, so it's more of a coordination thing than one where we're telling them to send troops in.

@PurpleProse Is there a process for equipping our constructed gear to Heroes / Strike Teams, or is that automatic?
