Dirlewanger and his hoard of murderous men are about to pour into Orensburg, and they'll have whatever the crazy bastard in the Black Mountain has cooked up helping them do it. All we've got are some half-trained militias and a dubious ally in the Ural League, who I expect to turn on us the second we survive this war, if we survive it. It'd be idiotic to turn away any help.

Let's not be too hasty guys. Remember that while that pile looks big, we will need to spend PP on every single focus. For that matter, the GM has said that we need to keep our PP positive to stay stable.

I'm going to be even more cautious. I think having a standing army with no loyalty to your political system is basically assisted suicide. And I'd like to keep enough PP to keep picking good options on following events.
I went for the moderate Fund option because I'm not sure the bigger one is worth thrice the price tag.

Just because you think we can't afford to spend the PP doesn't mean you're correct, either the events will cost more than 500 or they won't. Obviously, we shouldn't spend our political power too frivolously but bolstering our military situation is well worth the cost.

The rural communes would complain, but most of the Council felt they would come on board once they saw the benefits. Improvements to Orenburg city would pay dividends and end up improving all the communes in the long run.

Russia's harsh conditions meant that the worst of the worst would often be the ones to thrive, and that applied just as much to the Nazis as it did to our countrymen. It was good to keep that in mind sometimes, as if every Nazi were as psychotic as Dirlewanger, they would have never been able to achieve as much as they did.
In order to make sure that the communes still had a say in how funding would be distributed, the proposal to merge the various funds and budgets was implemented in full. The Worker's Congress would determine prioritization of the various requests and proposals, with the Council overseeing implementation and direction. Somewhat statelike, to be sure, but definitely better than the alternative.
There was a point to be made about the risk of accepting foreign mercenaries into our ranks, but most considered the boon of experienced troops to be worth it. Besides, they were socialists, and had been fighting against the Nazis for two decades. They deserved a place where they could settle down.
The first plan to be implemented under the new funding system would be the large-scale improvement of intra-commune infrastructure. It was an effective olive branch for the rural communes grumbling about tax redistribution, and a huge opportunity in general. Previous attempts to improve roads and even railroads had been shelved due to the constant German air raids. With the Nazis fighting amongst themselves, that was no longer an issue.
Finally, the issue of law and order would be settled in Orenburg. Despite what some may claim, a functioning system of mediation and judgement would be at the center of any anarchist enterprise, and the lack of such needed to be rectified. Justice would prevail in Orenburg.
This would take effort, and many insisted the informal system worked just fine. This was complete nonsense, as the informal system was a pseudo-capitalistic popularity contest, but it would be very difficult to uproot. It might be easier to make less extreme changes, or even merely token ones.
Malenkov's suggestion of reorganizing the revolutionary system of Popular Tribunals met with initial resistance, but the idea had some merit. Having the Council have a direct intermediary in the various communes to ensure that true justice was being carried out seemed sensible on the surface. The idea stank of Soviet repression and paranoia, however, and many considered it to be an unnecessary precaution.
The issue of lynching would have to be dealt with if we wanted to reform our judicial system. Despite the claims of those defending the practice, mob killings were the exact opposite of the sort of community justice we desired. They divided communities into feuding bodies, or worse created a hierarchy of violence as a minority was ground underneath the boot of a few charismatic individuals. However, the practice was widely defended in the more rural communes, and their representatives would likely balk at the idea of ending the killings.

Only reasons I'm not going with Radical Reforms are that I do think Popular Tribunals and Enforced Anti-Lynching Laws provide enough reforms to make a decent legal system and I do worry there might be some PP draining backlash when we least expect it.
