Maybe it was a reader's thing? Like, people didn't want to read about Tatsuki doing her awesome Tatsuki thing, so he made it Orihime instead which worked better? Either way, it's a travesty. Shounen martial arts is at least half of what that show needed. (Joking, of course. But yeah, more Tatsuki please.)
 
I think he was just pulling a bait and switch, actually. Tatsuki was established as Ichigo's childhood friend who knew how to fight, and Orihime was that quirky girl with a crush on him. Stick them both in danger, and obviously the trained martial artist will-WHAT?! The untrained girl with no fighting skill saves the trained fighter who got her ass kicked using superpowers she manifested on the spot?! What a twist!

But seriously, Orihime always had enough of a focus placed on her that it was pretty clear Kubo intended to use her from the start. And while Tatsuki was established as "Ichigo's childhood friend," she was shown interaction-wise to be Orihime's friend, rarely interacting with Ichigo. Which apparently made her (alongside Chizuru) Orihime's equivalent of Keigo and Miziuro, thereby rendering her unimportant outside of comedy and high school drama.

As I understood it, all the named cast would awaken spiritual powers, just the producers/editors/whatever said to speed up the plot so some of them got dumped.

Also has no one looked at the option from Tatsuki's perspective and pointed out the obvious implication that a manifestation of Ichigo's desires came looking for her? Or do we just not care about misunderstandings?
 
As I understood it, all the named cast would awaken spiritual powers, just the producers/editors/whatever said to speed up the plot so some of them got dumped.

We revel in them. Also known as, we are setting Ichigo up to fall. It's the least we could do.

But by that logic, every tiny thing we do has deep Freudian meaning. Besides, that a manifestation of Ichigo's desires thinks of her as a reliable person is hardly compromising.

Basically what The LD Man said. She was severely underutilized in canon and I think she had more potential than many of the characters in Bleach, but Kubo took her nowhere.
Bad joke: But then we could have come out of Ichigo's closet!
