Feels. All the feels.

Regarding the vote ... sooner or later we're going to end up working for someone. Ryza's still a kid, she won't be able to stand on her own for a few human generations yet, and even then she's just one person. Moreover we've still got this dragon-phobia and chatter about a magical child prodigy flying around, and the political situation is a few months at most from going to hell in typical Fire Emblem fashion. One way or another, we need to pick a side. Soon.

Noble titles may not be fun to deal with, but it gives us a layer of protection and guaranteed support that commoners can only dream of.

Depending on how you interpret this, Artemis's dad is either telling her "Reacting negatively to flirty noble scions could cause an international incident" or "Don't turn down flirty men, period".

Either way, definitely sounds like an environment where "Artemis can shut him down whenever she feels the need to do so."
I'm 99% sure he meant it in the spirit of "Don't feed the trolls."
 
I'm leaning towards decline, mostly because even with her strong friendships to Agrithe, her not being sworn to them lets her function as a moderator/neutral party when nececcary.
I don't know what exactly the knights vows entail, but I doubt our oath to keep Sypha safe even from the lord would have seemed as sincere if we were also sworn (and known to be sworn) to obey his command.

Now that you mention it I'm now imagining a slightly older Ryza being a respected neutral mediator, who also happens to be a dragon sometimes just in case some people think negotiating makes her a pushover.

I'm gonna vote for this, honestly. But I'm going to lay out exactly why I think this is a good idea:
First of all, Agrithe is very likely a safe place to gather all Manaketes we find (if we find them), and it's a safe haven for us. It's also quite likely that our Liege Lord (even when he dies) will have a fairly good relationship with us, and that'll only get better if/when Artemis ascends. Second, this gives our claim to our home legitimacy, and gives us opportunity to develop it as we see fit, indeed, perhaps make a home for ourselves that we'd want. Ryza needs stability right now, I think, and this would ironically offer the most stability.

Third and finally, this gives our inner dragon focus. I think that's important, because I can already see the flag rising that will send us to war with the Empire, whether we like it or not, and having a place that we have definite ties to is always a good thing.

I'm leaning towards no because I want Ryza to have flexibility. If Agrithe or Artemis are in danger, Ryza will be free to decide to help of her own free will, but without bonds of vassalage she cannot be compelled to do things she doesn't want to do, or risk ruining the relationship if she refuses.

I'd like Ryza to remain in Agrithe and pursue her goals while building an alliance of sorts, but I want her to be able to study magic, seek out other manakete, get involved in politics on her own terms rather than as a subordinate to Agrithe, and generally have a choice in what she does, come what may.

Ryza doesn't need a title to have power or respect. Power she has in the form of her own personal power, which will only grow over time, and respect is something she seems to have no trouble building. The title would tie her down for little benefit.

Easy decision. Do not want to be a military asset, or be tied down to a single kingdom. Be a friend to the current Agrithe royalty, but not an indefinite vassal.

I am very torn by the question, because, ultimately, it represents a decision to buy into current institutions of nobility. It gives Ryza legitimacy and tangible backing from Agrithe. But maybe, as people have said, it isn't worth tying ourselves down to one polity.

I think it's best that Ryza's loyalty remains her own for now. Maybe, if we do enough, and befriend/impress/etc. enough people, we might get a better deal at some point.

More that...she's in a position of power here.
Theres nothing he can do, except provoke her into doing something unwise.

Don't give him any reaction whatsoever and he has no power here unless he actually does enough to justify being thrown out.

As several people have pointed out, pretty much the only thing that a noble title gets Ryza that she doesn't already have (or can easily get if she wanted) is official recognition from the Empire, which... doesn't really seem like something she'd care about at all.
 
I don't know if this is just me being a noob at Fire Emblem, but the fact that a single misstep could mean the deaths of hundreds is super annoying.

Edit: I do enjoy the quest, but the socials are so damn complicated at times :(
