Half the servants in F/GO are the result of Event Shenanigans, that means nothing.She and the two Case File pseudos are the result of Event Shennanigans, more specifically Waver's second NP going off after his murder.
Hence she and the two CF Pseudos.Also she's not a Pseudo-Servant, Pseudo-Servant means Servant summoned into human body, which I don't think is the case for her F/GO version, given that she appears to have her own (Arturiafied) body and not someone else's.

Well I mean Servants are actually just mana constructs, so I would guess she hadn't gotten used to having blonde hair enough for it to have become part of her 'body image' by the point that she was summoned, or something along those lines.(Though she does seem to have been summoned in her partially-Arturiafied body rather than the going-blonde one from the end of Case Files.)
