It's not necessarily a better synergy than Metropolis.

Are you guys really going to commit to saving your people on a "I'll find a way" level? That... is pretty dangerous.
 
I kinda see the choice as determining the strength of the intimacy we would get.

I personally prefer Try as it means that we are less likely to limit break. Furthermore, since we need to save Creation, it is unlikely that we would not be forced to sacrifice some in the end. Nonetheless, we should at the very least try our best to minimize their suffering and casualties.

However, you have to admit that Way seems like a E5 worthy goal, with how very hard it would be to pull off if we choose it.

[X] Naval Assistance - Ask Zao to exert some influence on your behalf. Ensure that this ship's trip back is severely delayed due to naval operations of utmost secrecy along its route, and that the next one to arrive will takes weeks, if not months, of utterly necessary detours. Of course, this does not solve the problem at the root and may make things difficult for Zao, but it will direct heat against him, instead of you.

It contains the potential to become a thriving nation, an ideal realm on the face of this Creation, an invincible bulwark against all the forces that would seek to rend this world asunder. Elsewhere the Exalted may fail to rise to their Mandates; elsewhere the strength of men may falter; elsewhere, but not here. A self-contained, highly militarized nation-state with enough jade to produce a thousand years' worth of Artifacts, you will prepare Luseng to hold the line against Realm aggression or the return of the Yozis themselves. Should the enemies of your present life, or your past, come calling - you will be ready.

The middle of the road choices. Not ignoring people nor focusing on them to the point where it becomes our main ambition. Diverting Anys's orders and distracting her with other problems while not actively encouraging the civil war (since we can't truly take advantage of it yet).

You guys could write in "save as many as possible" or something, but that would not give as much strength as Finding a Way and would still be a major shift in priorities. Metropolis would be a lot easier than Empire under such a method! Even so, you'd have to implement numerous Solar Circle Workings for Public Health / Reincarnation / Defense.
 
Subversion carries the risk of weakening the Realm and causing a civil war, and while I don't mind that too much, it's still a bit early for that. Buying time for us to implement either Empire or Metropolis would give us a far stronger position for the civil war. It would also cost us the use of our prophet when it could be put to better use helping Luseng.

Indeed, it's much better to build up your own forces without contest than to deal with an enemy that will try to counter your attempts to nerf him! Especially since, after you bring down that enemy, you yourself will be no stronger for it!

In addition, the ship must be carrying a lot of obols, thus making it a very attractive target for all the pirates that are in the area. While we haven't contacted them yet, we could do so and point them in the way of the ship. If it sinks, it would take time before they realize what happens, and would mean that they would not be able to confirm how exactly were their orders relayed to us. Furthermore, the loss of the ship gives Sao an excuse to carry out naval operations, which can further buy us more time.

It was for this reason (Satraps arranging for "accidents" on the ship back) that the Satrapy is made responsible for the safety of the ship on its way back. If you lose it, there will be major consequences, even if it was an accident.

Firstly, with our prophecies, we can ensure that the faction we pick is vastly more successful than it would otherwise be. Furthermore, since their success would depend on them implementing our suggestions, it would help give us a lot of influence. For which house to back, I personally suggest Nellens. For one, we have already burnt a lot of bridges with Sesus. For another, Saery is our friend, while Nellens is also the house that is most concerned with mortals. Since the bandwagon seems to be for helping our citizens, we should pick the house most friendly to them.

Nellens has almost no chance of winning, you shouldn't try to elevate them that far that fast. They just don't have a lot of Exalts... An alliance between Nellens and another House or five would be much more realistic.

Is this even possible anymore in 3e? Mortals can't be enlightened anymore and mortal sorcery requires high level thaumaturgy to sublimate jade or sacrifice humans or something to get essence to cast spells.

Sort of disappointing really most of the changes I've seen from 2e to 3e were simple rule changes that didn't really mean anything to me (other than the fact I now have no idea how to play Exalted anymore), but the loss of enlightened mortals is a pretty major setting change that really seems to damage the Wuxia themes of Exalted.

No, Sorcery doesn't draw from the caster's mote pool anymore, so anyone can use it. It's pretty much the only direct non-Exaltation path to power for mortals now, but a determined mortal with the talent can become much stronger than he used to be in 2E. And since Sorcery is so versatile, one can even model high-level martial techniques as Spells or Workings. A master of inner perfection might use a Working to give himself skin as hard as diamond, or create a Respired Spirit from his breath as powerful as a 2nd Circle Demon. Epic undertakings, to be sure, and likely to incur drawbacks, but within the realm of mechanical possibility. A Sorcerer with time and XP can be more powerful in his area of focus than a normal Dragon-Blooded, so mortal Sorcerers are equivalent to DBs on the power scale.

Also, Exaltations are a lot more common - there are far more different types, so it's easier for a truly tryhard mortal to get one without relying on the Celestial Exaltation death-lottery or the Dragon-Blooded birth-lottery. Exigencies can be bought on the black market, if one has access to truly ludicrous funds, connections, and influence. Or a God could be blackmailed into (or maneuvered into) beseeching the UCS for an Exigency of his own. The Fae are also capable of buffing mortals to a significant extent. Not an easy route to power, and filled with dangers, but life as a mortal ain't easy.

Not even life as a Solar is, oftentimes.
 
While Empire might have more military might, we also have far more territories and enemies, especially Celestial ones, thus requiring us to use the various majority of our military to protect our territories instead of using it to influence the war.

At first I thought its asking about retaining popularity, but rereading it seems to clearly say protecting the people
That being said, taking rihaku's warning about the results might not being something they liked, and the "will not sacrifice it all for it" in he could try also concerns me (or rather, the lack of of that line elsewhere).

You guys are definitely going to regret these decisions made in the heat of the moment. Why commit to saving one group of people, while condemning a hundred times more to persecution, extermination, and war?

It does not in any way indicating that we would try to save those specific people over other people, over quality of life, etc.

My understanding is that it is like how they handled the removal of Magitech: the term is removed, but the things it referred to still exist, just rarer and not mass producible. So there are still wise old masters, and other mortals that seek out and gain enlightenment in various ways. There just aren't Enlightened Mortals, a specifically defined subset of beings that are effectively mass producible with the right charms.

Actually, empire explicitly states we will be killing or recruiting said celestial exalts. We will have about a dozen of them serving us.
Furthermore, rihaku explicitly warned us that the bull will come to conquer us and we will lack the power to repel him and be forced to swear fealty to him or come up with some creative solution

Polis has lost, yes, there were not enough votes or arguments for it.

You wouldn't lack the power to repel someone as personally weak as the Bull in the North, it's just that you might want his assistance against, say, the Realm.

You guys really should consider the massive opportunity costs in wasting your prophecies attacking another instead of building yourself up. Of course, there's a balance to strike, but weakening Anys isn't going to make you stronger.
