Wait, is the City Father/Mother actually important or is it just a head priest or something? The way I'm reading it was that the religious faction in the city is scared off for now, so they won't rebel, but if we put this off too long, they'll rebel. So we could actually skip this action this turn.

It's the god of the city itself, and is generally in charge of all the gods associated with the city. I don't know the specifics of what happens without one, but I imagine it makes the city vulnerable to certain kinds of magic, as well as making it hard to organize the local gods.

Considering how powerful Luseng is, it's probably quite strong, though - and Rihaku may want to correct me on this - not a Solaroid level combatant.

Our whole point of going to the Satrapy was to convert it under our name and gather enough political capital/strength to make our name renowned. This means Consolidate Power is compulsory. The Spirits Within sounds quite useful and not something that could be particularly put off, plus it doesn't require a personal action.
 
I'm surprised you guys don't want to actually accomplish anything out in the world. If you let word spread of your abilities, you'll lose this crucial strike window.

You guys should consider potentially Flash-Buying something, since you're unlikely to have lots of training time in the relevant field. Better to get a Charm now so you can benefit from it for the duration of your rule.

Hmm. I completely forgot about the crucial strike window. If we do Tip of the Spear could we demolish or reduce one of the two factions remaining sufficiently? Or do we just take in extra land and kill off mooks?

Our greatest asset in this situation is our personal combat prowess, we should leverage it as much as possible. Consolidate will take multiple personal actions, leaving us cooped up in the city for far to long, went with the Thaumaturges as it doesn't take much time leaving more for the other actions, also Tip of the spear may reveal some action in regards to the City Father that changes priority in regard to replacing him.

There is something to be said for exploiting momentum. The Fae offensive was hurled back. Ulyssian is, by himself, about 80% of our combat power. I suppose it would make sense to set him on other enemies or continue to roll up the Raksha before the other foes learn of how powerful he is. It should also cement the loyalty of the legion and, crucially, help defuse the refugee problem by allowing them to return home. Along the way the fittest can probably be incorporated into the Legion as auxiliaries, with potential for later training. Relatively simple skirmishing tactics of throwing javelins and using slings in a screen ahead of the Realm heavy infantry are stuff that doesn't need a lot of instruction and since we won't have invested much in them well who cares if they die and the survivors will presumably be fit for use in the Legion.

Of course not all the refugees will go home and Public Works makes accommodations for them. A Keynesian stimulus in reconstruction that gets the stored wealth of the city into useful economic circulation will also lead to greater prosperity in the long run. We should also go ahead and take care of the mundane bits of supernatural organization. Getting the thaumaturges organizes to support the offensive will mean fewer casualties and deaths in their ranks thanks to the buffing and healing they can do, augments the public works with supernatural reinforcement, and so on. And we really don't want to know what the Abyssals can do with a captive City Father. We rack up two Limit but oh well, probably a chance will come to bleed it off on the battlefield in a Limit Break against our enemies.

Not sure what we really need to flash-buy, but War Charms, Tiger-Warrior Training, and extra Psyche defenses seem like they'd be useful under the circumstances.

I'd actually like to hold off on doing Spirits within until after the results of Tip of the spear. I want to know what happened to the existing city father, because he's not dead yet, or a new city god would already have been promoted.

Righteous Lion Defense or Phoenix Renewal Tactic both seem good, though which we'd want to buy probably depends on who we plan to target with the Tip of the Spear. Lily's charisma should not be underestimated, as it's turned three Exalts already, so protection on that front from RLD would be nice, and the utility of things like PRT or IPP when facing the Raksha is obvious.

War Charms... I can see it, but Tiger Warrior Training seems like it would be most useful in Forging the Sword, assuming we even have time for it. Tip of the Spear is all about seizing the day, capitalizing on the ignorance of our enemies, and leaves little time for dedicated training.
 
It's kind of hard to judge which is more effective, riding momentum or throwing down 1+ Prophecies.

Considering some of the effects the Prophecies we've seen have had, though? Destroying Realm invasions, driving enemies into the teeth of a sudden storm, bringing four warring factions into an uneasy peace?

I'm gonna give it to Prophecy.

This looks like a fun bandwagon, I think I'll climb on. Let's not pass up this opportunity to punch the enemies of Creation in the dick while they're reeling/ignorant.
 
I'm really not fond of the idea of actively trying to Limit Break... Especially with Shikari on hand to take notes.

It's not like we get the choice of when and where the Break happens (As it'll wait until the exact moment it can be the most telling), or the exact form it'll take (3ed Limit Breaks are invariably "The most dramatically appropriate form of excess for the situation at hand" )

Well, the main choice for this update would be where to place our personal action.

The military option would be tip of the spear. Pushing out and reclaiming the territory would help in dealing with the refugee situation in Luseng, by allowing them to go back to their homes, which also has the benefit of getting the gratitude of the civilians while reducing the resentment against the refugees. We might even be able to get our minders killed if they're unlucky during the campaign. Also, by bringing them out of the city, it gives them less time to build up their own powerbase compared to us as the vast majority of the accolades from this option would fall onto us.

As for our enemies, they currently would not have had that much time to get informed about the change in the state of affairs. Thus, their troop movements are probably not yet optimized to deal with the information that just arrived from Luseng. If we act fast enough, their commanders would not have had sufficient time to go through the information, thus allowing us to deliver a crippling alpha strike. If we're lucky, we might even get one of their commanders.

Of the opponents that are facing us, the Lunar is probably the most dangerous currently. The Fae just lost their army, and would need time to gather another one. The Abyssals likely split up and our new evocation is very effective against them. The Lunar, on the other hand, is E5, suggesting that he survived the Realm at its prime, while also possessing the largest army.

Furthermore, of the three options, the training time of Spear would be the most useful to us. While we have war favoured, we have yet to get a single war charm, so it would only take a little for us to be able to buy one from training. Considering that we are going to be engaging in a war, this is most certainly going to be useful. Maybe we would only make up 70% of Luseng's combat power after this.

As for what charms to get, the Tiger Warrior Tree is probably are not a good use of our time. For one, our personal actions are already hard pressed enough that we don't really have time to further spread them out personally training the troops. For another, the pace of the turns for Luseng are going to pass extremely quickly, so there is not going to be a lot of time to train them. I would personally prefer for us to buy charms from the Battle Knowledge Prana tree, which makes us better at strategic maneuvers and order actions. Double 8s and double 7s are very strong.

As for Consolidate, it allows us to basically ensure that the Satrapy is loyal to us first and foremost while also giving us a chance to bring some DB into our sphere of influence. It solidifies our powerbase in Luseng and makes the government more efficient and less corrupt, increasing public opinion. This would also have a side effect of making our revenue go up, which means that we can either get more spending money or we can afford to give more proceeds to the Realm, both of which would be useful to us. Close contact with the bureaucracy of the Satrapy would help us get a read of the major players, on their loyalty to us and the Satrapy, as well as possibly investigating if there are any spies that are around.

As for our lore picks, I am absolutely opposed to any option that gives us more limit at this juncture. Even before heading out to Luseng, our stress level was relatively high. Furthermore, our evocations have given us effectively 2 points of permanent limit. Considering that we could have entered limit break when dealing with Ayala, getting 2 more points of this limit seems unwise, especially since we have yet to truly secure the loyalty of the people here, and our minders are all still around.

As for prophet, I don't have much to say about it. We have all seen how useful it is. The biggest issue with prophet is the number of prophecies we would be able to carry out. If its only 1, then it would not be efficient. 2 would probably break even with the other options, depending on the specific prophecies invoked. If we manage to get off 3+ prophecies, then this would almost certainly be the most efficient use of our time.

However, disappearing directly after the crisis would mean that our actions would have less of an impact. Right now, after our miraculous performance, the populace is directly looking at our actions to try and figure out what type of person we are. Retreating into seclusion sends the wrong message to them, in my opinion.

Presumably they'd realize we didn't 'retreat into seclusion' for no purpose when we come out of the records room a day later and deliver some incredibly incisive plan that turns the war around.
