I don't really agree with the idea that Emma would be drawn to the philosophy of Storms right now.
She's already seen the purest embodiment of that philosophy (even if Sophia isn't a Champion of Storms, she's certainly acting like one here), which is "Victims? I ain't got time for that shit, too many badguys to kill." Shadow Stalker may have saved Emma's life, but now there's no one to tell her how to move forward.
But what about Graces, you may ask. Isn't it their job, along with the other Callings, to handle the Victims left behind by the Champions' Crusade, to remotivate and inspire them into joining the Crusade of Storms like they should have been doing all along?
Yes, but:
1) There's not a Grace of Storms here to talk to Emma.
2) The Champion may best embody the philosophy of the Queen of Storms, but the Grace best embodies her folly. As a Grace of Storms your followers become your victims, because you've raised them as a violent gang hellbent on ousting all the other gangs through any means necessary. Violence? Sure, kill as many as you can. Unwritten rules, Endbringer Truce, Due Process? Why should the villains gain the protection of rules and law when they're the ones who break them in the first place? Maybe you've even meaningfully harmed the gangs, but in the process you've made yourself and your followers the enemies of literally every other faction in the city, hero, villain, and civilian.
But you don't care. You have to kill the Bad Guys. By any means necessary.
