To be fair, the Legion probably knows it can't take Paladins head on. However, if there's one thing the Legion excels at it's the unconventional tactics.

So what if the Brotherhood has the best gear? The numbers simply mean that they can't be everywhere at once, but the Legion can afford to simply send in the chaff to be bullet sponges and then when ammunition runs low and their opponents are tired from fighting all day in come the elite troops, fresh and packing the gear to kill through concentrated fire.

Will take casualties, sure, but the NCR proved that strategy to be a successful one.

While true, recall that when overwhelming numbers are unlikely to work, Legion resorts to sneakiness. I fully expect them to attempt ambushes, set up massive minefields to trap us, and even hate deathclaws and/or other terrifying grin lies into attacking any position we fortify.

What's more, I'm pretty sure Legion has those explosive spears that could probably legit damage even power armored troops, in sufficient numbers. Or hell, use advanced technology as a lure filled with explosives to murder any salvage teams we send out.

We only number 2000 souls all together, our advanced equipment means jack shit if they simply have a small force attack whatever we defend directly while more forces simply Bypass us to raid and slaughter. We need either a massive mobility advantage, or something that would even the numbers. Maybe...

Hey, what would it take to get access to the Securitron bunker? Because as far as I can tell, that's basically the only method we have of legit winning the war against the Legion and the NCR without unsustainable casualties.

The thing is- the Legion doesn't even have an exact idea of what the Paladins are capable of- especially if we kill off the convoy before it reaches them. I fully expect the Legion to adapt to fighting the Brotherhood fairly quickly- but only after they get absolutely slaughtered in a frontal engagement or two. The Legion is completely unused to the kind of combatant the Brotherhood is, and while it's certainly capable of adapting, there's no way they'll have enough of an understanding of the Brotherhood to do that without some brutal clashes.

I get that, but the NCR doesn't have the logistics to leverage their manpower out here in the Mojave to make up for their disadvantages and the Legion just flat out doesn't have the firepower to deal with Paladins head on.

I take it the Legion has a bit more ranged firepower than they did in OTL, but they've never dealt with anything remotely on the level of the Brotherhood. I don't care how disciplined the Legion is, Paladins are going to be a massive shock and breaking morale is the fundamental core of killing armies that rely on numbers
I was mostly pointing out that they do have advantages in fields other than intelligence. Even in intelligence, you have Black Mountain while they have actual spies.

As far as getting into an actual fight with the Legion, it's not completely positive. The Legion doesn't have a modern-ish army with standard guns like the NCR, they have some troops with machetes, some with chainsaws, some with shotguns, some with hunting rifles, some with miniguns, etc. Can they beat Paladins in a firing line? No. Can they bum-rush their defensive positions at horrible and cut them out of their armour with jury-rigged industrial tools? Maybe. They'd lose as many as 50-100 recruits for every Paladin, but they could do it. That isn't even getting into asymmetric warfare. If this was the real world the Enclave would be Spec. Ops, the BoS US military, the NCR national guards, and the legion a bunch of incensed gun owners.

This is really important. Crippling the Legion at the cost of 100 Paladins means you've lost more than half your army. You need like a 50:1 kdr to have a chance of beating the Legion. The NCR might actually be easier because all you have to do is make the war unpopular. The war ends when your enemy loses the will or ability to fight. The second only truly happens when they're dead. The Legion has a hell of a lot more will to fight than the NCR.

As for the Securitron Bunker... OOC you need the Platinum Chip. IC you can't do anything until you find out what you're looking for. That said, you've actually got about a year before I'm going to force you into a major confrontation with the Legion. You can start things before then, but the Legion is still moving westward right now. They currently have exactly 0 presence in the Mojave. Also, their bases are outside your deployment range.

To continue the numbers issue, you have one company of PA. In the pre-war army you would be a Captain or Major. If you had a single battalion of troops from the Yangtze campaign (with support units) you could crush Caesar like a bug. A Brigade could defeat the NCR in open battle, a Division could hold the West Coast.

This makes me Really want to connect with our remaining Brotherhood over in the heartlands of the NCR. See how that Wars going.

I mean, there's Several crashed Vertibirds in the Mojave, alongside that bomber. You've got to wonder...

If the war gets bad enough back west, would our fellow Brotherhood be willing to leave and join us out here? The Mojave is a fucking treasure trove of tech, our Western brothers might just agree to a mass air evacuation if things get bad enough, or we find something that amazing.

If the choice is between doing in California or thumbing noses at the NCR in the Mojave most will choose to the Mojave. The issue will be convincing them that is the case.

Also, your name is confusing with @Derek58 also being in this quest. I find it mildly amusing.

Whew. All these possible actions are pretty unwieldy, but I put something together.

[X] Plan: Secure the Mojave:

Martial:
3 Actions (1 Elijah, +2 Hardin)
[X] Operation: Get out of my yard!
The NCR seems to think they can sneak around in your territory without you noticing. Introduce them to reality.
Time: 1 Month
Chance: 20% per 10 Paladins
Reward: Dead NCR, Free Stuff, Angry Legion.
-DEDICATE 20 PALADINS (40%) AND 15 VETERAN PALADINS (60%) TO THE TASK (100%)

[X] Operation Outpost
The NCR has a military and trading outpost on the Long 15 which interfaces with the Mojave. You could probably take it without to much difficulty. Of course, this would endanger any attempts to subvert NCR caravans.
Time: 1 Month
Chance: 20% per 10 Paladins
Reward: Dead NCR, Strategically Valuable Outpost, NCR Locked Out of Mojave.
-DEDICATE 20 PALADINS (40%) AND 15 VETERAN PALADINS (60%) TO THE TASK (100%)

[X] Magical Mystery Tour (Can be taken multiple times.)
There are many sites across the Mojave potentially filled with valuable technological relics. Send an expedition to one of them in hopes of great returns.
-[X] Hoover Dam
The old Dam is both a potential source of old technology and a guaranteed source of power and fresh water. Not only would this be useful for trading, the bottleneck for ARCHIMEDES II's charging sequence seems to be HELIOS ONE's power generation. If you simply find a way to transmit power from the Dam to ARCHIMEDES II you could potentially decrease the charge time by an order of magnitude. Also, Hardin says that it would be a strategic point if you fought the Legion.
Time: 1 Month
-10 Paladins, 50 Knights, Hardin

Diplomacy: 1 Action (0 Elijah, +1 McNamara)
[X] Merry Band of Misfits
With your expanding presence in the Mojave it would be useful to organize a group of Scribes trained specifically for the purpose of being delegated diplomatic tasks. You'll call it the EDC. (Elijah's Diplomatic Corps)
Time: 3 Months
Chance: 75%
Reward: +1 Diplomacy Action

Stewardship: 3 Actions (1 Elijah, +1 McNamara, +1 Lorenzo)
[X] A challenger has arisen: Part I.
Veronica has shown some promise in economic negotiations. Perhaps you could have her trained as a procurement specialist?
Time: 3 Months
Chance: 50%
Reward: +1 Stewardship Action.

[X] Greasing the Wheels
The Brotherhood has traditionally lacked much in the way of economic activity. Perhaps it is time to begin changing that?
Time: 3 Months
Chance: 50%
Reward: Brotherhood begins organizing trading caravans.

[X] Gold Diggers
The Brotherhood currently lacks sources of raw materials other than salvage. Perhaps it is time to change this? At the very least, you could probably find some less valuable salvage to break down. If only you had the manpower to actually run such an operation...
Time: 1 Months
Chance: 70%
Reward: Resource Extraction sites evaluated.

Learning: 3 Actions (2 Elijah, +1 Lorenzo)
[X] Additional GLORIOUS SOLAR BULLSHIT! required.
While you have managed to get the ARCHIMEDES system working, HELIOS is far from fully operational. Attempt to find a way to aim ARCHIMEDES II without direct line of sight.
Time: 1 Month
Chance: 90%
Reward: HELIOS ONE capabilities further expanded. Potential research projects.

[X] The old world has burned.
-[X] Old World Manufacturing
You have previously had your minions gather samples of pre-war manufacturing technology. With a little effort you could research the basics and uncover some more advanced avenues of research.
Time: 2 Months
Chance: 95%

[X] A challenger has arisen: Part II.
Veronica has shown some promise in scientific matters. Perhaps you could train her further in reverse-engineering?
Time: 6 Months
Chance: 50%
Reward: +1 Learning Action, Potential impact on relationship with Veronica.

Intrigue: 1 Action (1 Elijah)
[X]Above Suspicion
It is much easier to spy on someone if they don't think you're capable of doing so. Spread the Brotherhood's reputation as naive, straight-laced, honour-bound, goody-two-shoes with heavy weaponry. You think there are a few Paladins from the East Coast among your chapter, you hear they're great at propaganda.
Time: 2 Months
Chance: 75%
Reward: Reduced Suspicion.

TL; DR:
  • Secure strategic positions as bulwarks against both the NCR and the Legion, make sure neither can interfere in the Mojave for the time being.
  • Destroy the NCR-Legion caravan. The high probability of a better armed Legion is not worth a paltry few supplies we can acquire by other means anyway.
  • Extra actions across the board. The ability to do more stuff in one turn is always, always OP in quests. We're going to need it to deal with all the forces stacked against the BoS.
  • Begin establishing our relationship with Veronica. Because it's Veronica, you guys! Plus, this quest can do with more character interaction.
  • Begin a bit of trade and start laying the groundwork for industry.

Next turn we can concentrate on increasing faction relations. Establishing recruitment bases will be absolutely critical - we absolutely must gain the ability to replace losses.

You have an excess of veteran Paladins currently unused while your Paladin usage risks losses on the anti-NCR operations. Is this alright with you or was it unintentional?

Slight edit. 50 Paladins are now assigned to the relevant tasks for a 100% chance of success.

I didn't really know dedicating Veteran Paladins was even an option. And I sort of thought it would be a good idea not to leave our bases undefended?

VPs count double and can be assigned to anything a Paladin can. Also, you don't have 100 Paladins.

Fixed the numbers again. Thanks.

I think it'd be best to avoid completely going at it with the NCR, best to build up a bit more
Consider this: once we boot the NCR out, we can do whatever the hell we want in the region. For the better part of a year the Mojave will be our playground in which we can do as we please without interference from the NCR. This will make "building up" considerably easier.

So we seize the Long 15. And we hold it. Our ORBITAL DOOM LASER will help a lot in this regard, once we upgrade it further.

Here's my plan, it's a lot like securing the Mojave- except it get's us intel on the NCR-BOS war and it trains Ibsen instead of Veronica. Same odds, but one takes 1 month the other 6. Secure the Mojave ties us up for a long time to get actions when we have better alternatives. 1 Month scribe instead of Veronica, and getting Heroes/Organization from the California chapter.

Here's my plan, it's a lot like securing the Mojave- except it get's us intel on the NCR-BOS war and it trains Ibsen instead of Veronica. Same odds, but one takes 1 month the other 6. Grabbing the Radar over the Solar bullshit because the Hoover Dam partially makes up for that and Solar Bullshit isn't quite as urgent. We want our warning system setup ASAP so we can get a better idea of what we're dealing with, the possibility of this giving us more eyes on both the NCR and the Legion is too good to pass up.
I forgot to remove the radar option. You've already finished it.

[X] Plan: With Enemies like these, we need some Friends

I am somewhat concerned that we might overextend ourselves: Hoover Dam is a bit of a ways away from our main bases of operations. I think that improving our reputation is extremely important so we can have grassroots support in settlements within our sphere of influence. Once we take the Dam, we should build up settlements and strongholds/trading outposts along the way, like in the El Dorado area, and focus on further diplomacy with Novac and Boulder City.

Of course, once we're satisfied with our hold on the region, we can cross to where the Fort is in NV, which happens to be one of the highest, most easily-defensible points in the Mojave, with amazing visibility. If we can secure the route there we should be able to more effectively defend our interests between the Fort and Black Mountain. That is predicated on the Legion not getting there first, although it would take them a while to build up defenses that could hold us back. It could be easy to start a smear campaign against these organized slavers to improve our reputation while we undertake missions against them.

I think that it is important to cut off NCR efforts to enter the Mojave at this juncture, since they haven't gotten really involved in Vegas and Hoover Dam, but I doubt "Lock the NCR out of the Mojave by taking the Long 15" will be a permanent thing. Nonetheless, I think that we can handle the Legion better than NCR, despite concerns about their unconventional warfare.

Bah, fine. The blatant rip off of my plan it is.

Darn thieving questers...
