We know that the East Coast fell to the Enclave. I don't think any other faction does though. Even if we told them at the moment they wouldn't believe us. It would also be a useless action we can't strike at the East Coast.

The Enclave is on the other side of the Mississippi. It might as well be on Mars to most wastelanders. Recall that the NCR was stretching its supply lines just to reach Nevada.

A number of the Follower's younger and more impulsive members lead a campaign of slander throughout Freeside. They claim the Brotherhood cares only for hoarding technology and will kill anyone in their way. It is your policy, they claim, to deprive innocent wastelanders of life saving knowledge. Complete rubbish of course; you doubt the savages could even use any artifact worth protecting. Freeside does not react well to this campaign of misinformation. Many are more inclined to believe their friends and neighbors than the Brotherhood. You wonder at their poor judgment. McNamara may be a nag, but he is far superior to those petty-minded Follower nitwits. Regardless, your reputation with the locals takes a great deal of damage. It is saved only by the arrival of your charitable contributions.

Arcade the optimist. It'd be nice to get him in the Brotherhood. Especially if we can get him to, in time, 'discover' a Enclave Bunker that 'had it's access codes hidden on this piece of paper left under a nearby rock'.

At least the bots are likely easier to oversee than prisoner labor would be. Probably still looked down on as a lesser role but at least it's overseeing machines instead of doing it yourself.

And of course, everyone enjoys dead raiders! Even raiders like raiders dying so long as they weren't them. They'd probably also like not being the next in line to die, but you can't fully please everyone.

Yeah "slander" alright, I can already tell that we're going to have a difficult time when all the other Brotherhood members arrive. They aren't as "progressive" as we are.

Arcade, continuing to be my favorite doctor. I would really like for Elijah to meet him, in order for him to see that there are wastelanders that are as intelligent as he is. I would especially like for Veronica to meet him, get the two idealists together and maybe they can figure out how to bridge the gap between the Brotherhood and the locals/Followers.

Speaking of Veronica interacting with others, Christine is going to be in the group coming from California. I would like to see them reunite, but considering who we are controlling... Let's just hope that Veronica's increased standing in the Brotherhood (basically our successor) means that they can resume their relationship without problems.

The recon amour is the stuff the BoS uses so the weird under suit thing. I would't worry to much about game stats a lot of that has to do with balance issues. If the armor wasn't good enough the BoS wouldn't use it. Don't think we have looked to into it we have just acquired a new fusion cell model so maybe Fallout 4 type or a mix.

The recon armour is actually an undersuit for the power armour. I have no idea why they called it 'recon armour'.

The quest uses New Vegas/Fallout Classic power armour. It's very roughly equivalent to doubling weight and DT of all power armour in NV. There are also a lot more miscellaneous features and potential upgrades. e.g. IR vision from the helmets. Also, T-45b armour requires frequent recharging as it lacks a microfusion pack.

Elijah is now Head Elder. Veronica's higher standing doesn't mean much when he can play the David to Christine's Uriah.

Also, Veronica's higher standing actually worsens the problem. It is far less scandalous for an obscure procurement specialist to "abandon her duty" (i.e. procreation) than a future elder and protege of the head elder. In fact, the traditionalists would be pushing for Elijah to marry if there were any women willing to marry him.

Edit: I am now tempted to have some naive refugee who only knows of Elijah as a war hero pursue a relationship.

Which is why we subtly point out that while they got ran out of their home, we got a giant superweapon and are being generally welcomed with open arms. By which I mean Elijah just says that outright.

That's a great idea! Their marriage will help relations between the Followers and Brotherhood for sure! I'm sure that once Veronica is married, we won't need to worry about her relationship with Christine at all. Them working closely together just happens to prove how devoted to the Brotherhood they are, just like how Arcade works closely with Christine's husband. It's crazy how she was able to find one not long after talking with Arcade. Just goes to show how helpful he is.

But seriously I didn't even think of using beards, that would work out great for them.

AN: Humans are split into Pre-War and Wastelander based on radiation and FEV exposure. Brotherhood, Vault, and Enclave populations are generally Pre-War while most others are Wastelander. Pre-War humans have longer lifespans and are more compatible with certain Pre-War technology. Wastelanders have a higher incidence of mutations. The two strains are otherwise identical. Other population types include Ghouls, Super Mutants, Nightkin, etc.

So, last turn didn't go so well... This turn hopefully won't go the same way.

Continuing the purge of bandits in the South, which apparently House would like, so double bonuses there. The exploration options are to help with our robot and construction research.
Diplomacy is focusing on the radio this turn, in order to give us bonuses for Stalemate next turn.
Stewardship is hampered by our lack of construction knowledge, so its mainly consolidating our efforts in Hidden Valley and opening up Vault 11 for occupation. Sending some more stuff to the Followers should continue to make them think we have changed.
Learning is unblocking our stewardship actions by getting Old World Construction, as well as upgrading our programming and electronic abilities. Veronica's training continues.
Intrigue is locked down shut.
 
Buying Happiness requires Building Ties, I don't think you can just do it on its own.

The requirement means we need to have done Building ties with the faction you use it on, which we have with the Followers. Building Ties opens relations with a faction, while Buying Happiness sends a caravan of stuff to them. You need to have done BT first or at the same time as BH if you haven't done BT yet, since it's hard to bribe a faction to think better of you if they don't know who you are in the first place.
 
Alright, I guess I'll explain my reasoning here. That seems to win people's confidence.
Killing the Western Great Khans: Prep for killing the Northeastern Great Khans, which is a serious menace removed for us and for New Vegas. Frankly, the Vipers can bite me. We don't want another front with the NCR, they outnumber us, more frontage is only to their advantage.
Exploring the Yangtze Memorial: FUCK. THAT. SWORD. It's been irritating me for a while. A Strange Sword seems like something special, but I don't know why or how.
Exploring the B-29: Perhaps an alternate route to aircraft than the Enclave bunker.
Giving energy to New Vegas: We've got a shitton of energy not really doing a whole lot, especially since we're not taking RAPID FIRE GLORIOUS SOLAR BULLSHIT, so this is putting it to excellent use in boosting our relations with Mr House (not that I don't expect him to backstab us) and showing the NCR that we really can be reasoned with and have power bought from us.
Reclaiming Vault 11: We're going to need more space for the refugees soon. We have five months to get a success off, so it's not immediate, but prepwork needs doing.
Establishing trade routes: Another show that we're not just warmongers, but a rational nation-ish thing that can be reasoned and bartered with. Another boost to Stalemate with some tidy material benefits for us on the side.
Looking for more mining sites: We're going to have proper Mr Ores soonish, so I'd like to get ready for that by scouting out what there is.
Expanding the factory: More materials, we have the actions for it. Pretty much a no-brainer here.
Looking through military archives: As the text says, there's no penalty for failure but disappointment. Meanwhile, we are a military-heavy faction and should take a look at what the Old World did. Unpredictable benefits, but I imagine it'll give us something cool
Researching portable machine tools: Okay, this is probably one of the more random ones. But being able to repair stationary things is actually going to be a huge deal for us with our factory and reactor and dam. Plus being able to do on-the-move repairs and such will probably help with exploration missions. Definitely a useful tech.
Development tools: I think it'll be a boost to increased programming, along with generally helping out in its own thing. We want better bots, this is how.

Eliminating the Vipers wouldn't open a new front with the NCR, we currently occupy the outpost where the Long 15 reaches the Mojave (in game it's called the Mojave outpost) and the Vipers are north of that. Killing them would allow for traffic to go through there without issue, both military (supply caravans to our outpost) and commercial (Vegas tourists).

The B-29 Bomber is the dream of the Boomers in Nellis Airport, removing it from the lake is our way of getting them to try and talk to us rather than shoot us on sight. We can also research the vertibirds under military technology if you want to wait 6 months too get them. (Six months we don't have)

These are stewardship actions that could be better put to use preparing for the refugees, especially since Greasing the Wheels takes 3 turns to complete, depriving us of actions when the Construction tech is unlocked. Your plan also doesn't research construction, limiting future options.

While these are tech I plan to research soon, since the ability to repair pre-war installations like the dam is very tempting, it's our lack of construction knowledge that's the biggest roadblock we currently face. Researching Old-World military is definitely something we should do as well, since I think that will improve our success rate in Martial actions, but that is not where our troubles currently are. While I'm not 100% sure, I'm reasonably confident that understanding electronics better will increase our success chance for learning how to mass produce them, as well as help us understand how to use them the most effectively.
