OK, how about some of the Inuit spirits? There's some freaky stuff there.
Normally I wouldn't suggest ways to screw over Canada but here they signed up with the USA. They only have themselves to blame.:anger:
Oh totally. Dishonoured dead rise as super evil spirits in Canada too - I'm not sure if they do all the stuff onyro do but according to one story I read where the people of a tribe desecrated the body of a really dickish old man instead of properly burying him, he rose as an evil ghost that glowed radioactive green and it took a really powerful and experienced shaman a battle of many hours to subdue the guy, and then they properly buried the dude, presumably with the implication that he'd just come back if they didn't.
There's wendigo, where people in the dead of winter let their inner fire that is their love freeze over because they're so fucking hungry, and then their breathing gets really chunky-sounding because ice is literally forming in their lungs because of the freezing of their spirits - this is all after they commit cannibalism for a while which starts the process - and if they're not strangled they'll eventually go full Wendigo and become monsters that are something like 15 or 50 - somewhere in between - feet tall but are thin as a sheet of paper like a fucking nightmare carnivorous demon version of Flat Stanley. They also have winter powers and shit.
That's not all - if I can find the book I had about it there was a bunch of other scary stuff that I'll pump into this thread, but off the top of my head, salmon are all sentient and only give of themselves for the good of the people or something similar - when you're finished eating a salmon you're supposed to throw the bones back into the sea so the salmon can revive itself and go to live in its society which almost seems to be a Native American version of Lovecraft's Deep Ones until the next salmon run, and if you don't then bad shit happens. I forget if the rest of them literally come out of the ocean and invade your home looking for the bones of their dead comrade or not (though that's a totally rad idea), or maybe they just stop coming into the rivers and people die from the lack of food.
There's that ...Ogopogo I think? In one of the Great Lakes. Basically a Canadian version of the Loch Ness monster, I think it's a hostile one maybe. Horse headed long necked fish thingy. It might be kinda ambivalent though.
Niagara Falls are kinda cursed what with how many people keep on dying by suicide there, and this might be something from another book I read but there might be a demon of some sort locked up in caves under them.
A wizard/shaman in Quebec apparently once stopped an entire fleet of ships - might've been British or French, I forget - from doing something or other by generating a gigantic fog cloud out of his cauldron that overtook the entire river - the big one in Quebec, I think it was the St. John's river or something? Anyhow, the ships couldn't see where the fuck they were going and all crashed and drowned.
I'll add more later once I find that book, but the North American supernatural climate doesn't lack for scaryass fuckery, no siree.
 
One idea that can be used for pretty much any area is the good old "Artifact taken from it's rightful resting place and put in a museum. Now the original owner wants it back." event.

I suppose I can. You have one offer from The Tribe, one from South America and one from the kami themselves. Exact details require you to take the action, because that means I have to write up summaries, but let's say they all have specialties.
Oh, @The LD Man, is it a diplo option as of yet to start communicating with the other organizations than hellsing and Iscariot?
Well, I didn't want 8 Diplo options this turn, so the in universe excuse is that the administration is still reviewing their case as capable allies. After all, no one knows anything about them outside of what those informants last year could tell them.
 
Fun fact there are many human souls enshrined in Japan and are treated with the same respect as the Kami. Which includes that of more than a few Emperors.
 
Guys, I don't think we should try to hit more than one of the threats this turn. It would probably spread out our manpower a little too much.
 
It's unfeasible to hit both the Vampires and the Gashadokuro this turn, so I think we should focus on one while setting up for the other. Our financial situation is also poor, so I'd like to improve it where possible.

It won't get past illusions, but the only things that can do that are seals, vigilance or a powerful will. In the end however, this gives you the chance to recruit those who are both skilled and disposable enough to be a part of your organization. Cost: 80 Upkeep: 20 Chance of Success: 100% Time: 1 year Reward: Brings Agent Squads Up to 40. Allows for two Agent rolls during Battle Turns.

[] Rattle Them Bones-All In: You have a Gashadokuro wandering through the mountains, and it's only a matter of time before it stumbles onto somewhere populated. But you have missiles and an oni at your disposal. As such, why not deploy them to turn it into slivers? Or hell, just deploy all of your Agents with rocket launchers to really get the jobs done as well. And then you can add the Heavy Impalers, and the Rangers and… well, more. And then your priests can come through and purify whatever is left. Cost: 200 Upkeep: 0 Time: 1 year Chance of Success: 70% Reward: Gashadokuro is dead, won't absolutely wreck any settlements.
More agents, and that extra roll in Battle Turns is awesome. And we need to take out the Gashadokuro before it attacks a town and gets even stronger.

[] Patriots Never Die: you have souls who should be resting in the higher plane, who are chained to the mortal realm by their hatred. However, that hatred is powered by devotion, and if you can capitalize on that you can likely convince them to cease their violence and assist you in times of need. Luckily for them, mining is still very much in demand, even if it is largely handled by corporations and the like these days. These mountain kami are willing to point out unnoticed veins of resources in the mountains, and even bring it closer to the surface in some cases. Choosing sites far from any source of supernatural threats, you can point them out to corporations, take a surveyor's fee from the company and rake in the cash. Cost: 50 Upkeep: 0 Time: 1 year Chance of Success: 80% Reward: +100 Mining income

[] Informants-The Tribe: The Tribe now has hundreds of thousands of hardened refugees under its care. It wouldn't be remiss of them to start adopting those refugees into their ranks. If they do that, they could turn themselves into a major power. Luckily for you, the Tribe is in a massive state of flux this year and is especially vulnerable to infiltration. You'll have the best chance now, before they reorganize. Cost: 50 Upkeep: 10 Time: 1 year Chance of Success: 90% Reward: Tribe operations included in Rumor Mill

[] Locate the Coven: There's an entire coven of kijo out there, and you want to know where they are. As it is, there's a magical collection of witches out there that spend entire lifetimes creating powerful curses, and you don't like not knowing where they are. Cost: 50 Upkeep: 0 Time: 1 year Chance of Success: 60% Reward: Military operation available, You're aware if the kijo make a move.
I like The Tribe, and learning what they're doing is good. And we gotta know where the Kijo are so we can keep an eye on them.

[] Fuck Vampires: You have vampires running around, and if the efforts of your priests said anything, then typical anti-undead measures aren't very effective measures. However, the priests who were there managed to analyze the connection and determined that the vampires were more of a relay for power than actually powerful. Theoretically, your priests could create a seal to block the connection, weakening vampires who come against it in a powerful way. Cost:100 Upkeep: 0 Time: 2 years Chance of Success: 60% Reward: Anti-Vampire Mid Tier Seal Pattern created

[] I Believe I Can Fly: Kotengu are pests, that fly and kill. While technically skilled in the ways of the sword, your troops tend to just shoot them without problems. Now however, it's looking like you may actually find some use out of the deadly vermin. By making a hood out of purified kotengu feathers, researchers thing they can make it so your soldiers can fly. It would take quite some training to be able to orient themselves in three dimensions like that, but your soldiers can do it. Cost: 50 Upkeep: 20 Time: 1 year Chance of Success 70% Reward: Crow Corp created

[] Marriage Time: Political Marriages are a bit old fashioned considering the current lack of monarchies, but that doesn't mean they can't be helpful. Apparently your information search didn't go unnoticed, and you've received a few offers of marriage. Well, that's new. Take some time to review them and make a choice. Cost: 0 Upkeep: 0 Time: 1 year Chance of Success: 80% Rewards: Marriage Candidates known, Marriage vote open, Diplomatic channels available with the organization chosen.
The Kami marriage option sold it for me.
 
Been doing some accounting and depending on the winning vote, we could end up with only 100-160 left in the Treasury.

I really thing our Stewardship option needs to be Networking. Then we can double up on Spiritual Resources-Mountain and Logging Is Best Done Drunk next turn, (hopefully) giving us +200 income. We really need to do something about our ongoing budget problems. If we can't even afford normal operations, then we're not going to be saving any lives.
