Dropping the diplomatic expedition so we have more temp wealth at the start of mid turn to help subsidise the Forluc.
We might struggle to subsidise them with only 2 temp wealth.

The Forluc economy hadn't collapsed yet and they had a chance to crush slavery in the Forluc, but the Arthwyd economy was still vulnerable to collapsing due to a lack of cash crops. To make things worse, many experts predicted it was only a matter of time before the Forluc economy collapse, especially now that they were engaged in civil war and the northern two-thirds of the Forluc had officially abolished slavery.
Clearly the solution to all our problems is to sell the north as many weapons as they can hold :V
the Forluc would have completed their Games megaproject this turn, but they had a civil war instead.
2/10 bad decision, would not civil war again.
What would they have had to roll in order for all future king/queen elections to be done via the games :)?
 
This is my attempt to write more natural sounding and organically flowing dialogue.
It was a successful attempt.

Oshha confirmed that the DE would help, and because it's a mid-turn action, we'll actually have more temp wealth to work with than you think thanks to stat regeneration. Just for example, if we go down to -6 Wealth from subsidisation, we'll end up with 5 temp wealth at the start of the next turn from regeneration. (Factoring in the +4 permanent wealth from the cash crops we're doing this turn.)

EDIT: A cash influx right now would also keep them propped up for the 20 years before now and the mid-turn, which is important because they're currently fighting a war.

-Ymaryn - Games were immediately subverted as a symbol of universal friendship by war and feuds. Admittedly player's choice here.
-Junghir - Games interrupted by natural disaster
-Forluc - Games interrupted by civil war

Does Encourage Innovation improve the odds of all innovation rolls or just one?

Shouldn't our opinion with the Free Forluc be higher than it is? We used to be Friendly with them back while they still had slavery, and now they've not only banned it but are going to war to ban it. We also send a Main Diplomatic Expedition to them backed up by a Diplo Hero, and it was successful.

What do you mean by power level? Her magical prowess? Her physical prowess? Her legal authority within the Arthwyd Empire?

Yes. The Arthwyd regularly use it to give the Blessings of Arthryn and Ymarn to new converts.
 
What happens if the Blessing is transferred into heathens?

Pretty much this.
Arthryn wont allow the spell to work so they don't get the blessing.
Divine magic and divine blessings work only if the deity behind them lets work and if they don't allow it, the divine magic or the divine blessing won't work.

These two together, but mostly the former I'm guessing.
Eira is a decent fighter with some proper training. Not as good as someone who is a professional soldier, but better than someone who has no training. Magically, she is proficient with the divine magic of the Arthrynite goddesses and is also proficient with the arcane magics that the Foresters use.

However, Eira's main strength lies in politics and social affairs. Eira is beautiful, cunning and a people person who knows how to leverage those things to the best of her advantage. She is always showing off and using her body while she has centuries of experience at interacting with people and has turned that experience into an instinctive ability to read and manipulate people. With her position in Caermyr, Eira is the most influential person in the known world as her words and actions all sway in the Arthwyd Empire, the Urthdysh Federation and the Forluc Kingdom in addition to the smaller lowlander tribes. Eira is highly respected by her Sisters in the Cursed Forest and she can basically choose who is the new monarch in both the Arthwyd and the Forluc. Kings, Queens and Cadlons all listen to what she has to say and Eira sets the latest fashion trends within the region.
 
Surprised that you two would not be worried about a powerful semi independent figure in the middle of the civ. Like I look at the power she got and all I can see is a brewing coup d'état or secession ready to happen. One person with that much power will never be satisfied and just stick too that level of power for long. So better to have her killed now before she gets a lot more people killed down the line when she tries to take over.

Or worse succeeds and reshapes everything after her own design.

Eira is content with directly ruling over Caermyr and wielding immense soft power over everywhere else of importance.
