They would more likely get rid of the Assembly - not the monarchy.

I think our best bet is to go "they're both right", pardon the revolutionaries do to them having good intentions, and elevate a third branch of government to check the Assembly.

I'm thinking the priestesses.

The priestesses are already of the Assembly and your solution would just worsen the problem. They want an absolute monarchy where the Cadlon is all-powerful and their authority is checked only be Arthryn and her daughters. A third branch would go against what they want as it would take even more power away from the Cadlon.

What is needed to annex a colony?

The colony needs to be of sufficient size and the Arthwyd need to be in the right position to integrate part of the colony.

When the anti-assembliests attack the assembly, the pro-assembliests will attack back. In that fight, the royal family may fall.

I don't think your third branch solution is going to work. The priestesses are already part of the assembly, and the anti-assembliest faction rejects the idea of a check on royal power. Adding extra checks seems like it would make the system even more problematic.

lol, okay. I was afraid that punishing the revolutionaries would bring about instability. But if they really can't be reasoned with than I guess punishing them under the Law is our only recourse.

Just for the record, what are they revolting about anyway? That the Assembly takes Authority when the Cadlon is not present?

They want to return to the old absolute monarchy that you used to have when the Cadlon had unchecked power. Which means getting rid of the Assembly and the powers that they have.

Hard to say the assembly woman's corrupt when she's the one to convince the Caldon to send more settlers to your colony.

We also need to make better boat to connect with our oversea colonies.

Lack of boats isn't the problem as you got plenty of those. The problem is that not everyone supports checking the power of the Cadlon as they would prefer an all-powerful king to rule them.

The problem is that they are not communicating this to the Caldon or anybody in charge. We're a far flung empire and the monarchists hadn't bothered to send out their own representatives, instead sending pro-assembly supporters.

The fact that they knew that the Assembly have already done that? To them, the fact that the Assembly exists means that they have stolen some of the Cadlon's rightful authority.
8) The Cadlon shall be rule as they deem fit, but their actions shall be both advised and checked by the Assembly. The Assembly shall consist of [all members of the priesthood above a certain rank], [all members of the military above a certain rank], the elders of Greenbay, all members of the royal family and all Sacred Guardian-Generals.

When the Assembly is formed, all of its members in Greenbay must be extended an invitation and be given suitable amount of time to show up. Any decisions made by the Assembly require the support of at least half of those attending.

What's making them think the power was Stolen instead of Given? The Assembly is the brain child of two Cadlons and a Divine Champion so... confused shrug.

They believe the Assembly pressured the Cadlon into it and the claims that it actually done by Evatine, Wonlyn and Evalon are lies spread by the Assembly. And before you ask about using truth magic, truth magic only determines what a person believes is true and not any objective truths. Good for finding out if someone is lying or not, but not so good for finding out an objective truth if someone genuinely believes a falsehood to actually be true.

Should be shall rule as they deem fit. that extra "be" is well... extra.

It is rather hilarious that the most ardent political supporters of the Cadlon are people who've apparently never met the Cadlon.
