No. You could use arcane magic just fine, but your highly religious nature that is fundamental to your culture means that you reject arcane magic in favour divine magic that your goddesses have gifted you with. It is a cultural bias thing which you won't break without breaking your culture.
So, how do we go about breaking our culture? because arcane magic is just flat-out always better than divine magic.
 
I still don't get that, we are biased. There is nothing stopping us expect from the fact that majority of Arthwyd won't approve.
Heck a group of Arthwyd could just try and do it themselves believing it to be for the good of community. It isn't like every member of Arthwyd has to be the same and love each other.

Literally our reason for farmers or crafters not learning magic is that it isn't proper to do so even though it is divine magic and everyone are equall ( at paper only it seems ).

Or we could figure out a way to get Urth as one of the goddesses.

She could be the goddess of arcane magic.

Sure some do. Just not enough to matter on the scale of a civ.

This is very big assumption that you are making there and I am curious about how you came to it considering that I haven't put anything in any of the updates what would lead to that conclusion.
 
Minor thing to note..

We do not have enough mystic to ginish the Sacred Forest in one turn. Not sure we want to risk running out of holy while building the holy forest.
 
@Oshha What would it take to get mass formations for the military (not necessarily conscripted soldiers but still inferior to the sacred warriors unless they can learn it)?

We should trade with the Caradysh. It's the best way we have of improving relations with Urth and eventually absorbing them into the pantheon.

Sacred forest is okay, but we should explore over farming. Increase our knowledge and our tin production / boat technology.

Exposure to the right kind of warfare. If you want to change your doctrine, you need to put yourself in the circumstances to motivate that change, which means war most of the time for military doctrine.

Edit: You could sent War Parties against one of the available targets.

Anyone can learn Arcane magic, Arcane magic isn't limited by what gods/goddesses a civ has, arcane magic can be fueled in a variety of ways. People can control arcane magic more than divine because divine is affected by the gods/goddesses. Just, everything about Arcane Magic makes it better than divine save that gods/goddesses can help cast the spells. But that's only if they pay attention, and we've not seen any evidence of our goddesses at least being omnipresent/omniscient. So they are limited there. Just, I don't see how divine magic could ever beat out arcane magic outside of blatantly unbalanced circumstances.
 
Hopefully some civ destroys us beyond recognition. It seems the only way for more diverse magic these days.

I would recommend seeing how much of this is actually true before making big assumptions that arcane magic is just better than divine magic in almost every way.
