We're a bit chaotic right now.

I think we should try to focus on what we're actually trying to accomplish. Is it keeping the Golden Age alive? Is it grabbing as many GA bonusses as possible? Is it expanding ASAP? Is it exploration?
I don't actually care. I'm fine with any of the things I voted for winning, in any combination.

I am 100% behind keeping our golden age going, and improving our permanent stats while we do it. So, venerating the goddesses seems like a necessary action since it gives temp mystic and culture, with the chance of other stuff, and some of the best stuff GAs can give is improved values, which are super helpful long term. So I'd like to keep getting stuff like that, or maybe new magic. If we can do that, while also improving our economy and actions, so that we can finish that mega-project as a rush job, that'd be nice. I'd really like to be able to double down on that mega-project until it finishes, but we need 12 econ for that, while in a golden age.

[X] [SEC] Create New Trails

Right now we need more actions and the way to do that is getting a province to 6/12.

I want to make some progress on the mountain passage whilst we have plenty of temp econ whilst keeping up on infrastructure.

Assuming no random events, no enemy action, just splendid isolation what sequence of actions over the next XXX turns does all that?

@Oshha with the new stone craving magic would it make it any easier for us to do the mega project which im assuming is making a path through stone?

Without sec settle land the megaproject is highly reckless, since during its construction we won't be able to simultaneously build other things and could end up falling behind other civs.
]We have the temp econ to start the megaproject this turn.
Next turn I'm thinking mountain passage and a trade delegation to freak folk or Merntir.
Edit: Stoneworking magic doesn't help us in the mountain passage, so edited that out.

Personally I'm thinking we should use the golden age as an opportunity for rapid tech advancement.
Edit: Edited out upriver vote.

You haven't formatted this vote properly.
My bad

you copied my incorrect shrine vote; be sure to take out the dash next to the SEC for it to be formatted properly

Let's take a reasonable estimate of time taken to complete the passage, say 4 or 5 turns. After starting the passage we have to do it every turn or we may lose progress; we don't know if this is a megaproject where this happens.
Each turn, assuming we do not do sec settlements this turn, we will baseline start with 5 temp econ, 4 from our permanent econ and 1 from golden age. Doing sec passage each turn, we will have 1 temp econ left to use, because 0 temp econ leaves us highly vulnerable to disasters. This is not enough for shrines, settlements, whatever.
We will be able to pop a settlement or shrine once every two turns, assuming we do sec farming/hunting/fishing the previous turn.
Instead, let's assume we do sec settlements as well as sec passage this turn.
We will now start with 2 temp econ baseline each turn after doing sec passage.
We can use this to do sec settlements or shrines each turn simultaneous with the passage.
The conclusion is we need to get sec settlements done this turn if we are also doing passage; there is no other option which does not delay our future growth considerably.
