Burden of the Emerald Empire (A Legend of the Five Rings Tale)

- What kind of effects is it actually having?
- Is it getting worse/is the area of effect spreading?
- Does he have any insight into what sorts of techniques would likely fix this? Does he know anything that's been tried that has worked even a little, or anything that's been tried that has failed utterly?
- It's a rift to multiple other planes. Have there been any attempts by any of those planes to pull out of the connection? Has it worked at all, if so?
- What actually happened to all the Yobanjin?
Imagine a land where it randomly transformed into lava, snow, and jungle all in the span of a minute. Its about that level of chaotic infusion of the various realms. Creatures are coming out and fighting each other as well.

Year 7: Cold Spring
Seventh Year of Toturi IV
Month of the Hare, Fifteenth Day

The bitter cold of the winter hasn't truly left the land yet, although technically its spring. The harsh snows argue otherwise, but you made it back to the capital none the less. The answer you had given to Sekawa still echoing in your mind. 'Otosan Uchi' the former capital, lost to the Shadowlands nearly twenty years ago now. The Jade Legion, Phoenix and Kuni had all agreed that reclaiming it was impossible. .

That was the task that you had chosen. The Rift worried you, and you had every intention of trying to address it as well, and the information that Sekawa had given had not been good. Of a land permanently in chaos, of demons from jigokou being tormented by trickster spirits, even as Tsuno slaughtered animal spirits en-masse and so on. The heavens would stop it, according to Sekawa, but that you had to focus your efforts on Otosan Uchi.

The Lost City of the Hantei, you had chosen both because of its value to the Empire, and its practical closeness, that didn't mean you had any idea of what to do about the matter. You were more a politician than anything.

So you convened your council on this cold bitter day. The braziers burning bright in the corner as you look at them. Your uncle now with streaks of grey in his hair, but still unbent and unbroke. The simmering tension between Hiroko and Noritoshi, which you had already heard a half dozen pillow books speculate being about something more. The calm solidity of Akane, and Shem-Zhe, and last your newest addition. Shosuro Ayumi.

"Well then" You say. "I'm sure you have all heard about what happened at my winter court. We will discuss that after we administer the normal affairs of state."

Ayumi raises one fan.
"My Emperor, if I may?"

You give a short nod.

"Under the Emperor's command, I have directed our gaze towards the Yodotai in my ministry. It seems that we will not be so lucky as to have Marius Angelos be deposed. He has since made a truce with two of his strategoi in exchange for a marriage alliance and they are crushing the last of them now, what they will do next is unclear, although it seems likely that they will attempt to batter down the Pelmyrians or Senpet next." Ayumi says.

"This Angelos, what is his weakness?" Noritoshi asks.

Kaneka is the one who answers.
"His strategoi...they do not have the same...respect as proper people do, they shift and fall like reeds on the wind, if they can be convinced to revolt, they will. I have been...learning since my time in the Jewelled city."

"As Shogun-dono says, his strategoi can be turned against him...but as of yet we can rest easy."

"Very well, continue to keep an eye on it. Kaneka-san, how fairs my army?" you ask.

"The Imperial Legions are rebuilding slowly, the usual pool of recruits is...also recovering. Currently we are plugging the gap of numbers with the Eight Banners army, but that will not hold for too long. I would recommend that we reduce the current active number of legions. Better to have fewer full legions than many understrength ones. "

You nod having expected this to some extent.
"Very well, Kakita-san, the Courts?"

"There have been...debates, about the Articles, nothing that cannot be handled, but it would be good at some point to have them formally proclaimed through out the land by the heralds again. We are also expecting there to be some minor peasant unrest if the weather does not break soon." He says smoothly.

"Which brings us to you Yoritomo-san, thoughts?"

"Getting the Jewelled City up and running will give us a hefty amount of leeway on what we can do. But that's a few days off. Reducing taxes is the only immediate thing we can do to keep unrest down. But that will make the Samurai unhappy as well. My recommendation is to ride it out and focus on the city at present." Hiroko answers.

"Under consideration. Kitsuki-san" You say going around the table.

"For once things are relatively quiet. Yoritomo Okimoto is continuing to agitate with Moto Chaghatai for us to engage more with the outside world, but they are not gaining any traction at present, and their clans aren't terribly motivated behind them" Akane says. "Politically this would be a good time to make a major move, such as betrothing your daughter or arranging her schooling"

You suppress a scowl at the thought. Your daughter was still young, two years at least until such things are needed...but Akane is not wrong.

"Last, Horiuchi-san, the remainder of this discussion will fall under your purview. It is well known what Sekawa said. Brief the council on Otosan Uchi" You order.

Shem-zhe nods, with a sigh held back. He takes out a map of the old Imperial City and lays it down.
"The Winter means that my forces have not had much success in getting near, but I've had a steady stream of reports from the old Yotsu family. I've had my people collate them and put them together."

The Unicorn takes out several markers and places them on the map, one at each gate and one in the rough centre of a district.

"When the city fell, the Shadowlands moved fast to ensure that taking it back would be no easy task. Indeed my predecessors considered it impossible for a number of reasons. First and foremost, and we do not know how, they corrupted the walls. Now instead of being beacons of purity, the walls themselves trap the corruption in the walls and intensify it like someone was hitting a bell continuously. So long as this occurs, purifying the city is impossible. In addition to this, there are...reports, of central pillars of obsidian placed where the markers are. What they are for, we do not know. However, current theory is that they're slowly turning the city into a second pit. Lastly on this...charming thing, is the old palace. Someone or something is living there, the Yotsu believe that it is the reanimated corpse of Hantei XXXVIII but we have no proof of that. Whatever is there, it seems to be coordinating the Shadowland forces in the city to an extent." Shem-Zhe finishes.

"A formidable task, how strong is the corruption?" Kaneka asks.

"The Kuni report is a generation old, but it states that even their attempts to purify the land, using the same method by which they purified their lands centuries ago...are temporary at best. At this point we can only assume it is much worse"

"I can hear the Crab complain about the Jade loss already." Hiroko says.

"Be that as it may, I will need immense amounts of it my Emperor." Shem-zhe says.

"Thank you Horiuchi-san." You say after he is done.

"In light of that, I would recommend that we begin gathering and stockpiling Jade" Noritoshi says.

Unspoken to everyone is that the Crab will hate having their jade stocks reduced in any way. But it may be for the best. There eyes look at you, the choice as always is on you.

Rather not take Jade from the Crab so let us see if we can build up trade in the Jewel to the point that Jade starts being available for sale.

Would also like to use the water raises but iirc they are rewards for background information someone compiled.

I like the idea but rather think the gates more important, for now. The corruption concentration means anything after them is bascially a suicide mission, and it'll be very probable we need to do it in parts. Figure out the gates, then deal with them while figuring out the pillars and/or scouting, finally we deal with whatever is in the palace, if removing both the gates and the pillars isn't enough to ensure we can purify the corruption.

We'll need to stockpile Jade at some point, but we're better served to do the stuff that will give payoff over time first. Perhaps we'll be able to trade for someone *else's* sacred material of evil-stomping, and find out if it works on our version of demons. The Ivory Kingdoms actually use something that grows naturally out of an animal. Their sources might not be quite as constrained as ours.

I think that hoping that trade will help us with purification is a fool's errand. We were flat out told that jade is not on the market, and all the alternatives are, well, foreign. Using them in such a holy task is not only likely to not work particulary good, but will cause a spiritual crisis by itself.


On the other hand, schooling and bethroting our daughter is something we need to do during the next five years, and I expect that our next years will be more much more busy, and we will have to choose between our daughter and something urgent and important. Let's deal with it now.

Oh, and nice to finally catch up.

Year 7: The Shogun's Supplication
Month of the Horse, Seventh Day (Summer)

You look over the slow but steady stream of reports you've been receiving from Ayumi and Hiroko. Its taken more subsidies than you were truly comfortable with to build and maintain 'The Long Road' to the Jewelled city, in truth it had been near disastrous as the Moto had retreated to lick their wounds leading to stragglers and other vultures trying to pick off the caravans of wealth that you had been sending. It had been Hiroko who had bought them off, and Hiroko who had turned them into cheap efficient mercenaries. Leading to 'The Long Road' becoming a secure and growing trade route between the city and Rokugan proper, bringing in a steady stream of income. Still, it would bear having someone keep an eye on it. It would be years before the trade route paid back its initial cost.

With a sigh you turn over to the reports from Shem-Zhe and his crack squad of Jade Magistrtes. You had ordered him to figure out the gates, reasoning that unless you knew how to stop that part and get in, anything else would just be well wasted on the walls.

The walls it turned out were the result of ingenious maho use, if that was the right term. You didn't quite follow the esoteric terms he used, but it was similar to placing coloured glass in front of the sun so that instead of normal white light it gave off some other colour. In this case the coloured glass had been set so that it sent out impurity instead of purity with the walls acting as a mirror.

You had even found this out with the first set of scouts so that was nice, less nice was that they had done something and now the western hub village had some sort of plague. Shem-Zhe was working on purging it. Last thing you needed was a zombie plague or some sort of mutant fungus plague.

However, while they know what the problem is. Solving it isn't going to be easy. They need a lot of Jade enough to build gates out of really. More than you had on hand, the plan was that with the gates which served as the 'frames' for the glass knocked out of commission new gates of jade built around it should switch the colour back to the right one.

You suppose it was good work for how little time you had given them over all. However, the Jade...it was always a precious substance, and as of late...the Crab had only grown more insistent about having as much as possible.

While the need of the Crab was undeniable, surely the Empire when it had cause should have some as well? The reports from Akane and Kotaro were not favourable in that regard.

There's the sound of the door sliding and you look up to see you uncle. He performs the kowtow in a perfunctory manner but you don't mind too much, he's earned the right to be a little lax at least in your mind. Still the dark circles under his eyes and sombre mien make you nervous.

"Uncle, sit."

Kaneka sits, waiting for you to put the paper away. When you have done so, he seems to muster his courage.

"I want to retire" he says.

The feeling of the world slowing fills you, the beating of your heart a slow rhythmic drum, your eyes looking him up and down like you've never met him before. Shock, you distantly recognize this emotion for what it is, shock. Your uncle had been a strong loyal right arm for six years now, you had hoped...to have him for many more.

"Uncle you are still a few years from retiring to a monastery." You say at last.

"No not from being a samurai, but from being Shogun, I've won the war, I've protected Rokugan. I've given my life for this Empire. I have no children of my own, no freedom to choose my own path...I barely know my own wife outside of letters. Please, Hisao, let me retire."

As you look him in the eye you can't help but say...

Today has been a very surprising day in retrospect.

Toturi one is certainly out. Yes, he 101% deserve it, but non-heirs join Imperial families for reason.

So question is - what he want to do after that. Giving him Imperial or Minor Clan status depends on that and not how much we owe him. Imperial families have function, minor clans can do whatever. And I don't think it's situation where him just joining existing one is best option.

I'd rather let him retire on his own terms then bind him to a job that he doesn't want anymore and will resent. A resentful uncle with a lot of loyalists who want to see him be Emperor is a mega threat.

Unlike @al103 I think we should give him the Toturi name. Firstly, there aren't that many Toturis at all so if we die and the main line fails having a branch (successors) in the wings could do wonders for political stability. Secondly, I understand the danger, but he's already got a good claim to be Emperor, Toturi name or no. It's clear that he doesn't desire it anymore. His heirs, even with the Toturi name, won't have the loyalists and the support he has. So it is a risk, but one that I feel can be managed.

Plus, I want to reward loyalty.

Problem is trimming of branches was tradition for reason. It's not him that is problem, but "you can be Toturi, but your children will be Seppun" stink in this particular case.

Also founding entirely new Imperial Family is also a really big deal unlike joining existing one or creating minor clan.

Dude, the heir of a Toturi Kaneka would have significant support. He cannot have the Toturi name, less we wish for our heirs to have to kill their cousins later on.

Our Duty is to our line first and foremost. Just as our brother cannot have the Toturi Name, neither can he. That precedent cannot be allowed less we wish to invite disaster upon us.
