In fairness, I'm open to the idea of cannons and spying on Poland, but since people have already voted for my option, I'd rather not make any edits.
You can make edits to a plan without anyone's input, but the polite thing to do would be quote or tag folks and ask their permission if they still want to remain with your revised. (don't expect everyone to respond though, it's just how quests roll) If you're really that willing to make the change, that is. Just saying your hands aren't tied.

Eh... You are forgetting that he is not at war yet, he's merely getting ready for a war with the turks and he has not officially declared one. And we had a low disaster roll... there are other factions at work that are working on calming him down.

Not really, it makes sense for him to assume it's the Turks.

What doesn't make sense is him harming the war effort against the much much larger and imminent threat of the mongols when the war he's prepping for is, in essence, a personal one that will be him going on the offensive, not fighting for the fate of the Empire like Vasilliy.
