I consider The North Carolinas and South Dakotas to be equal or superior to the Bismarck class, which was NOT considered a treaty ship.That's mostly because very few battleships were built between about 1920 and 1935. By the time the '30s battleships were laid down, technology had advanced far enough that even if you restricted yourself to the 35000-ton limit, you could build a significantly superior ship compared to any of the old WWI-vintage designs, without having to make any major sacrifices.
But look at the Nelsons, which were designed immediately post-Treaty. While the British managed to make them effective fighting ships, they were in many ways a compromised design, and I doubt they would have enjoyed much performance advantage over the Colorados commissioned roughly five years earlier.
