That picture bugs the hell out of me. In the first part of the GIF it looks like that western sword is supported along its entire length, not just at the ends. Of course it ain't gonna be the one to bend. (The pro-chuuni one's an obvious joke, this one comes across as an annoyingly bad attempt at deception.)

As I recall, shortly after her first arrival in Japan, Jersey HAD an eyepatch.
She is what happens after you take the eyepatch off.

There's no official canon statement for what is under Tenryuu's eyepatch. Given that the canon reasoning for her having an eyepatch is that one of her searchlights was shot out in the Solomons, it makes the most sense for the eye in question to be missing like in the picture.
That said, Japanese society tends to look down on disfiguration and amputation, so many fan works have Tenryuu with an different-colored eye beneath the patch rather than a missing one, like Mio Sakamoto from Strike Witches.
(Similarly, in the danbooru pool of genderbent military leaders a bit ago, Admiral Yamamoto was depicted with a whole hand, despite the historical Yamamoto losing two fingers to a shell fragment during the Russo-Japanese War.)
