The Tevura Media Group's various enterprises have begun to pick up more members again, apparently a large number of those being members banned from one media website moving to another on various moral grounds, apparently unaware that both are under the same ownership.
Whatever the case, with their financial status significantly rosier than it was two months ago, the Executive Board granted you permission to rescind their rent freeze moratorium - which, naturally, you did immediately. Port Hanshan will suffer not the freeloader, after all.

ERCS are continuing to investigate the sabotage performed against Astra Financial, but are rapidly running out of leads and do not feel confident in being able to find the culprits without doing further, more disruptive digging. The investigative staff have reasoned that there are several hundred individuals who definitely have the skills to pull off such an attack, and potentially thousands more who reasonably could have those skills, and every single one has an alibi backed up by their corporate overlords as a matter of course.
Without good reason, those alibis are difficult to challenge for ERCS investigators, but if something happened to come up in unrelated investigations, you could of course pass it across as a matter of course.

Charlie Mans was a pale man with greying hair and a gaunt face and icy cold eyes of an intensity that surprised and slightly scared you, and he entered your office with a list of demands and requests in light of their recent hardships and the scandal on Zorya. In other circumstances, it might have been a little intimidating.
Fortunately, Secretary Kioka had already compiled a long list of potential grievances with help from, you presumed, every aide and secretary in their Noveria branch, and she'd sent it to you in the same message she used to inform you of the upcoming meeting, so you considered yourself fairly well-braced for whatever was coming.
You'd spent the last few days looking over it, figuring out exactly what you could offer to make things easier for them - not out of the goodness of your heart, obviously, but if you could set out some firm and well-reasoned concessions immediately, it would go a long way to asserting both competence and concern for your clients, and, more immediately, help prevent further frustration on Domain's part.
Kioka's list turned out to be pretty accurate - not a single one of Director Mans' requests was unexpected or out of left field, he considered every one of the minor concessions you were granting to be fair and reasonable, and you got the impression that his opinion of you improved somewhat in the process.
He left your office satisfied, and less than five minutes later you received another message from Kioka - a picture of a smug domestic animal of some kind and the words 'you're welcome'.

Fuel-efficient and climate friendly, fusion power plants are the standard for developing and developed worlds across civilised space. By burying the fusion plant deep within Noveria's frozen glaciers, they and the limited radioactive waste they produce can be safely and securely contained away from more densely populated areas, and without ruining the view as more economical renewable generators would.

Construction efforts within Hansi Glacier have resumed, with the expansion and reinforcement of the deeper tunnels and the radioactive waste storage vault. Although the process took longer than expected, you're primarily concerned that the proper precautions are being taken to ensure the safety of the site, and the foreman insists that they are.
With all supporting facilities installed, the fusion reactor itself is being prepared, although it will require some time to install, test-fire, and then properly turn on. Hassan Atomics is taking steps already to ensure that the appropriate staff will be on site and on hand to advise throughout the process.
[ ] Secondary Artificial Biome Cluster Site
Before an artificial biome can be created, with its own atmosphere mixing stations and climate control systems, a container for that biome must be created. These facilities are, by necessity, relatively large, and as such require substantial land clearing. Additionally, Noveria's extreme temperatures necessitate a high degree of environmental hardening to ensure the artificial biome is not adversely affected by outside weather.

A series of construction mishaps and mistakes severely hinder building efforts at the Peak 11 facility, with a large chunk of the upper dome collapsing under its own weight before it could be mated to the support structure. Cleaning up and repairing the damage caused by its fall took up the better part of a week, only for snow delays to further hinder activity on site.
Ultimately, it's definitely fair to say that
some progress was made, but not a huge amount.
[ ] Dedicated Computation Cluster
Personal or desk scale computation and data storage devices are both cheap and widely accessible galaxy-wide. However, as has been the case for centuries, there is a cost to miniaturisation. Dedicated room-scale hardware has always had an advantage in processing speed and power, from antique server racks to modern quantum supercomputers. Installing some computation clusters within Port Hanshan's office complexes and renting them out could prove mutually beneficial.

Concerns regarding adequate cooling, and the provision of ventilation and thermal outflow to the new computation cluster, take up the majority of the working team's attention throughout the month. Though all easily solvable in theory, the practical side of the work turns out to be surprisingly fiddly, and sapient labourers are required when the construction mechs turn out to be not quite up to the task. Nonetheless, work proceeds at a decent pace, and the first of the six supercomputer units are installed without issue with some support from Kaskadan technicians.
[ ] Peak 12 Munitions Plant
Increasingly strict Citadel laws regarding the mass manufacture of explosives, for any purpose, have forced Abec Territorial Ordinance to distribute their manufacturing capabilities, and Noveria, given its reputation, was identified as an ideal site for one of their new plants. They intend to use the site to manufacture lower-yield tactical charges for militaries and private military contractors,

In contrast to some other construction efforts, Peak 12 goes almost flawlessly. The all-environment munitions plant design provided by Abec comes together easily, hooking in the required utilities proves effortless, and all initial tests run successfully. Some ERCS inspectors spend a long time checking over the plant at your behest, but the plant meets all Citadel regulations handily, and your own restrictions are not quite so restrictive in this particular case, so no issues are raised.
The first mining charges are being assembled before the month is out, and Dalatress Holem sends you a surprisingly thoughtful gift for the NDC's prompt response to their request - a small basket of high quality quarian meal packs seemingly straight from the Migrant Fleet.
[ ] NDC Corporate Spire (Success Overflow)
Original designs for Port Hanshan had the majority of NDC office complexes, whether they were related to Port Hanshan's governance or not, located within Port Hanshan's Corporate Sector not far from your office. But the NDC expanded rapidly as their resort cities became huge and highly prestigious moneymakers, so the administration team expanded to match. Whilst Port Hanshan had and still has no shortage of office space, the Executive Board believes it would be better for the NDC's image and for their worker's sense of unity if they were brought together under one roof again, in an office spire dedicated solely for that purpose, built over the old NDC offices.

The Executive Board's provided design was an enormous edifice to the glory of capitalism, a towering glimmering structure of steel and glass and neon lights that screamed "I have no idea what 'excess' means and I am unwilling to learn", and whilst it's offensive to all your quarian sensibilities of practicality and good sense, you do have to admit it is
very visually striking.
You bet the architect made an absolute
killing from it, too. The Executive Board don't usually cheap out on their vanity projects.
Sannovi's local manager, Tanilea Remus, takes one look at the blueprints and her eyes pop, but she wastes no time in pulling in Sannovi assets from across the Traverse and from Turian space to get to work, and work they do. Despite the overwhelming majority of Sannovi's work being in colonies and frontier worlds where ease of deployment is king, they soon prove more than deserving of the pedigree and prestige they are afforded.
For a time, flights from the spaceport are grounded due to the sheer amount of air traffic generated by the immense construction effort, but that window is brief indeed - floor after floor of ornate offices, beautiful boardrooms, and assorted alliterative additions, huge recreation spaces, a dining hall, a dancing hall, and several worship rooms are put together in what seems to be the blink of an eye.
Technically speaking, the spire isn't fully finished by month's end, with furnishings and office equipment yet to be completely installed, but those are concerns that can be dealt with by the NDC staff as part of moving in.
Chairman Laekus, Dalatress Yimm, and Executive Amono descend to Noveria from Profit's Retreat to join you for a tour of the building, which is somehow even more impressive, and gaudy, from the inside than the outside. Aside from a snide comment from Amono about the lackluster speed of the elevators, the three Executives seem appropriately impressed.

Whilst Port Hanshan can submit to standard security standards with minimal risk, the corporate facilities around Port Hanshan have far more specific risk vectors that must be addressed directly. ERCS professionals should be sent to perform detailed reviews and generate new security plans specific to the corporate client in question.

ERCS Security staff sweep the Kaskadan Syndicate holdings with the same professionalism that they showed in their previous operations, carefully examining entrances, exits, security scanners, ID-lock doors, and staff emergency procedures and finding most of them completely acceptable.
Realistically, there's not a lot that can go wrong with the Hanshan Microframe and Processor Plant that constitutes a security emergency, with the main security concerns instead being theft and corporate espionage, and the Kaskadan Syndicate appears to have those things well in hand, with inventory tracking equipment to make sure no valuable electronics are 'miscounted' or 'misplaced'. ERCS takes little time to confirm that no reviews are needed here at this point, wrap up their report quickly, and close the case well before the month is over.

[ ] Lower Hanshan Law Enforcement Office
The actual opening of Lower Hanshan to public passage means that it is now necessary to perform standard law enforcement activities there. Whilst there are more than enough security staff on site to manage, the distance from Lower Hanshan to existing infrastructure makes it a difficult prospect for those forces to efficiently police anything. Creating a new office within Lower Hanshan to base operations from would be of great use in maintaining law and order, especially in the district most likely to disrupt those things.

ERCS patrolmen take to the empty office-style building in Lower Hanshan with a much better attitude than you anticipated. Their requests for furnishing turn out to be fairly simple, mostly the same kinds of computers and office paraphernalia you'd expect from any other corporate building. Admittedly, the furnishings for the prison cells are somewhat more abnormal, but they appear entirely capable of providing those internally, and don't trouble the attendant NDC staff for anything noteworthy.
By the end of the month patrols are moving out through the small part of Lower Hanshan actually inhabited, and whilst patrol density is currently verging on overkill, Captain Matsuo assures you that once more of the district is populated, the patrols will be more spaced out and less… oppressive.
[ ] Internal Sweeping (Targets 1 Department)
The NDC may occupy a place of privilege on Noveria, but the fate of your all-too-recent predecessor is a reminder that it is not immune to corruption. With some help from the NDC's Internal Affairs division, you can sweep a department to search for embezzlement, ineptitude, nepotism, and other forms of corruption. It's unlikely that much, if any, corruption remains after Anoleis was removed - and any who escaped notice the first time are likely to be keeping their heads down low for a short while anyway - but it never hurts to check.
UPDATE: With your VI monitoring the networks for any sorts of mischief, identifying and monitoring corruption is much easier and much less likely to devolve into a tangled mess.
UPDATE: Your rapport with the Infrastructure department is such that, whether out of respect or genuine satisfaction with their current status, they will refuse to engage in meaningful corruption. The Infrastructure Department is not a valid target for this action.

Your newly expanded administration team is immediately set to work on digging through the message history and financial records of two entire departments, with a fair few members of the Internal Affairs team popping out of the woodwork to help out.

To your relief, none of the NDC staff the ERCS investigative team had flagged as potential suspects in the Astra Financial sabotage case appear to have been involved - there's no evidence of hidden messages, secretive activities, or mysterious and inexplicable transactions. Sure, there's a few 'maintenance fees' that appear on customer receipts but not on NDC ledgers, but that's pretty standard, and amounts to almost nothing given the scale of the transactions you're working with. None of that is worth chasing.
Unfortunately, some staff of less concern
were involved in more serious things, and a small number of individuals have been implicated in a plot to smuggle some OSDs containing spyware and malware into the Peak 12 Munitions Plant, presumably to further encourage the Council's scrutiny of the group, or of Noveria's operations. Fortunately, the issue was caught and measures taken to remove it as an issue before production began. The involved staffers have been rather publicly removed from the NDC, fined heavily, and placed in a white-collar prison.

The Heavy Industries and Manufacturing Department unfortunately turns out to be somewhat more of a hotbed for corruption than you'd anticipated - admittedly, fairly benign corruption, compared to industrial sabotage and even, to some perspectives, credit skimming, but corruption nonetheless.
Quite simply, a lot of the department's field staff had noted that with the mechs doing most of the work, it was very easy to queue up the commands and then spend the rest of the shift in the rec room. Ostensibly, supervisors should have been preventing this, but they quickly worked out that the same logic applied to them and joined in the skipping work. Only if something went wrong did they actually need to work, and the mechs were incredibly effective scapegoats to explain why mistakes were allowed to happen in the first place.
The worst of the work-skipping teams turned out to have an average of only 30% attendance, with crew members taking turns to oversee entire platoons of mechs whilst the rest of their team played games in the rec room.
Thus warned, the most notorious and obvious offenders have been issued formal warnings, and the rest issued docked pay and leave days to make up for what are, functionally, stolen wages. Additionally, a few Internal Affairs agents have been seeded into the department in order to keep an eye on things and ensure the problem doesn't recur.
