Proof that you performed full investigations into potential suspects within the NDC itself has brought you some time, however.

Meanwhile, the Ahial Syndicate's calls for revisions to Port Hanshan's firearms regulations have continued, and whilst Abec have not publicly supported the motion, they have made inquiries to your office regarding changes that may streamline their new manufacturing operations on-world.

"The goals of the rogue Spectre, and what he hoped to accomplish with this attack on the Citadel, are still unknown. The Citadel Council has dismissed these claims.

"Despite this disagreement, in recognition of the sacrifices of the Alliance Fleet, and the actions of Spectre Shepard, the Citadel Council has offered humanity the chance to join their ranks. Human Ambassador Donnel Udina is expected to officially join the Council in a ceremony at the end of the month - with much of the Presidium in ruins, the location of that ceremony is still to be determined.

"Ambassadors representing the Volus and the Hanar, as well as the Batarian Hegemony, have denounced the Council's offer, claiming it shows unfair and undeserved generosity to the galactic newcomers.

So we've swept all at least once.

The Above plan Is to Spread out Dice to slow walk any Profit generating option(and it does stuff for alot of people so less will complain), and to Concentrate dice on Options that I would rather get done Quick (Defence, Clinics) Do Recruitment Drive of Heavy Industry since its the Section that has the most options available. Getting Favor with Ahial Syndicate since there range only give +1 P and they're at -2 F.
Next turn We can do Advanced Industry Recruitment, and Spend the Free Dice Sweeping the Admin. (1 Free 2 Admin Recruitment, 1 Admin Lease Renewal, 1 Admin + 2 Free Internal Sweeping). and just spend one dice on the Defence satelites to Slow walk it.

And next turn we can do Ahial Syndicate to generate Favor again to get them to Neutral before doing the Firearm revision. (So Turn 12, Would be when we do the revisions on my plan table)

At the end of Mass Effect 1 you can recommend either Anderson or Udina as Councilor. Whoever you recommend will be Humanities Councilor in Mass Effect 2 with the other working as their assistant/advisor. By Mass Effect 3 in 2186 if Anderson is Councilor he will retire in order to rejoin the Alliance military to fight the Reapers and Udina will be Councilor.

Council Saved, Udina as Councilor has always been the way that makes most sense to me, so that's what the pragmatic paragon soldier Jane Shepard went with. Love Anderson, but he's a former-marine-turned-officer, not a politician.

The disruptive favouritism he is warning of is neglecting the Kaskadan Syndicate because they're not your boss. If the NDC shows it's good to everyone, not just the people who founded it, more corps will be willing to work with them.

The Branch Office would help them and thus encourage them to encourage other corps to come hang out on Noveria, which the board would like, but they're not concerned enough about it to make it a directive from on high.

Well, at the very least nobody is pestering us about not having satellites. I guess I was overly worried earlier.
The current impression of the galactic community is that Saren's geth just went all-in on a crazy attack on the Citadel (as retaliation for Virmire, perhaps?) and, their fleet having all been destroyed, the threat is now pretty much passed.

Whilst the geth are presumed to be much greater in number than has been seen in the Traverse, Intel from Virmire and also common sense suggest that Saren only had control over a small portion of their power, and the hope is that the rest of the geth will prefer to stick to three centuries worth of precedent and stay away, instead of coming in for revenge.
 
You know, I never really thought about how Shepard looks like when they're ranting about insane crazy conspiracy theories when they say that ancient genocidal robots that wiped out the Protheans are coming back for round 2 and that everyone has to prepare or they'll all die.

IIRC correctly while the Council publicly denied such claims they did start a bit of a military build-up in their nations just in case. It's just they severely underestimated just how much of a threat the Reapers were. Though I guess the alternate is announcing there is a galaxy wide invasion of genocidal robots coming and everyone has two years to prepare for the end.

Meanwhile a lot of the Spectres (at least the non-corrupt ones) and the majority of the STG took Shepard's warning seriously. But they could only do so much.

There's also the events of Mass Effect Andromeda to consider.

For those not in the know, the events in that game cover a colonization fleet sent from the Milkyway sometime before the events of Mass Effect 3. Presumably, this was set in motion as a contingency. The council may have disregard Shepherd's warning in public but they obviously took measures in private.

it didnt do a single thing to help even if they did take her warning as true. It was a single one off line in a DLC for ME3 that gave no Fleet Power, no bonus to anything, no support. I highly doubt that the council did in fact even consider the reapers as real until they got bumrushed by them.

The project was started literally 9 years before it was lunched and ME1 was in 2183 I believe and the project started in 2176 according to the wiki. So no bones there, it was also highly illegal due to having AI support.

Edit: it probably also made use of reaper tech to get rid of the static electricity problems with Mass effect drive cores. I also wouldn't put it past the council to forge a document that said they did in fact listen to Shepard to put in their archives. Simply to make themselves seem better if they won the war.

Or we could complete projects to rack up profit and favor for a more impressive final review and hopefully earn some reward. There's also the fact that favor only stops decaying when we complete objectives. Letting biomedical and others degrade further by dragging our feet makes no sense.

Since recent chapters have shown mearly working on a project does little to prevent a companies disatisfaction, 2 should focus on completing them where able. Also routine emergency drills is low reward compared to the favor increasing corporate security review.

Pretty sure going way to over the Profit goal, Increase the Expectations of the Next contract.

This would be the time to Spend resources getting Favor only options, and recruitment stuff.

E: As the Person who's 100% for Slowly doing many projects I'm pretty sure we'll be at opposite opinions on how concentrated dice should be. (Unless its a critical project I believe 1 dice on it is a good thing, Unless we need it Sooner for a certain reason)

It's probably one of the bigger / more obvious storytelling missteps in Mass Effect 1. Anderson brings up a weird dream you had after being concussed by a damaged alien artifact, in front of the Citadel Council, and when they tell you to stop being stupid and get some actual evidence the dialogue options boil down to politely indignant, indignant, or rudely indignant, as if this is supposed to be some great injustice Shepard is suffering under.

To be fair, no one, not even Shepard, expected just how out of their depth the galaxy was until the Reapers actually arrived, and they only had two years. They were taking significant steps to build up their military power - it just meant nothing, since a lot of their new ships never made it out of the yard, the Thanix retrofits still weren't enough for cruisers to even scratch Reapers individually, and the salarian's vaunted Stealth Dreadnought was helpless because Reaper sensors were good enough to see it anyway.

The Benefactor, the incredibly wealthy but mysterious individual/group who helped fund the Andromeda Initiative when Jien Garson started running out, did so out of fear that something was going to come along and destroy the galaxy. After the Battle of the Citadel, they really doubled down, pushing forward the launch schedule and committing more and more resources to the project.

Around the same time, a suspicious quantity of rare or exclusive technologies and weapons fell into the Andromeda Initiative's hands and a lot of highly qualified individuals suddenly decided to sign up. Sure, Alex Ryder was a former N7, but even Shepard never accidentally stumbles on an entire shipping container full of N7-grade firearms. The Disciple was a shotgun handcrafted for Justicars and only the aftermath of the Battle of the Citadel convinced the craftsmen to open up the weapon to other asari commandos, and the Andromeda Initiative got a hold of a bunch of those, too.

Canon deliberately left the question of the Benefactor unanswered so they could make a DLC or a sequel out of it, but my headcanon and thus the Contract!Canon is that the Benefactor represents a group of galactic elites including high ranking government/Council officials who very much took Shepard's warning seriously. The supply of high-tech equipment and specialist personnel was pretty much the limit of what the Council nations could do without drawing further attention, and they explicitly wanted to avoid causing a panic.

To be fair, a lot of corrupt Spectres also took the warning at least semi-seriously - Shepard was the highest placed person screaming about ancient aliens, but they weren't the only one, and for those with Spectre level intel and resources, finding the other evidence scattered throughout the galaxy wasn't hard. The main problem was that a lot of Spectres had differing ideals about what, if anything, should or even could be done about it.

You can lose favour from a company from shenanigans in the same turn you perform actions that prevent them from suffering favour decay. This was the case with Nezo Aerospace. Just working on a project for a company resets their decay timer, even if you don't finish it.

Creating local manufacturing for things like furniture, clothing, and home computer terminals would help cut living expenses in Port Hanshan - particularly for the city's small but growing labor, retail and service underclass.

There are only a few major stations in Noveria's orbit. In addition to the standard comm buoys, that is. Itavan Skyworks and Narhu Combine maintain a starship service station, the Tevura Media Group runs an orbital hotel for the wealthy and influential, and of course the NDC Head Office is aboard the luxury station Profit's Retreat. Which means that there's plenty of room for the installation of defence satellites. The realities of space combat make actual dedicated combat stations impractical, but a satellite network armed with sensor arrays and GARDIAN laser batteries could provide security of the tripwire variety. The Executive Board believes this kind of development would be too far a divergence from their intended aesthetics, although they admit that, given recent events in the Traverse, it may be warranted.
