Attempting to Fulfil The Plan: ISOT Edition

[]Agree to Both: So, I'm not really sold on the New Washington side of this deal for a couple of reasons.
Firstly, I dont think It's worth the clay it's pressed into - from either direction. I don't think we can trust New Washington to come to our aid/ be reliable during the airforce junta conflicts, or that we can or should honour our side of that agreement.
Also do not like the precedent of making false promises, yes every state is built on/ by oathbreaking, but the sooner we can build a reputation for reliability/ honest dealing the better. It gives us currency to spend on backstabbing if nothing else.
When there is an impression that we will do what we say, that's alot of planning power for taking into account how other states will behave/ will calculate thier own real politik.
I dont think refusing this deal signals naivety either.
I think all relevant parties will be able to see the deal as a farce, airforce included.
So I dont think it helps protect us in an meaningful way.
So there is one important advantaage to having New Washington involved that I think you're overlooking, it opens up a new front with the Air Force and the thinner New Monthan is spread, the better for us. Causr we're going to be fighting WestCom while EGNA probably fights WestCom and New Monthan and Crete Blockades, maybes invades Lesbos or something. New Washington could put a lot of pressure on a distracted New Monthan.

so the idea is insurance that the airforces will have to fight both us and new washington at the same time, instead of moping us all up one by one.
ehhh, if we can trust them to honor the call and mobilise when we are invaded then sure. cause if they get invaded before us, we could always pre-emptively strike, but then we couldnt call Crete in...

The New Washington Question is all several turns out anyway. Rhodes is our first priority, because they need to stop being a thing before we can do anything for New Washington directly no matter what, and the run up to, performing that campaign, and the consequences of it will eat up at least the next 5 turns.

But they have been getting consistently crushed and driven back by the Christ's Kingdom forces. I don't see that changing a whole lot in the next year or two, but us having a "Peace Deal" with them means that we have safe landing sites and reasonable access to Tuscon once that starts becoming more relevant.

It also means that once we have a division or more of troops fully equipped and supplied with downtime resources siting in their territory, we can be a little more aggressive about dictating terms even without breaking the agreement outright, especially if they lose a battle or two over the next several turns.

The question I have is what the various Airforce factions are going to be doing. New Monthan will likely continue their counter attack into the Federal Republic, but the next question then is what Western Command will do. If they decide to turn their attentions south, we could be in trouble in 6 turns, or potentially even less. Because we have agreed to a mutual self defense pact with The Emergency Government of New America, it actually doesn't matter to much which direction they attack functionally. If they go south into that kingdom then we have to assume they are coming for us, and if they go northeast then our agreement means we have to attack them anyway. We could find ourselves fight wars on two fronts, one against the spread out Rhodes Pirates as a naval war/island hopping campaign, and the other a land war against Western Command.

In that light, New Washington is an ally of convenience against the New Monthan/Western Command Power Block. If New Washington staying active for a year or two longer means New Monthan cannot take them out fully, gain direct access to Tuscon and solidify their power in that area? I will happily throw some logistics support and even a few battalions of soldiers their way because it will prevent us from being forced into a war on two fronts fully.

Worst case scenario barring total Fascist victory this ends with us ruling the mainland Balkans and New Washington ruling western Anatolia. Which is far from ideal (makes further spread of the revolution eastwards very hard), but at least seems it would be geopolitically stable.

Given how unstable New Washington's coalition is, I imagine they'll be weakened enough by civil strife at some point that either we, the CKE, or both could swoop in and take them out.

I suspect New Washington isn't long for this world, but if they do survive with our support, it's entirely possible that it ends with a de facto coup on our part.

Yeah I really doubt New Washington is going to survive much past the war with the Air Force, even if they're on the winning side they're going to be solely responsible for an entire front against what's still probably the best army in the world. That will drain their already unstable state of power and resources, with CKE almost definitely swooping in to knife them as soon as it's clear the Air Force is gonna lose too. We definitely won't be supporting them against CKE, we won't even really be supporting them against the Air Force so much as using them as bullet sponges, and they're already doing pretty rough on internal stability/government functionality with half the country being full of autonomous slavers and smugglers who don't pay taxes and hate the central government.

Cannon Omake: An Alliance of Necessity

"A non-aggression pact with the radicals holding Mycenae is a sound strategic decision, and likely an necessary one if the Emergency Government of New America is to survive the next five years. While Mycenae is ideologically incompatible with American values, those radical beliefs make them a steadfast enemy of both the mutineers of Western Command and the false president of the New Monthan Regime. They are also one of the few groups in the post-Relocation with a proven military strength, which while still well behind modern equipment standards, the arms and tactics displayed by Myceane are demonstrably of higher quality than the average warlord. If nothing else, when war comes they will prove a valuable distraction against Western Command. Long-term peace post war is to be considered highly unlikely but short term needs take priority."
-Excerpt from a report delivered to General Palmer, Emergency Government of New America.

"Lesbos has fallen, New Pueblo looks unlikely to last either. We've never had much in the way of friends but we might soon find ourselves alone in a world of capitalists, despots, and reactionaries. Meanwhile the Air Force junta hold much of Anatolia and are growing stronger by the day. And sooner or later they will come for us, not today, not next week or even next year, but soon enough. We might be able to handle one of them on their own but not both. Thankfully the last remnants of America's imperial power do not lack for enemies. We need not stand alone against the coming storm. The revolution has to survive, our people have to survive, even if it means making deals with people we hate."
-Chairwoman Sophie Shaw, Popular Republic of Mycenae

"We're not giving up land, we never held Mycenae in the first place, and we're long past ever taking it. The name is and has always been a pretense. Look, I know not many here are happy about the deals we are making today but we need to be flexible, flexibility is how this kingdom was built and why it has prospered for a decade. No one here is a big fan of the Popular Republic, I get it, they'd probably kill the lot of us if they ever conquered the island. But in case you haven't noticed, we're not at war with them. Our border has been peaceful for years now. It's Rhodes that is raiding our ships, robbing our merchants, and enslaving entire islands. And USAF Western Command is the one enabling Rhodes to do any of that. We need to wipe those Nazi off the map,and with the Popular Republic's help we can accomplish exactly that."
-Anax Rachel Wilson, Dual Kingdom of Crete and Sicily.

"There was such promise at the beginning, we were building the foundations for a new America, a better America, one that would truly represent and stand up for its people. There were mistakes I confess, so many mistakes, but even still we could have built something truly great. Now all that promise has turned to ash in the wind. The republic is riddled with revolts and unrest, every gain we've made has come at the unacceptable compromises, and burned through so many of our best and brightest just to force a bunch of cultists into a stalemate. The great nation that Lee built is now little more than a hollow husk, dependent on mercenaries just to survive. And now, if we're to have any chance of recovering even a fraction of the promise we once had, we must break bread with traitors, madwomen, and radicals. This is all my fault, isn't it? New Washington is being punished for my sins."
- President Frederick Chard, United States of America (New Washington)

14 A.E would prove to be an important year, one defined by pacts and alliances that until then had been considered largely impossible. It started with the alliance between the most of the major remnant factions of the USAF, and the following invasion would lead to a mutual defense pact between the Emergency Government of New America, the United States of America (New Washington), Crete, and the Popular Republic of Mycenae.

An Unholy Alliance

The pact between the United States of America (New Monthan) and Western Command ( Along with limited support from the 79th Rescue Squadron) came as a surprise to most of the post-Event World. Western Command had been among the first to reject the authority of then Lieutenant Colonel Isaac Davidson, with some elements cutting off communications with Davidson's command even before they landed. The years since had done little to improve relations. Assassins hired by President Davidson were responsible for the deaths of multiple members of WestCom's High Command in 8 A.E, leading to a reprisal attack the following year that would claim the life of Davidson's brother.

Despite the years of bad blood, ever since the Emergency Government of New America had broken away, New Monthan and WestCom have lacked a shared border, which caused many on both sides to consider the other to be a more long term problem rather than an immediate threat.

Another major factor leading to their pact would be the Vanguardist war in Anatolia. The war had lasted for years, killed thousands of uptimers (and many more downtimers), and had brought low all but one of the first wave states. By 14 A.E, New Monthan realized that Anatolia was more weak and divided than it had been since the end of the Cold Summers. When the last remnants of the Trojan police department came begging for aid, New Monthan jumped at the pretense, quickly signed a deal with WestCom, and launched a full invasion.

The agreement between the two was simple: WestCom would help New Monthan's war effort in Anatolia, in exchange New Monthan would help WestCom's efforts to conquer and control their neighbors. New Monthan would get Western Anatolia, WestCom would get Greece. Many in both factions see this as a prelude to a final conflict between the two, whoever wins will rule as the unchallengeable master of the known world.

News of this pact spread quickly through defectors and traders, alarming almost everyone. The Air Force had long been hated for its abandonment of Tucson during the early days, but while many knew of their strength, they had assumed they were too divided to be a major threat to anyone besides themselves. The pact and New Monthan's invasion had proven that belief to be very wrong.

Quickly, the Popular Republic of Mycene made a mutual defense pact with the EGNA, followed by similar agreements with Crete and New Washington. While no true alliance by any means, it did represent a large change in diplomacy for the region. As many states typically treated their neighbors, even those they traded with, as little more than rogue states.

The motivations for each of the four, while similar, differed in many ways.

Surrounded On All Sides

Before the pact, there had always been a balance of power between the three major Air Force Factions, New Monthan had the most manpower, Westcom was able to funnel in resources and food from New Arizona and later Iolcus and Rhodes, EGNA's semi-democratic system gave them the most popular support among their civilian and downtime populations.

The pact had changed all that, whereas before the Emergency Government could strike either of its neighbors if they got a little too bold, it now found itself surrounded by hostile neighbors. Perhaps more than anyone, the coming war with New Monthan represents a fight for its very survival, if it fails there will be little chance to escape and establish itself elsewhere.

Luckily for the EGNA, it has often had a "pragmatic" approach to diplomacy, which has allowed it to become marginally less hated than its neighbors. Despite vast ideological differences, EGNA has had diplomatic contact with Mycenae for years, even hosting a small embassy in its capital. Which is part of why they so quickly agreed to Myceane's defensive agreement. While many within the EGNA worry about the problems the Popular Republic could cause down the line, it was decided the risks of allowing them to gain more land and resources was well worth it for a chance to split WestCom's focus.

The Lone Red Star

Diplomatically, things at the start of 14 A.E were looking well for the Popular Republic of Mycenae. Troy was about to be liberated by a left wing guided popular front, the anarchists on Lesbos were stronger than ever, and the New Pueblo was holding fast in its long running revolt against USAF Northern Command. In a matter of months, this would all change. The Democratic Front would be wiped out just after they took Troy, Lesbos was conquered as many of its population fled, and New Pueblo was facing certain defeat. The Popular Republic of Mycenae is facing the prospect of being ideologically alone in the world. A dangerous position for any kind of socialist state. Thankfully for the PRM, New Monthan and WestCom are far more disliked than they are.

Like the EGNA, PRM's main focus on the coming war is survival above all else. Defeat could see the last light of socialism snuffed out in the world, and would leave its citizens with little means of escape. While many states, particularly Egypt, are content to trade with the Popular Republic, it's widely known that most states distrust even the average citizen of the PRM, viewing them as possible communist insurgents waiting to happen. If Mycenae fell, its citizens may find few, if any, safe harbors in which to flee.

This is part of why even the more ideological hardliners in the PRM's Central Committee have supported defensive agreements with rivals, liberals and even factions of the air force. They may not be friends, but you don't need to be friends to understand you have a common enemy.

The general goal of this defensive alliance is to spread New Monthan's forces across as many fronts as possible, hopefully preventing New Monthan and WestCom from holding any significant advantage on any one front.

Of course the PRM isn't just going to depend on its newfound temporary alliances alone, efforts have already been made to expand and upgrade the already relatively advanced and well armed Red Army. And more than a few commanders have vowed to engage in a protracted people's war against any occupiers should the need arise.

While survival is the main worry for the PRM, it is not the only motivation. Many in the Central Committee see the WestCom Junta as the last major threat to their plans for northern expansion and a Red Adriatic Sea. Many agree that war with Western Command was unavoidable, it's just coming a lot sooner than expected. A war many expected to fight a decade from now seems likely to come in the next five years.

Island Ambitions

New Monthan's invasion of Troy and its success took many in Crete off guard. Previous interactions with New Monthan had convinced most of the Cretan senate that New Monthan lacked the strength to be much of a threat, an assumption that had been proven very wrong.

While the invasion of Anatolia alarmed many, it still proved a rather difficult struggle to get the Cretan senate to sign off on a deal with the Popular Republic. New Monthan was strong, sure, but they still lacked much of a navy and it seemed unlikely either Air Force Faction would have the manpower and endurance needed to push through the PRM and into Crete's mainland holdings.

To Crete, the air force was a problem, but not their biggest concern at the moment, that would be Rhodes. The Nazi pirates of Rhodes and the Zeroth Reich were an open wound upon the Mediterranean that seemed to be growing larger by the day. Rhodes's ties to WestCom also made it likely that in the event of war, Rhodes would do everything in its power to make life hell for those who oppose the air force. If Crete was going to get involved in a war against the USAF, Rhodes would have to be dealt with first.

Thus Crete offered a deal to the Popular Republic, they would agree to a defensive pact against New Monthan and WestCom if the PRM agreed to fight against Rhodes first.

The agreement sees Crete claim the islands of Rhodes and Andros, while PRM will get control of the Zeroth Reich's holdings in Apuila. The latter point proved a particularly hard sell for the Cretan senate, requiring a number of backroom deals and more than one threat of defenestration to get passed.

As part of the agreement, Crete has also officially agreed to drop all claims to the city of Mycenae itself, officially changing its name to the Dual Kingdom of Crete and Sicily. This has been met with indifference inside the Popular Republic.

The Last of the First

Depending on how you define it, New Washington is the last First Wave state left standing, all its rivals annexed or defeated, and it has little to show for it. The Vanguardist war has hollowed out its army of citizen soldiers, forced its leadership to make deals with slavers, and seen much of the land it laid claims to fall into the hands of Vanguardist zealots. The New Monthan invasion of Anatolia has seen the Vanguardist War end in a frustrating stalemate. While New Washington needs time to recover from the years of conflict it has had with the forces of Abiel Wyse, already some of its leadership is beginning to plan for the future.

A war against the air force is not just a matter of survival for New Washington, it represents perhaps the last best chance for New Washington to fully unite Western Anatolia.

As much as the Chard administration sees Christ's Kingdom on Earth as a pack of zealots leading armies of savage downtimers, the war had proven the two states are simply too evenly matched. Any gains New Washington made were often quickly undone by a Vanguardist counterattack. Any sort of true victory against Abiel Wyse has so far proven impossible.

The hope is that by seizing control over New Monthan's conquests in Anatolia, that will finally give New Washington the resources and manpower it needs to beat the Vanguardists. This is part of why New Washington's defense agreements with the Popular Republic and Crete include provisions to acknowledge New Washington's claims over the lands of Lesbos, Troy, the FRA, and much of northern Anatolia. While most factions have agreed to these terms, there are doubts if any of them will keep their end of the deal when the time comes, and if New Washington even has the strength to enforce any of their claims.

Then there's the lingering question of what will the Vanguardists do when war comes? The Dominionist New Monthan has already declared Vanguardist Christianity to be a vile heresy that should be exterminated and Abiel Wyse has already made a number of speeches condemning New Monthan's invasion. The Air Force will find no friends in Christ's Kingdom.

But at the same time it seems unlikely the Vanguardists will just sit by as their main rival tries to expand. Most observers believe the Vanguardists could prove a true wild card factor in any war with New Monthan.

So what should be our higher priority? Weapon production/export to help arm whatever armies are between us and the fascists? Or training and defenses for the home front or possible future expeditionary forces?

Home Front definitely. Export Weapons are for selling to nearby Downtimer factions for moneymaking rather than anything that could bolster our temporary allies against the USAF (they can make better weapons themselves.)

There's also the not insignificant question of who would we even arm?

Like seriously, Crete is a monarchy / dictatorship that we don't want to prop up in the longer term, New Washington is only kind of better as a government, and there's a good chance they cease to exist within two years so we better not give them anything we want anyone else getting. And in both of those cases any arms shipments we do send run the risk of being intercepted by the pirates who are worse than both.

On the other hand, we are not even close to the production numbers needed to arm every one of our draftees with a bolt action rifle, let alone give them training time and ammunition to get good at using them.

Free Dice to Allocate: 3 Dice
Infrastructure (7 Dice):

[]Port Facilities (Stage 4):
Building docks and shipyards in the Liberated Territories will enable them to be integrated into the rest of the Republic's economy, increasing the standard of living for our citizens there and increasing overall output. (10 Resources per dice (187/375))

[]Peloponnese City Modernization (Stage 2): Further expansion of the new housing developments and utility grids in the cities of the Peloponnese will enable several thousand more citizens to experience the benefits of modernity, as well as increase domestic labor efficiency in various aspects. (10 Resources per dice (156/175))

[]Experimental Railways: With both steam and electric locomotives now being a possibility, a few lines using each type should be built as a test, with the upside of improving our transportation network in several aspects. These would mainly serve to connect various mines to the nearest navigable waterway, with all of the Republic's major towns already having access to at least a small river. Horse- or oxen-drawn wagonways will also be constructed, to serve locations that are too small to merit a dedicated locomotive. (15 Resources per dice (0/100))

[]Telegraph Network (Stage 3): In addition to connecting yet more locations to the network, increasing the number of connections between major cities will expand throughput of information and enable more coordination across the Republic on various projects. (10 Resources per dice (62/150))

[]Acheolus River Dredging: Ordering the construction of several steam dredgers in Mycenae will enable several new large-scale waterway improvement projects, starting with dredging the shallow lower reaches of the Acheolus River to enable the passage of barges and some oceangoing craft up to the new coal mines being built in the area. (10 Resources per dice (0/100))

[]Paved Road Construction (Stage 1): While they may not be nearly as good at transporting mass quantities of freight as canals or railroads, simple paved roads are much cheaper and can make do for smaller settlements. The availability of large amounts of coal tar will enable the cheap construction of acceptably long-lasting roads, enabling transportation networks to be improved yet further. (5 Resources per dice (56/125))

Heavy Industry (7 Dice):

[]Kópos Coal Mine (Stage 4):
Further expansion of the mines at Kópos is possible, and will enable our industries to expand yet further. However, it is fairly far away from most of the new industries in the Liberated Territories compared to other sites. (10 Resources per dice (67/225))

[]Thríambos Ironworks (Stage 4): With the liberation of New Arizona set to increase our population by nearly two hundred percent, it is only natural for steel production to be increased by a similar amount to serve their needs. Half a dozen Bessemer converters will spill out over a hundred tons of molten steel every day, serving to feed the ever growing needs of the Revolution. (15 Resources per dice (453/525)) (+5 Political Support on completion)

[]Prometheus Heavy Machinery Plant (Stage 3): The small amounts of vanadium, molybdenum, and other elements present at Laurion are still sufficient for the production of decent amounts of tool steels, massively increasing our machining capabilities in almost every way. The production of wire, generators, and electric motors will also be expanded, making use of the possibilities given by synthetic insulations and enamels. A general expansion of the plant will also be conducted, increasing the quantity of capital goods produced as well as their quality. (20 Resources per dice (21/250)) (+5 Political Support and several new projects on completion)

[]Thermal Power Generation (Stage 2): Further expansion of power generation is necessary for the growth of various industries, and the much more efficient motors made possible by synthetic insulating enamels will significantly increase their output compared to what would have been possible just a few months ago. (20 Resources per dice (1/100))

[]Laurion Mines (Stage 2): While the mines may have been modernized, they still have not been expanded much beyond what was made possible by increased labor efficiency. By expanding the mines, smelters, and other processing facilities as well as building a small planned city to accommodate more workers, output can be increased by a large amount (10 Resources per dice (0/175)) (Liberated Territories dice can be used)

[]Attica Coal Mines (Stage 1): The current undersized mines near Thebes and Lefkandi can be modernized and expanded, increasing the access to coal for the whole of Attica and Euboea for residential and industrial use. (10 Resources per dice (23/125)) (Liberated Territories dice can be used)

[]Larymna Ironworks (Stage 1): While little development of the area was done under the previous slaver regeime, large amounts of iron and nickel ore can be produced with the development of open pit mines near the coast at Larymna. Nickel can be smelted on site, while the iron ore can be shipped to a new steel mill in Lefkandi for greater availability of local labor. (15 Resources per dice (0/100)) (Liberated Territories dice can be used)

[]Palaiomanina Coal Mines (Stage 2): The mines at Palaiomanina can be expanded further, but as local demand for coal is low and transport infrastructure is almost nonexistent there is not much point for the time being. (10 Resources per dice (39/125)) (Liberated Territories dice can be used)

[]Cement Facilities Expansion: With the increased availability of chemicals due to mass coking efforts, naphthalene polysulfonate superplasticizers can be produced on a fairly large scale, significantly boosting the properties of concrete with even small additions to the mix. When combined with building more cement plants in the Liberated Territories, the construction sector can be advanced significantly. (10 Resources per dice (72/125)) (Cost reduction to projects involving construction)

[]Semicoke Plants (Stage 2): Production of semicoke can be expanded further, with a larger percentage than strictly necessary coked in order to reduce pollution, recover more volatiles and nitrogen, and universalize the use of coke for domestic heating and cooking over wood or lignite. This will end up coking around a quarter of our coal production, a large increase over our current production but still a long way from universal adoption. (10 Resources per dice (0/200))

Light Industry (4 Dice):

[]Textile Industry (Stage 4):
Now that most cloth and clothing production in the Peloponnese has been mechanized, work must begin on bringing the Liberated Territories up to the same standard as the rest of the Republic. This stage will construct several large textile mills in Athens, Thebes, and Delphi, providing massive amounts of fabric and clothing for our new citizens. (10 Resources per dice (146/275)) (+5 Political Support on completion)

[]Consumer Goods Production Mechanization (Stage 4): Previous items have focused essentially on producing better versions of already existing goods more cheaply, but the time has come for consumer goods to be more thoroughly modernized. The mass production of pendulum clocks, gas-fired appliances for urban areas, and modern oil lamps with mantles will pull the people's lives another century forwards, giving enormous benefits in productivity and quality of life. (10 Resources per dice (56/275))

[]Export Weapon Production (Stage 2): While steel pikes, axes, and swords are certainly useful, they are already obsolete in much of the Mediterranean, more modern weapons will command correspondingly higher prices. Everyone from Sardinia to Ebla is willing to pay absurdly well for basic unrifled muskets, and it will allow us to give states we support a decisive advantage over their neighbors. Mass-produced stamped plate armor will also decrease casualties against obsolete opponents without giving the recipients much of an advantage against modern armies, which is also useful for us in some circumstances. (10 Resources per dice (46/150)) (-10 Political Support when complete)

[]Complex Goods Production: While it may not outwardly appear as critical as things such as pharmaceuticals and weapons, producing goods such as timekeeping devices and optics on a substantial scale is extremely important, even if it will require retraining Americans for many tasks due to the complexity involved if we want to start making progress on it before the secondary schools start to produce significant numbers of graduates. (25 Resources per dice (7/100))

[]Wire Product Production: Barbed wire, chain-link fencing, and other materials made of various kinds of steel wire are extremely useful in areas ranging from military fortifications to agriculture to construction. Producing them on a large scale will be very beneficial to the Republic. (15 Resources per dice (0/100))

Chemical Industry (4 Dice):

[]Pharmaceutical Production (Stage 4):
While sulfanilamide and thiamphenicol are extremely useful drugs, the addition of semisynthetic antibiotics such as penicillins and cephalosporins will grow our arsenal against bacteria even further. Other biologically derived drugs, such as insulin from animal pancreases, can also be produced in at least some limited capability. Work will also begin on producing cultures of various pathogens for work in vaccines. (20 Resources per dice (52/200))

[]Synthetic Flavorings and Scents: While not as vital as medications, synthetic compounds can be used to add new flavors and smells to daily life. While we may not be able to get actual vanilla or cinnamon anytime soon, vanillin and cinnamaldehyde accomplish the same goals and are relatively easy to produce in the necessary quantities. (20 Resources per dice (19/50))

[]Low-Pressure Hydrogenation Reactors: While the low quality of the chemical reactors we are able to produce renders many useful processes out of reach for now, hydrogenation reactions that only require an atmosphere or two of pressure still open up many doors. Most important will be the conversion of fish and olive oil to solid fats, increasing the options available for food in the Republic, and the production of furfuryl alcohol and cyclohexanone for use in plastic production. Gaining more experience with hydrogen before attempting processes that require hundreds of bars of pressure and high temperatures will also be good to increase efficiency and safety. (20 Resources per dice (0/60))

[]Polymer Production (Stage 2): In addition to expanding the production of vinyl polymers yet further, efforts can be made to begin the mass production of PMMA and PETE for various niche applications. Other polymers will have to wait until we have the ability to preform hydrogenation reactions on a large scale. (20 Resources per dice (33/150)) (Stage 3 locked behind Low-Pressure Hydrogenation Reactors)

[]Zakinthos Oil Extraction: While the oil seeps on Zakinthos may not be very large and coking is generally a better source of chemical feedstocks than petroleum with our current industrial base, drilling a few shallow wells near current seeps to recover kerosene and tar will not be very expensive and will yield substantial benefits in various areas. (10 Resources per dice (14/75))

[]Export Medication Production (Stage 3): Our production of sulfanilamide may be relatively vast, but far more must be produced to saturate the market of even Egypt. Production of basic drugs can be expanded yet further, allowing the purchase of even more grain, textiles, and possibly even saltpeter. (15 Resources per dice (0/150))

[]Export Pesticide Production (Stage 1): Despite reactionaries in our government opposing the modernization of agriculture, states abroad are more than happy to import herbicides and pesticides. DDT, metam sodium, zineb, carbaryl, paraquat, glyphosate, and 2,4-D can be produced in large quantities, allowing administrations less idiotic than our own larger and more consistent yields. (15 Resources per dice (0/75) (-10 Political Support on completion)

[]Narcotics Production (Stage 1): Various psychoactive substances can be used for many uses both domestically and abroad, and the mass production of them is sure to bring numerous benefits. The largest expected good in terms of the number of consumers is a coffee substitute made of chicory root for flavor and modafinil for its stimulant properties, which is expected to increase productivity in several areas. Recreational substances from marijuana to various psychedelics and empathogens will also be produced, significantly increasing state revenues from both internal and external production. (15 Resources per dice (0/100))

Agriculture (4 Dice):

[]Dams (Stage 4):
The construction of more dams, now in the Liberated Territories, will increase resistance to famine there, and make it easier to provide transportation and water-powered machinery to more rural areas. (5 Resources per dice (64/300)

[]Agricultural Mechanization (Stage 3): While modest gains have been made thus far, at significant costs, agricultural mechanization will free both the peasant from hard labor and reduce the threat of starvation. Further production and distribution of agricultural machinery, as well as the importation of draft animals from abroad, will increase labor efficiency yet further. (10 Resources per dice (119/300))

[]Granary Modernization (Stage 1): While we do have sufficient storage capability for our harvests for the time being, much of this is in very simple, small, and inefficient granaries built before the Event. Relatively cheap concrete silos can be built in villages to reduce storage rates and increase labor efficiency, while in larger cities and towns larger steam-powered grain elevators will ensure that the cities have a nearby secure food supply in the case of disruption and reduce the labor required for moving around grain. Outside of the major cities, these will be cooperatively owned, hopefully making the villagers more likely to trust them and increasing popular support. (10 Resources per dice (0/125))

Services (6 Dice):

[]Peloponnese Primary Schools (Stage 5):
The dream of giving every single child a basic education is finally within reach, at least in the Peloponnese. While the last stage of schoolhouses will be more expensive to build and staff per student due to their remote locations, it will enable even the most rural and isolated locations to gain the benefits of education. (5 Resources per dice (7/350)) (+6k primary student slots) (+10 Political Support on completion

[]Liberated Territories Primary Schools (Stage 4): Further investment in the educational apparatus is necessary for all of our citizens to be educated and made productive. This stage will allow for a supermajority of villages in the Liberated Territories to have access to some sort of school, and for teaching capacity to be large enough for most people to make use of that access. Universal education is still some distance away, but the gap is rapidly closing. (5 Resources per dice (39/600)) (Liberated Territories dice can be used) (+15k primary student slots)

[]Secondary Schools (Stage 3): As more students are expected to graduate from primary schools in the fairly near future, expansion is possible, if still not a pressing priority. If excess capacity is built, proposals have been made to give classes for certain highly motivated workers in the meantime, possibly making some of them more useful to the economy. (10 Resources per dice (85/300)) (+5k secondary student slots)

[]Adult Literacy Campaigns (Stage 5): While a decent percentage of the population of the Peloponnese now at least know how to write their own names, the Liberated Territories are even further behind, with essentially no one having any literacy at all. This must be rectified as quickly as possible, although expanding literacy campaigns to the level they are at in the Peloponnese will take several years. (5 Resources per dice (63/425)) (+5 Political Support upon completion)

Liberated Territories (8 Dice):

[]Liberated Territories Agricultural Education (Stage 2):
While some peasants in the Liberated Territories have been given access to new techniques, crops, and tools, many more have not. This situation must be rectified as soon as possible. (5 Resources per dice (35/175))

[]City Reconstruction and Modernization (Stage 2): While people may no longer be freezing to death in the streets of Athens and Thebes, most of the population still lives in deeply subpar dwellings that need to be modernized in order to reduce disease, increase productivity, and win over the population. (10 Resources per dice (113/300))

[]Liberated Territories Address Assignment and Postal Integration (Stage 2): The postal system in the Liberated Territories can now be expanded into the countryside, even though it will not be used much in the near term due to the abysmal literacy rates in the countryside. More houses can also be given permanent addresses, making taxation, conscription, and other administrative tax much easier. (5 Resources per dice (13/100))

Military (9 Dice):

[]Cannon Production (Stage 6):
Equipping our army with mortars is a necessary step, but larger and more accurate weapons are needed for longer-range work. A 75mm field gun and the associated shells will begin production to ensure that our artillery arm can be appropriately expanded. Additionally, facilities for producing guncotton, various fillings, and artillery shells can be expanded by a significant amount, enabling for more ammunition to be produced for our expanding numbers of weapons from pistols to artillery. (20 Resources per dice (0/200)) (~+8 75 mm per turn)

[]Rifle Production (Stage 3): Now that the production of the old pipe guns has stopped, a new weapon must fill their place. Rifled muskets, while not as flashy as more advanced weapons, can still be the weapon of our mass levies of infantry for the next decade or so - if we start massively expanding their production now. (15 Resources per dice (72/150)) (~500 rifled muskets per turn)

[]Bolt Action Rifle Production (Stage 3): With the new wave of American refugees coming in, our production of relatively precision weapons can more easily be expanded further. While mass production of submachine guns may be more pressing, rifles are only slightly less critical. (25 Resources per dice (5/150)) (~+300 bolt-action/turn)

[]Submachine Gun Production (Stage 2): Now that production of submachine guns at some quantity has begun, further expansion will enable them to be issued at some kind of scale, allowing the army to modernize further. (20 Resources per dice (0/125)) (~+350 submachine guns/turn)

[]Mine Production: The mass production of both land and naval mines will considerably increase the ability of our armed forces to protect key areas of territory or deny their use to various enemies, and is a high priority for modernizing our armed forces. (10 Resources per dice (0/75))

[]Improved Coastal Defenses: With the production of large naval guns and increased amounts of steel and concrete, as well as the threat of piracy and naval invasion, it makes sense for us to invest in more modern coastal defenses. This will involve building polygonal forts containing heavy artillery near all of our major ports, as well as the Euripus and Rion straits, to secure control of the Gulf of Corinth and the sea in between Euboea and Attica. The guns, bunkers, and associated equipment will not be cheap, however. (25 Resources per dice (0/70))

[]Land Fortifications (Stage 1): Building fairly small bunkers and trenches at critical locations along the Pindus and Othrys mountain ranges will significantly hinder any attackers from our northeast, which looks increasingly likely as time goes on. Some work will also be done on securing critical cities and mines throughout the Republic from raids. The currently planned stage of construction may not be enough to stop a determined attacker, but it is better than nothing and fairly cheap. (10 Resources per dice (0/75))

[]Universal Military Training (Stage 1): Setting up a more formalized system of conscription and training of all citizens when they turn 16 will ensure a large pool of at least somewhat trained manpower for the People's Army in the event of an armed conflict. While it will take some effort to fully implement, it is imperative if we are to actually use the weapons we are producing. (10 Resources per dice (9/100))

[]Uniform Modernization: With more advanced weapons and production techniques, changes in our uniforms have become both possible and necessary. The mass production of more modern boots containing synthetic rubber instead of strips of old tires, the adoption of a blotch camouflage jacket, pants, and backpacks for improved concealment, and basic manganese alloy steel helmets that should hopefully deflect some projectiles as well as more advanced and efficient entrenching tools will significantly increase the survivability and maneuverability of our troops. (10 Resources per dice (0/100))

Bureaucracy (3 Dice):

[]Recruit Americans To Ministry:
Almost every single American adult is far more educated than nearly any downtimer, and many have actual experience in areas such as management and accounting. Hundreds of thousands of these people live on the coasts of Anatolia, and many would be more than happy to leave behind a life of subsistence farming to do paperwork. While this will be extremely unpopular, having more educated people in the Ministry can only be a good thing. Now that a large pulse of refugees has arrived in the Republic, it is imperative that we snatch some of them up before they are all allocated to other projects. (5 Resources and -2 Political Support per dice) (Larger effect the more dice are spent) (Increases dice allocation)

[]Recruit Downtimers To Ministry: Even if they don't have much of a formal education, there are thousands of intelligent, motivated, and literate downtimers in the Republic. These people are capable of doing lower-level administrative work, and will learn more with time. Having more of them in our government will also bring us closer to a true people's democracy. (5 Resources per dice) (Larger effect the more dice are spent) (Increases dice allocation)

[]Evaluate Replacements: It is apparent that some Ministers are too incompetent, reactionary, or both to serve the people well in their current positions. This would evaluate various people for a ministry position, followed by firing the current minister if they are judged to be more competent. (1 Dice, rolled) (Possible Political Support loss/gain) (Limited to 1 minister per turn)

Current plan. Infra focuses on pushing supply lines north and telegraphs for extra actions (which we need to spend all our money), HI finishes up the Ironworks and restarts work on Prometheus, finishes Cement, and does Coal to supply the extra ironworks.

LI is Textiles and Complex Goods. I'm considering moving a die from Complex Goods to Textiles just to make sure it finishes.

Chemicals is finishing the scents and oil, and starting Hydrogenation because there's just one die left. Agri tries to finish Stage 3 Mechanization and does Stage 1 Granaries while we've got the free labor to Build Stuff. Services is More Schools. Currently focusing on rural ones since we've still got a ways to go before the Secondary Schools are needed and it's the no-farm season to do rural primary schools.

Liberated Territories resumes Agricultural Education and continues City Reconstruction.

Military gets all the love as usual, and Bureaucracy is recruiting Americans for more Dice and continuing the search for replacements somewhere amongst the 4k or so Americans we're getting.

Am considering using a Free Die from Military to put another Recruit Americans into Ministry Die, but not sure.

Honestly, better than I thought we were doing. The agriculture category in particular is rough, given that we're looking at pulling a significant number of people off farming in the next couple years. Part of that will be made up for with increased trade volume, but still.

Capital goods being down makes some sense, we should probably put some significant amount towards that, given that we aren't going to have the laborpower starting a couple turns from now.

Hmm. Do we have any serious permaculture knowledge base? Or is it just some people going 'Pesticides Bad!' without any understanding of the alternatives? Cause I follow a bunch of permaculturists on yotube with anti-pesticide takes, including this guy:

View: https://www.youtube.com/watch?v=MO9MyiVbMXU

And they make some good points. I think there's definitely some logic to the whole permaculture thing, even the 'Pesticides bad! Industrial Fertilizer bad!' parts.... But, on the other hand, you want to know that guys day job? He's a *nuclear engineer*. In some of his earlier videos, he's like 'you should read these books', and there were a lot of titles! Like, ~20 something as I remember. So, permaculture can have some pretty good returns... when practiced as a major hobby, for 10+ years (He was learning and doing stuff before he bought the house where he has the setup he shows off there), by a seriously intelligent and educated individual who's willing to buy a lot of books and spend a lot of time learning, and even then I suspect it's a lot more labor intensive than conventional agriculture.

Might still be worth doing, if we could meet the other requirements? But we probably still won't have any options for it any time soon. Maybe we could look into starting a program to build the skill base for it, just to keep the anti-modern agriculture people busy? :/

Permaculture is a rich people hobby that allows you to meet like 10-20% of your actual nutritional needs at the cost of being a full-time gardener who's STILL reliant on manufactured goods, knowledge, and fuckin' FOOD from the outside world. You will notice that nobody who actually has to worry about truly feeding themselves off their land does anything like permaculture since the damn stone age, while "permaculturists" just quietly ignore all the rice and pasta they bought at the grocery store with their gasoline-powered steel car, and redirect you to the herb spiral or kitchen garden while pretending that's a complete system.

If it was so easy and productive people would be doing it for a living, instead of stalling out at the hobbyist level. "Full time" permaculturists eat pasta from the grocery store and get their gasoline money from eco-tourists and WWOOFers and customers at the farmer's market, while actual real life subsistence farmers jump at the chance to get into ANY OTHER line of work when presented with one.

Especially in our situation where every single labor-hour possible needs to get shaken out of the countryside and pushed into steel mills or coal mines or soldiering so we don't all get murdered/enslaved by Nazis, there's no room for food forests or whatever. The hippies are just going to have to deal with it, they can complain about it over the telegraph lines to each other from their concrete houses with running water and gas lighting enabled by the freed up labor if they want. Even letting them go starve in the woods before figuring out that they can't actually do anything without steel tools from the industrial steel mill is going to waste land and labor we can't spare.

Well there are lots of people doing it for a living to various degrees, though always with a long list of caveats - these people do seem to at least produce all their own food for example, though they certainly bring in tools and the like from the outside world. And I certainly have my own complaints - I'd argue that a lot of people either A) Want it to be an elitist hobby that they can excel at but that other people will struggle to get into, or B) Have no idea how to help anyone get into it if they're not already capable of 'Be a nuclear engineer and just sit down and ready twenty something books, then spend years practicing'. And also often have no comprehension of the extra steps and challenges involved in actually using such methods to feed society. :/

As for nobody doing anything like permaculture since the stone age, one of the common criticisms of permaculture is that it's just rebranding indigenous farming methods and pretending they're something new. I don't think that's entirely fair, I think permaculture does a reasonable job acknowledging it's origins, but it's still a common criticism.

I will also note, dismissing such people in quest is probably not useful - they do seem to actually, currently, be preventing us from deploying pesticides and maybe also fertilizer, so spending some resources on pet projects for them might well be worth it, if it makes such options available for the immediate gains. And in the long run, they might manage to produce something actually useful? I'm thinking a basic trio of 'Coppicing, compost, biochar'. All three of those are relatively simple and useful individually, while also going well together. Biggest problem is probably that coppicing and compost might both already be being done to the limits of what's useful, while biochar is much more finicky and difficult, harder to judge, and more of a long term thing. Still, we might get something useful out of it, and as I said, it might be worth doing just for the political considerations.

Edit: Here's an example of permaculture methods being used for water management on a large scale in india for example. Relatively short term for the moment, so we'll see if that actually proves useful five years from now, let alone later, but it's something at least. There's a whole playlist of stuff there, if you're interested. (Updated link to include playlist!)

I feel like 4 dice on military training when we only have enough rifled muskets for a quarter of our army and bolt actions/sub machine guns for another 5ish percent is premature. Anyone we mobilize beyond our already existing militia is getting a pipe gun at best and more likely a crossbow or pike. We need to massively scale up gun and ammo production before our army expands.
