Foreign Affairs


Our allies in the National Democratic Front and elsewhere have managed to largely eliminate the police state in Troy, with the city itself being taken after a lengthy siege and battle near the end of July. Unfortunately, a small pocket of the enemy remained along the coast to the northeast, and they managed to strike some sort of deal with the Air Force juntas, with troops from New Monthan, Western Command, and the 79th Rescue Squadron landing there just two weeks after the fall of Troy, which they have stated is the first step on the path towards reuniting the American diaspora. New Monthan has publically stated that they will be taking no prisoners, and their conduct matches their words. Despite valiant resistance by their opponents, the massive superiority in hardware and training has led the Air Force to victory after victory, and in addition to their actions near Troy they have launched several raids on the island of Lesbos and are likely to invade it fairly soon. Over a thousand people from both nations have already fled to our shores, and many have been agitating for our government to provide assistance to allow more of them to escape the fascist menace.

[]Maximum Effort: Even if we completely ignore the moral aspect of it, the opportunity to have several thousand more Americans and educated Downtimers come to the Republic is too good to pass up. Every available ship must be commandeered to bring in refugees, as the long term benefits will be far greater than a temporary decrease in trade volume for a few months. []Moderate Assistance: While we do of course want to save as many people as possible, we do need ships to support our domestic economy and ensure that we can continue building up our military industries. []No Encouragement: It will be unpopular, but we simply cannot afford any disruption to our economy when there are so many threats to the survival of the Revolution. We will welcome any refugees who arrive on our shores, but they will have to come on their own. (-20 Political Support)

The aggressive actions of the various juntas has made it clear that they are a threat not only to our allies but to us as well. While they will likely be busy in Anatolia for some time, it is quite likely that we are fairly high up on their list of future targets for expansion. Therefore, many have proposed the shifting of resources towards a military buildup, although others have opposed it.

[]Military Focus: With the invasion of Anatolia by a fairly united group of Air Force factions, it is clear that a far more modern army needs to be built as soon as possible to defend the revolution, as we may well be the next target of the juntas. This will come at the cost of growth of the civilian economy, but it is better to be poor and free than even poorer slaves. []Do Nothing: While the current panic is somewhat justified, an invasion is still far enough away that general economic buildup is more desirable than a short-term shift of resources towards military production without the industrial base to make it sustainable. (No Change)

The unexpected invasion of the Troad may be the most shocking event of the past few months, but it is not the only important event which has taken place. The NPRA have won several victories over Northern Command, seizing several towns and a fairly large amount of territory. Christ's Kingdom on Earth has defeated several armies from its opponents over several months, nearly causing the American Republic of Turkey to collapse, seizing large amounts of territory, and securing several coastal ports including New Limberlost. While there is significant guerilla resistance to the Vanguards of Christ in their newly conquered territories, it is still a major victory on their part. The repeated defeats have caused the government of the American Republic of Turkey to agree to joining New Washington, however, which has made the repeated defeats less of a loss for that state. The encroachment of the Air Force on top of these victories will likely make both sides more seriously consider a ceasefire to at least temporarily end the conflict.

The Republic of Hattum has managed to stabilize somewhat, reclaiming much of the authority it gave away to rebelling warlords by charm and intimidation. The recent defeat of the modernized parts of the Egyptian army in Nubia has apparently significantly damaged the authority of the Pharaoh, and an attempted coup by disgruntled nobles and one of the Pharaoh's younger brothers took place. While the rebels in Avaris were defeated within a few days, they did manage to kill several important governmental and military figures, and fires caused by the fighting have burnt down a significant portion of the city due to the extremely lacking water network there. Crete has also founded a port at the future site of Carthage, and reports from one of our merchants state that the town already has substantial fortifications and a population somewhere around a thousand.


Infrastructure

Port Facilities (Stage 4):
Building docks and shipyards in the Liberated Territories will enable them to be integrated into the rest of the Republic's economy, increasing the standard of living for our citizens there and increasing overall output. (10 Resources per dice (0+102/375))

Work has begun on new or upgraded docks at sites throughout the Liberated Territories, with the largest being either at existing cities or new mines. Ground has also been broken on additional smaller shipyards at Dyme and at the Piraeus near Athens. While there is still a lot of work left to do, progress is being made in this area.

Peloponnese City Modernization (Stage 2): Further expansion of the new housing developments and utility grids in the cities of the Peloponnese will enable several thousand more citizens to experience the benefits of modernity, as well as increase domestic labor efficiency in various aspects. Coal gas plants and the associated pipe networks have been expanded across the Republic, with many more streets and apartments now lit during the night than just a few months ago. Progress is also made on yet more three-story cinderblock apartment buildings, although they will take some more time to finish due to the nature of construction.

Telegraph Network (Stage 3): In addition to connecting yet more locations to the network, increasing the number of connections between major cities will expand throughput of information and enable more coordination across the Republic on various projects. (10 Resources per dice (0+62/175))

Additional wires have been laid along existing routes, some of which are now actually insulated with some of the first PVC produced in the Republic. Still, more work must be done to finish all of these routes and create new ones.

Hydroelectric Power (Stage 1): While the lack of any kind of long-range power transmission infrastructure means that only rivers right next to cities can be used, that is still some amount of electricity generation that should not be put to waste. Small turbines and generators can be installed in pre-existing dams, letting the flow of water be used in a far more efficient and practical fashion than previously. New generators using windings insulated with something better than dandelions have been installed in the planned locations, producing almost twice as much electricity as initially predicted due to better efficiency. Unfortunately, hydroelectricity generated outside of the immediate location where it is used will require at least some local electricity grids, limiting power for the foreseeable future.

Heavy Industry

Kópos Coal Mine (Stage 3):
With coal demand increasing constantly, more must be mined to keep the fires of industry burning. A better world shall be ripped from the heart of Gaia herself, one swing of the pick at a time. The mines at Kópos have been significantly expanded, now producing nearly two thousand tons of coal per day at their maximum. This has significantly reduced the current coal shortage, enabling many more factories and furnaces to reach their full capacity. Still, further expansion of this or other mines is desirable in the fairly near term to make sure that shortages of fuel do not impact production to this extent again.

Thríambos Ironworks (Stage 4): With the liberation of New Arizona set to increase our population by nearly two hundred percent, it is only natural for steel production to be increased by a similar amount to serve their needs. Half a dozen Bessemer converters will spill out over a hundred tons of molten steel every day, serving to feed the ever growing needs of the Revolution. Work has now begun on all six of the newly planned Bessemer converters, as well as much of the planned new metalworking equipment and supporting structures. The question has been raised if an open-hearth converter should be built as well for specialty steels, as while it will be fairly expensive and have a much lower throughput than a Bessemer converter it will also allow for much better control over the steel produced.

Laurion Mines (Stage 1): Now that some mining activity has resumed, the intensification of production beyond the levels being achieved under the New Arizonian government can begin. The introduction of explosives and the construction of more furnaces will achieve that, increasing the availability of more non-ferrous metals by a large degree without needing much more additional labor. Further work has been done on expanding the new floatation and smelting plants for refining ore into useful metals, although safety concerns owing to the poor state of the mines under the slavers have meant that expansion of the mines themselves has been going slower than planned. Still, improvements in efficiency and output are already starting to become obvious from the improvements.

Semicoke Plants: By hot pressing lignite into briquettes before firing, lignite can be turned into solid coke or semicoke briquettes instead of just powder. This is not only useful for metallurgical work, but also to for more general use, as the semicoke is far more energy dense and does not have any risk of spontaneously igniting in storage. Tar, ammonia, and various light organics will also be produced in large quantities as useful byproducts, and produces far less harmful smoke when burned indoors. The planned coking furnaces, briquetting machinery, tar distillation columns, and other elements of the semicoke production plants have been completed, massively increasing the availability of relatively dense and clean fuel alongside dozens of byproducts. Already, proposals to use these in everything from roads to explosives have been drawn up, although applications towards use in pesticide production have been blocked by certain reactionary members of the government.

Light Industry

Textile Industry (Stage 4):
Now that most cloth and clothing production in the Peloponnese has been mechanized, work must begin on bringing the Liberated Territories up to the same standard as the rest of the Republic. This stage will construct several large textile mills in Athens, Thebes, and Delphi, providing massive amounts of fabric and clothing for our new citizens. More work has been done on the new textile mills in Attica, although substantially more must be done before most of the new factories can begin production. Some proposals for synthetic fabrics have also been floated, and while this will likely be impractical for the foreseeable future outside of possibly rayon and acetate a small budget has been given for experimentation.

Consumer Goods Production Mechanization (Stage 3): While new factories for goods like various musical instruments and art supplies can be built, expanding already existing factories for things such as cardboard, paper, ceramics, and furniture is just as high of a priority. Attacking this challenge on all possible fronts will grow our economy and increase standard of living in many areas. (10 Resources per dice (100+94=194/225))

Many existing workshops have been expanded further, although most of the entirely new factories still need some last touches. Most of the easily replaced artisans in the Peloponnese have already been driven out of work by this point, and while further development in consumer goods will not become a net labor sink for some time it will mainly function as a way of increasing quality of life and export income instead of as a method to free up new labor.

Complex Goods Production: While it may not outwardly appear as critical as things such as pharmaceuticals and weapons, producing goods such as timekeeping devices and optics on a substantial scale is extremely important, even if it will require retraining Americans for many tasks due to the complexity involved if we want to start making progress on it before the secondary schools start to produce significant numbers of graduates. Work has begun on setting up production of precision components at some scale, but it has ran into substantial problems. Many of the Americans have no experience with this kind of work, and while they may be more flexible and knowledgeable than pretty much any Downtimer it still takes a lot of time and effort to train a highschool dropout into a clockmaker. Still, it should eventually pay off, if much slower than desirable.

Chemical Industry

Glass Production (Stage 4):
While many countries have established some kind of glass industry, none are anywhere close to reestablishing the production of float glass. This will enable the mass production of large, high-quality glass panes, making many projects such as the construction of large greenhouses for exotic crops more viable, give the Republic a worldwide monopoly on high-quality window glass, and prove the superiority of the socialist economic system. However, building a hundred-meter long hydrogen filled kiln, a vat of molten lead as long as an Olympic swimming pool, and other parts of the production line will be quite expensive. The massive kiln and associated equipment have finally been completed, and large quantities of high-quality plate glass are now being produced around the clock. In addition to their obvious uses in construction and exporting to other countries, the large quantities produced have also opened up the possibility of building a large number of greenhouses to produce specialty crops.

Pharmaceutical Production (Stage 3): With the most critical antibiotics now being produced in sufficient quantities, other classes of medications can now be made. Finally, anti-parasitic drugs, beta blockers, propofol, gabapentin, albuterol, metformin, and omeprazole can begin mass production, giving an option to treat many common but previously untreatable chronic conditions. The planned expansion of pharmaceutical production to include more advanced drugs has been completed, with many more chronic conditions and diseases becoming treatable even by barely trained "nurses". Further efforts on producing biologically-derived drugs and vaccines has also begun, while parallel efforts on mass producing simple drugs for export and on fortifying staple foods with whatever vitamins and minerals which are are in our ability to mass produce.

Polymer Production (Stage 1): Plastics were arguably one of the most important inventions of the 20th century, and restoring production of them is a very important step on the road to a developed state. While currently planned production will not be all that much, even small amounts of PVC and polyvinyl formal will be extremely important in various electrical components. Capabilities for vinyl chloride, acetate, and derived monomers, as well as pressurized polymerization reactors for solution and suspension processes have been massively expanded over the past few months. This has been made possible through the production of large amounts of acetylene from coke and limestone, which is then fed through an arc furnace to form calcium carbide which is reacted with water to form the acetylene. This does consume a very large amount of power, but recent expansions in generating capacity have assured more than enough for these operations.

Agriculture

Agricultural Mechanization (Stage 2):
While modest gains have been made thus far, at significant costs, agricultural mechanization will free both the peasant from hard labor and reduce the threat of starvation. Further production and distribution of agricultural machinery, as well as the importation of draft animals from abroad, will increase labor efficiency yet further. Yet more animals have been imported from Egypt to be used for new agricultural machinery, which have been enthusiastically adopted by the peasants lucky enough to receive them. Still, the amount procured is nowhere near enough for every village in the Peloponnese to have a sufficient amount, let alone those in more peripheral areas. The creation of mutual aid teams to enable multiple families to share the benefits of one draft animal or mechanical device has also ran into issues ranging from unfair hoarding of the resources by one family to no one having any experience with machinery to the teams simply not having enough of the new animals and devices for everyone to be able to use them, and while these issues are both not fatal to the project and likely solvable with enough time and effort it is still causing issues. Projects for the construction of cooperatively owned modern granaries to reduce spoilage and for training rural cadres basic mechanical skills have been brought up, although they may not yet be worth it compared to further immediate efforts in mechanization.

Services

Peloponnese Primary Schools (Stage 4):
With one final push, the ability to at least theoretically give every child in the Peloponnese a basic four-year education will be in place, although mandatory education will likely have to wait a bit longer. This will be a great victory for the worker's state, and may let us start to work on increasing the quality and length of education, so that the people may know more than just the bare essentials of literacy and arithmetic. At long last, even the most isolated villages in the Peloponnese now have access to some form of schooling, even if it is just a one-room schoolhouse with a barely literate teacher several miles away. Due to more rural locations being involved in this stage of the push towards education, a significant amount of the students are being taught in the Korakou language, which has necessitated the printing of translated versions of textbooks in that language as well as ensuring that the cadres assigned to those villages speak the language as well. Still, as demonstrated by the old American state, access to education or healthcare is not the same as everyone being able to actually use it, and more investment in rural education is needed before education can be made entirely mandatory and universal.

Liberated Territories Primary Schools (Stage 2): Some education now exists in at least the major urban centers of the Liberated Territories, but it is not entirely sufficient even for those areas, let alone the vast majority of the countryside. Building schoolhouses in and assigning teachers to the villages closest to major cities will help with this, even if the dream of giving every child at least a basic education is still a long ways away. Schoolhouses have been built in all of the villages near the major cities of the Liberated Territories, and work has begun on the enormous task of bringing education to the countryside. While the dominance of Greek speakers is even more complete here than in the Peloponnese, around ten to fifteen percent of the population are native speakers of languages that seem to be related to Cretan and Korakou. However, they are not close enough to be mutually inteligible with either of those languages, and this seems to extend to several groups of these languages within the Liberated Territories being incomprehensible to each other as well. Since none of these languages have more than a few thousand speakers, and most people who do speak them also speak at least some Greek, the decision has been made to have instruction be conducted in Greek only, as the low population and diversity of the languages makes providing teachers and textbooks in those languages impractical. Some have criticized this for potentially erasing the cultures of these areas as time goes on, but this has mostly been brushed over with assurances that students will be free to speak their native tongues to each other and will not be punished for doing so.

Advanced Education (Stage 1): While it may not be practical to establish a full-on university yet when our nation's secondary school system is not even a year old, the creation of some sort of institute to enable the retraining of Americans and some downtimers towards more useful tasks such as medicine, engineering, and machining will be extremely useful, as it will enable an increased supply of personnel suitable for at least some complex tasks. Still, it will require the reassignment of significant quantities of the Republic's most useful personnel from other tasks, as well as providing incentives to attract and keep potential professors in the Republic. A small institute in Mycenae with a few dozen teachers has been established for the purpose of retraining Uptime high school graduates and a few especially well motivated and connected Downtimers on tasks critical for the survival of the Republic. While graduates from it will be in no way comparable in breadth or depth of knowledge to Uptime university graduates, even an incomplete education on medicine or chemistry is still far superior to none. Several hundred people are already being educated there, and while none have finished their courses yet some of those pursuing simpler goals should graduate within a year.

Liberated Territories

City Reconstruction and Modernization (Stage 2):
While people may no longer be freezing to death in the streets of Athens and Thebes, most of the population still lives in deeply subpar dwellings that need to be modernized in order to reduce disease, increase productivity, and win over the population. (10 Resources per dice (0+38/300))

While the extreme destructiveness of the fighting for Athens and Thebes was horrible for the people living there, it has conveniently produced a large amount of space in the cities cleared of everything except for rubble. Now that said rubble has been removed, the space left behind is being used to build three-story cinderblock apartments much like those being built in the Peloponnese, although few have even had their foundations completed yet. Trenches for water, sewage, and gas lines are also being dug, and while they are a long way from the pipes being installed, let alone being part of a functional utility system, it is still a visible sign of progress.

Liberated Territories Address Assignment and Postal Integration (Stage 1): While the postal system in the Peloponnese is acceptable, it is essentially nonexistent in the Liberated Territories. Assigning addresses to every building in the cities and setting up at least an embryonic postal service will significantly increase administrative capacity in the region, as well as provide an additional incentive to people to learn how to read. Postal offices have been set up in all the major cities of the Liberated Territories, and a survey of existing buildings to assign addresses to them has been partially completed. Still, more work needs to be done for it to be complete even in the cities, let alone in the vast countryside.

Military

Rifle Production (Stage 3):
Now that the production of the old pipe guns has stopped, a new weapon must fill their place. Rifled muskets, while not as flashy as more advanced weapons, can still be the weapon of our mass levies of infantry for the next decade or so - if we start massively expanding their production now. (15 Resources per dice (0+72/150)) (~+500 rif/turn)

Expansions to the rifled musket factory have been started, although substantial difficulties have arisen. Producing barrels of the required accuracy, as well as the caplock mechanisms, has proven quite difficult, being nearly as complex as what is required for the new submachine guns in some ways. This, combined with the increased threat posed by the Air Force factions to the north and the fact that muskets will be entirely inadequate to fight them, has caused some to question if further investment in weapons that are arguably already obsolete is a good idea.

Monitor Construction Campaign: The presence of a completed and operational Cretan ironclad and the continues threat of raids from Rhodes shows that we need the ability to defend the Republic on the high seas. While they are not expected to be very reliable or capable of traveling long distances, the construction of three Monitor-like vessels will enable us to destroy nearly any currently built ship with ease... as long as they don't sink before the battle. At long last, the three planned ships have started to be laid down, with the keels and much of the hull already in place. Many parts for the boilers, steam engines, propellers, and turret have also been fabricated and are beginning assembly, although it will be some time before they are installed in the ship. Training for the crews has also begun, although this is hindered somewhat by the fact that no one in the Republic has ever been on a steam ship in their lives. Still, this applies for our enemies as well, so at least in this respect the playing field has been leveled.

Liberated Territories Military District Organization: Organizing military infrastructure and conscription rolls in the Liberated Territories will enable a significant increase in the size of the People's Army in the event of war, even if it will dilute our supply of officers yet further. Personnel have been assigned to the Liberated Territories to manage conscription in the event of a war, although substantially more work needs to be done before an acceptably complete list of how many men each town and village can field is done.

Creation of Dragoon Units: While the supply of sufficiently large horses is still small, it is sufficient for at least a few platoons of dragoons to be created. This will significantly increase the scouting and tactical abilities of of the People's Army as a whole, as well as enable them to maneuver far faster on a operational scale if detached from slower-moving troops. Several hundred people, mostly Downtimers but with a few dozen Uptimers that either had combat or equestrian experience, have been assigned horses and a hodgepodge of various weapons to begin training as dragoons. This includes the current chariot teams, which are slated to be officially dissolved in the coming months once the use of dragoons has been more established. We have also been lucky enough to find a few Downtimer mercenaries who have previous experience with somewhat similar tactics while in the service of Western Command in the past, serving as a valuable resource for training if nothing else. While only a small portion of our armies will be able to be transported on horseback, the existence of even this small force will significantly increase our screening capabilities and possibly allow for small operational advances at speeds several times higher than what is capable on foot.

Bureaucracy

Evaluate Replacements (Light Industry):
It is apparent that some Ministers are too incompetent, reactionary, or both to serve the people well in their current positions. This would evaluate various people for a ministry position, followed by firing the current minister if they are judged to be more competent. (7)

While there are several people with more relevant experience in various fields than our current Light Industry minister, they are already working on tasks judged to be more important than the ability to produce higher quality consumer and specialty goods. For the time being, it looks like we are stuck with our current minister.

SSD Expansion: While we do have some intelligence on other nations, it is still far less than is optimal. Diverting a small amount of funds to expand our networks from everywhere from Egypt to Italy will give substantial rewards in the long term, as well as increase our influence over the nation's intelligence arm. With the allocation of more personnel within the Republic and bribes to various people abroad, our intelligence network has been greatly expanded in both breadth and depth. In a stroke of luck, a defector from Western Command walked out of a merchant ship into the port of Mycenae and asked to speak to someone in our government. In addition to revealing large amounts of new information about the Air Force cliques and confirming much of what we already knew, she also claims to have formerly worked in military intelligence, and while due to political security reasons we obviously aren't going to place her in a leadership role anytime soon the knowledge will still be extremely useful.

Push for Bases Abroad: While some may oppose it in the name of anti-imperialism, the foundation of ports along the coasts of Epirus and Albania as well as negotiating potential basing agreements with Corfu and Naxos will significantly increase our ability to defend ourselves as well as nearby Downtimers from colonization. In a further stroke of good luck, the Intensificationists seem to have massively embarrassed themselves by their constant vacillating between anti-expansionist and pro-expansionist policies, and several of their people in the Central Committee have defected to the various other parties present there.

Foreign Affairs


The conquests of the Air Force juntas have continued at a rapid pace, destroying most remaining organized resistance on the mainland and have launched a naval invasion of Lesbos. Much of the population had already evacuated, but a considerable number decided to remain and fight. While they did inflict somewhat significant casualties on the Air Force, they were still defeated in every decisive engagement and seemed to be on the verge of complete destruction until other events caused the Air Force to switch focus.

The Federal Republic of America, expecting that they were next on the chopping block, decided to launch a preemptive attack on the territories seized by New Monthan, with the thought of at least catching them by surprise even if the battle would be very unfavorable. They succeeded in making significant gains, advancing several dozen kilometers westwards along the coast and seizing several settlements. This was aided by a coup attempt on the European side of the Bosporus and several mutinies by mercenaries, which absorbed much of the central government's attention around the same time. However, once a significant amount of New Monthan's army was diverted from Lesbos, they were able to mount a decisive counterattack, destroying much of the forwards portions of the army and capturing several high-ranking officers. While New Monthan has not advanced all that much into the FRA's prewar territory, it is clear that they will soon. The distraction has allowed for the evacuation of personnel from Lesbos to continue, as it is clear that resistance there is futile in the near term.

The New Pueblo Revolutionary Army has unfortunately suffered a decisive defeat at the hands of the Northern Command, with years worth of territorial gains rolled back in just a few months. While they are continuing to resist for the time being, plans are being drawn up for evacuation to another location along the Black Sea if the situation continues to become more unfavorable. The fascist pirates of Rhodes have continued raiding various settlements, with Naxos hit especially hard. A raid on Tiryns has also taken place, although local artillery was able to force them to flee before they could do much damage.

The Vanguardists have finally signed a ceasefire with New Washington, due to the threat posed by the Air Force to both states. While the ceasefire negotiations were underway, New Washington conducted one final offensive, managing to gain back some territory but not enough to deny the Vanguardists a coastline or access to Tucson. A dividing line has been placed through the city in the ceasefire, with both sides expected to occupy their parts of the city in order to gain more control over scavenging operations in there.

The Intensificationists seem to have regained much of their lost face via ceasing to waffle on the subject of overseas bases yet further, with them fortunately coming around to the correct position. While this is good for the Republic as a whole, it means that any opportunity to unseat their control of the government has passed for now.

Work on the lock systems in the Peloponnese has restarted after a decent length of inactivity, although the gap was short enough that no significant deterioration of what has already been built. This has significantly increased the number of villages that have access to navigable waterways, at least if you count those navigable by barges carrying only a few tons. Still, as most of these villages are not exactly major industrial centers, this is good enough to integrate them into the broader economy. Work is planned to expand the lock systems in the Liberated Territories, but this requires more dams to be built there first to secure a more reliable water supply.

Shipyards are also being built at Lefkandi and Kalydon, and although they will not be nearly as large as those in Mycenae it will allow us to do at least some maintnence and repair on vessels without having to come all the way back to the capital, as well as increase our shipbuilding capacities in general. Still, all of this will take considerably more work to bear fruit.

Peloponnese City Modernization (Stage 2): Further expansion of the new housing developments and utility grids in the cities of the Peloponnese will enable several thousand more citizens to experience the benefits of modernity, as well as increase domestic labor efficiency in various aspects. Work has continued on building more apartment complexes and finishing up the expansions to various utility grids, although it is not quite finished yet. Still, some of the new buildings have finished construction, and many workers are already living much more tolerable lives because of it.

Paved Road Construction (Stage 1): While they may not be nearly as good at transporting mass quantities of freight as canals or railroads, simple paved roads are much cheaper and can make do for smaller settlements. The availability of large amounts of coal tar will enable the cheap construction of acceptably long-lasting roads, enabling transportation networks to be improved yet further. Networks of paved roads between our major cities have begun construction, although most are not yet complete. Once they are, land transport throughout the Republic will be considerably improved.

Heavy Industry

Thríambos Ironworks (Stage 4):
With the liberation of New Arizona set to increase our population by nearly two hundred percent, it is only natural for steel production to be increased by a similar amount to serve their needs. Half a dozen Bessemer converters will spill out over a hundred tons of molten steel every day, serving to feed the ever growing needs of the Revolution. Work on the ironworking complex has continued at a rapid pace. Two of the planned six Bessemer converters and some of the associated metalworking equipment have been completed and are producing a significant amount of steel, or at least enough to ward off actual shortages for the time being. Construction of the planned open hearth furnace has also started, and has gone reasonably well. Still, much more work is needed before the expansion reaches its planned capacity.

Laurion Mines (Stage 1): Now that some mining activity has resumed, the intensification of production beyond the levels being achieved under the New Arizonian government can begin. The introduction of explosives and the construction of more furnaces will achieve that, increasing the availability of more non-ferrous metals by a large degree without needing much more additional labor. The planned expansions to the mining and processing facilities have been completed. Already, increased amounts of silver, copper, lead, and zinc are being used both internally and for export, increasing our ability to produce various niche goods by a significant amount. Still, we are nowhere near the limits of its expansion, and further work has already been planned to grow it yet further.

Attica Coal Mines (Stage 1): The current undersized mines near Thebes and Lefkandi can be modernized and expanded, increasing the access to coal for the whole of Attica and Euboea for residental and industrial use. (10 Resources per dice (23+0/125)) (Liberated Territories dice can be used)

Work on expanding the mines in the eastern parts of the Republic has begun, even if progress is less than what might be hoped for. The miners here are even more poorly trained than those in the Peloponnese, and safety concerns have caused some delays due to the decision to try and educate them on the most critical measures for increasing yield per casualty.

Cement Facilities Expansion: With the increased availability of chemicals due to mass coking efforts, napthalene polysulfonate superplasticizers can be produced on a fairly large scale, significantly boosting the properties of concrete with even small additions to the mix. When combined with building more cement plants in the Liberated Territories, the construction sector can be advanced significantly. The construction of more vertical shaft kilns in the Liberated Territories has begun, in order to provide those areas with a local supply of cement. Work on a plant for producing naphthalene polysulfonates has also started. However, both have ran into significant issues with sourcing personnel and machinery, causing significant delays.

Light Industry

Consumer Goods Production Mechanization (Stage 3):
While new factories for goods like various musical instruments and art supplies can be built, expanding already existing factories for things such as cardboard, paper, ceramics, and furniture is just as high of a priority. Attacking this challenge on all possible fronts will grow our economy and increase standard of living in many areas. Expanding the production of wood pulp products has significantly increased the amount of various packaging materials available to the Republic. Many small enterprises for the production of various items of furniture and musical instruments have also opened up throughout the Republic, with many being located in smaller towns in order to take advantage of labor far away from larger, centralized plants. Work has also begun on the mass production of more advanced appliances, from pendulum clocks and toilets to gas-fired stoves, ovens, and water heaters for use in urban areas.

Export Weapon Production (Stage 1): Giving downtimer states the ability to fight back against American imperialism can only be a good thing, even if some misguided members of the Central Committee might look down on it due to increasing the amount of inter-Downtimer fighting as well. It becomes an even better thing once you factor in the fact that most Downtimers will be willing to trade substantial amounts of various luxury and exotic goods for even a steel axe or pike, let alone a simple musket. Export deals for mass produced pikes and helmets have already been signed with Egypt and Quanta, with the latter being extremely desperate to accept anything they can possibly use to defend themselves against Rome. Several thousand have also been given to various tribes in southern Italy opposed to Crete and Rhodes, hopefully at least somewhat increasing the difficulties they face there. Work has also begun on the mass production of pipe guns for export, although this has ran into resistance from certain members of the government.

Chemical Industry

Synthetic Flavorings and Scents:
While not as vital as medications, synthetic compounds can be used to add new flavors and smells to daily life. While we may not be able to get actual vanilla or cinnamon anytime soon, vanillin and cinnamaldehyde accomplish the same goals and are relatively easy to produce in the necessary quantities. At long last, a significant investment has been made in producing substitutes for the spices and fragrances we have missed for over a decade now. Progress has been less rapid than hoped, due to the complete incompetency of most of the recruited staff, as almost everyone with even a hint of actually relevant experience has been assigned to more critical tasks. Still, many of the chemical reactors have been made, and personnel are being trained on the operation of the necessary equipment.

Zakinthos Oil Extraction: While the oil seeps on Zakinthos may not be very large and coking is generally a better source of chemical feedstocks than petroleum with our current industrial base, drilling a few shallow wells near current seeps to recover kerosene and tar will not be very expensive and will yield substantial benefits in various areas. Work on exploiting what meager oil deposits we have has begun, with drilling rigs set up near visible oil seeps. However, there have been substantial issues with actually finding where the subterranean oil deposits feeding said seeps are, and many wells are completely dry. Furthermore, although nothing as complex as an Uptime refinery is going to be built, even the planned simple distillation apparatus for separating out different fractions of the oil has ran into substantial difficulties due to the remote location of the oil deposits.

Export Medication Production (Stage 1): While our production of simple antibiotics and painkillers is sufficient for our population, most of the Downtimers in the Mediterranean have no access to it. This is especially true for Egypt, with its large population as well as fairly easy access to trade compared to more disorganized communities throughout Europe. They would be more than happy to give us grain, textiles, and various other goods in exchange for tiny amounts of substances that cost us a pittance to produce. Several massive victories in this area have taken place in the past few months. Much of the chemical industry and associated staff from Lesbos and Troy has been evacuated to Mycenae and quickly reactivated for the mass production of sulfanilamide, DDT, aspirin, and other easily made but lifesaving drugs. An extremely favorable trade deal has been struck with the Egyptian government for the mass importation of our pharmaceuticals in exchange for massive amounts of grain, unprocessed linen and cotton, and finished textiles, which will help us almost as much as it will them. The SSD has also somehow managed to get in contact with the head of a major pharmaceutical team in New Washington, including multiple people with actual experience in the Uptimer pharmaceutical industry. Many were so upset with the actions of the New Washingtonian government that, at least after the appropriate bribes were given, they decided to defect to us. The assistance of local SSD personnel enabled them to come over with not only themselves, but also several irreplaceable pieces of analytical equipment taken from the University of Arizona in the weeks following the Event, including multiple IR spectrometers, spectrophotometers, and many personal computers. While this is being hidden from public view in order to not jeopardize relations with New Washington, it will still be extremely useful in the long term.

Self-Modernization Programs:
While it may not directly benefit the economy much, giving rural citizens improved access to basic construction materials, instructions on their use, and limited technical assistance will enable them to build more modern structures in rural areas, significantly increasing quality of life. Traders and village cadres have been notified of the construction of several warehouses where peasants can trade in grain, textiles, livestock, or other goods for cinderblocks and cement, with the village cadres also being given instructional pamphlets for the use of the new materials. This is expected to slightly increase state revenues and significantly increase rural quality of life in the long term, even if it does not directly contribute to production.

Greenhouse Construction: While they may be far too expensive for most crops, a few coffee plants are currently growing in crude greenhouses captured from the slavers in the war against New Arizona, and expanding them with new plate glass will enable us to begin growing it on a far larger scale, as well as opening the door for other exotic plants in the future. Liberated Territories Primary Schools (Stage 3):
While there is now an extant school system in the major towns and cities of the Liberated Territorries, this is not enough to educate even a fifth of the total population there. The push towards educating the countryside will be long, expensive, and difficult, but it is necessary for pulling the Republic into modernity. A massive shock effort has brought over five hundred teachers to villages all across the Liberated Territories, with classes starting after harvest, if sometimes behind by a month or two. Nearly ten thousand more students are now enrolled in education, and while the payoff may take some time it will still be enormous.

Liberated Territories

City Reconstruction and Modernization (Stage 2):
While people may no longer be freezing to death in the streets of Athens and Thebes, most of the population still lives in deeply subpar dwellings that need to be modernized in order to reduce disease, increase productivity, and win over the population. (10 Resources per dice (38+75=113/300))

More work has been done on erecting water towers and gas plants in Athens, Thebes, Lefkandi, and Kalydon, and significant progress has been made on this front. However, construction of actual buildings for habitation has been slower than expected.

Liberated Territories Address Assignment and Postal Integration (Stage 1): While the postal system in the Peloponnese is acceptable, it is essentially nonexistent in the Liberated Territories. Assigning addresses to every building in the cities and setting up at least an embryonic postal service will significantly increase administrative capacity in the region, as well as provide an additional incentive to people to learn how to read. Addresses have been given to all significant buildings in the cities of the Liberated Territories, and efforts on spreading those benefits to the countryside have begun. Still, there is a lot of work to do.

Military

Cannon Production (Stage 5):
While our nitrogen supplies may be limited, the use of poor quality but low-nitrogen Cheddite compositions for high explosive and white phosphorus for incendiary shells means that large amounts of shells more effective than solid shot can begin. Mass production of smaller mortars to take advantage of these shells can also begin, increasing our military capabilities yet further. The mass production of 60mm mortars, as well as the various types of shells that they are set to use, has begun, and relevant personnel are beginning to be trained in their operation. Work has also begun on a plant for the production of larger artillery pieces and ammunition, but an explosion unfortunately took place during the early parts of construction, killing several workers and injuring the Minister of Military Production.

Bolt Action Rifle Production (Stage 2): Now that production of bolt-action rifles has begun at some quantity, the next task must be to expand it further so that they can be supplied to a significant portion of the People's Army before we all die of old age. The workshops for assembling the new bolt-action rifles have been considerably expanded, now producing nearly a dozen a day. Still, expansion must be continued if we are to equip a large portion of the People's Army with them in the foreseeable future.

Monitor Construction Campaign: The presence of a completed and operational Cretan ironclad and the continues threat of raids from Rhodes shows that we need the ability to defend the Republic on the high seas. While they are not expected to be very reliable or capable of traveling long distances, the construction of three Monitor-like vessels will enable us to destroy nearly any currently built ship with ease... as long as they don't sink before the battle. Construction on the three planned ships, set to be named Mycenae, Athens, and Thebes, has largely completed, with only a few weeks of work left until sea trials can begin. Training of the crews has also intensified, in order to hopefully make them less totally unprepared for actually operating the ships. At the current rate of progress, all three should hopefully be operational by next campaign season, making us a bit more prepared for naval combat.

Liberated Territories Military District Organization: Organizing military infrastructure and conscription rolls in the Liberated Territories will enable a significant increase in the size of the People's Army in the event of war, even if it will dilute our supply of officers yet further. The surveys for determining conscript able manpower throughout the Republic has been completed, and lists for training have been drawn up, even if we don't yet have the ability to train mass quantities of troops with modern weapons and tactics yet.

Universal Military Training (Stage 1): Setting up a more formalized system of conscription and training of all citizens when they turn 16 will ensure a large pool of at least somewhat trained manpower for the People's Army in the event of an armed conflict. While it will take some effort to fully implement, it is imperative if we are to actually use the weapons we are producing. (10 Resources per dice (0+9/100)

Significant resources have been dedicated towards the construction of training and conscription centers throughout the Republic. However, with the massive buildup of training facilities in Mycenae, little has been left over for the rest of the country, at least for now.

Formalized Officer Education (Stage 1): With a large amount of refugees from Troy and Lesbos having both Uptime and Downtime military experience, we can use their successes and losses to reduce the amount of mistakes we have in the future. While reassigning our best officers to education may hurt our capabilities in the short term, it is critical in the long term. While a tragedy for them, the mass immigration of American refugees from Troy and Lesbos, many with both current and Uptime military experience, has been a massive boon for our state. Nowhere is this more apparent than the massively expanded Academy of Mycenae, where several hundred Americans are now training huge amounts of troops and officers alike on the new weapons and tactics. This should ensure a more modernized officer corp and serve a trained conscription base in the city of Mycenae, but for training conscripts in other areas of the Republic investment in a wider training network is necessary.

Bureaucracy

Cretan Protection:
In order to reduce the risk from pirates on refugee convoys, we do have the option of paying Crete to protect our ships while they are in transit. This will not be free, however. (-20 Resources to take) (Must be done this turn) (29)

Crete has accepted our payment in exchange for protection of refugee columns heading to our shores, and while the forces allocated to us were relatively meager they did prevent the worst depredations from the Rhodian pirates, with the worst incident being a small naval battle resulting in the sinking of one pirate vessel and one of our smaller merchant ships. While most of the politically and militarily active personnel from both states have evacuated to us, a significant part of the population has instead decided to travel to Rome, Crete, or Egypt due to either reactionary personal tendencies or simply wanting to get further away from the juntas.

Anti-Junta Diplomacy: We are not the only state threatened by the Air Force, and while some may view it as a betrayal of our principles to ally with non-socialist states, it is necessary for the survival of the Republic. (88) (Possible Political Support gain/loss)

Essentially every state is threatened by the juntas, and while our general unpreparedness means that immediately joining the war on the side of Lesbos, the FRA, and the NPRA is unlikely to result in decisive victory, we have agreed a self-defense pact with the Emergency Government of New America at the absolute minimum, and have gotten offers of conditional alliances from Crete and New Washington. However, both come with some conditions, mainly a demand from Crete that we join them in a war on Rhodes next year from Crete and recognize their claims of most of Anatolia for New Washington.

[]Consumer Goods Production Mechanization (Stage 4): Previous items have focused essentially on producing better versions of already existing goods more cheaply, but the time has come for consumer goods to be more thoroughly modernized. The mass production of pendulum clocks, gas-fired appliances for urban areas, and modern oil lamps with mantles will pull the people's lives another century forwards, giving enormous benefits in productivity and quality of life. []Export Weapon Production (Stage 2): While steel pikes, axes, and swords are certainly useful, they are already obsolete in much of the Mediterranean, more modern weapons will command correspondingly higher prices. Everyone from Sardinia to Ebla is willing to pay absurdly well for basic unrifled muskets, and it will allow us to give states we support a decisive advantage over their neighbors. Mass-produced stamped plate armor will also decrease casualties against obsolete opponents without giving the recipients much of an advantage against modern armies, which is also useful for us in some circumstances. While sulfanilamide and thiamphenicol are extremely useful drugs, the addition of semisynthetic antibiotics such as penicillins and cephalosporins will grow our arsenal against bacteria even further. Other biologically derived drugs, such as insulin from animal pancreases, can also be produced in at least some limited capability. []Synthetic Flavorings and Scents: While not as vital as medications, synthetic compounds can be used to add new flavors and smells to daily life. While we may not be able to get actual vanilla or cinnamon anytime soon, vanillin and cinnamaldehyde accomplish the same goals and are relatively easy to produce in the necessary quantities. []Low-Pressure Hydrogenation Reactors: While the low quality of the chemical reactors we are able to produce renders many useful processes out of reach for now, hydrogenation reactions that only require an atmosphere or two of pressure still open up many doors. Most important will be the conversion of fish and olive oil to solid fats, increasing the options available for food in the Republic, and the production of furfuryl alcohol and cyclohexanone for use in plastic production. Gaining more experience with hydrogen before attempting processes that require hundreds of bars of pressure and high temperatures will also be good to increase efficiency and safety. Recreational substances from marijuana to various psychedelics and empathogens will also be produced, significantly increasing state revenues from both internal and external production. []Improved Coastal Defenses: With the production of large naval guns and increased amounts of steel and concrete, as well as the threat of piracy and naval invasion, it makes sense for us to invest in more modern coastal defenses. This will involve building polygonal forts containing heavy artillery near all of our major ports, as well as the Euripus and Rion straits, to secure control of the Gulf of Corinth and the sea in between Euboea and Attica. []Land Fortifications (Stage 1): Building fairly small bunkers and trenches at critical locations along the Pindus and Othrys mountain ranges will significantly hinder any attackers from our northeast, which looks increasingly likely as time goes on. Some work will also be done on securing critical cities and mines throughout the Republic from raids. The currently planned stage of construction may not be enough to stop a determined attacker, but it is better than nothing and fairly cheap. (10 Resources per dice (0/75))

Almost every single American adult is far more educated than nearly any downtimer, and many have actual experience in areas such as management and accounting. While this will be extremely unpopular, having more educated people in the Ministry can only be a good thing. Now that a large pulse of refugees has arrived in the Republic, it is imperative that we snatch some of them up before they are all allocated to other projects. Spurred on by actions taken by the Pharaoh Khyan, a desire to regain their independence, and the disappointing performance of the royal army against the Kingdom of Kerma last year, a significant number of Egyptian nobles have rebelled against the central government. The Pharaoh has responded harshly for this, announcing that any rebels who refuse to lay down arms will be executed, and additionally that all land from rebel nomarchs and temples will be redistributed to the peasants living there, in an attempt to completely destroy the base of the native nobility in the long term and encourage defections in the short term. The rebels immediately marched on Avaris, hoping to overwhelm the city before troops from other areas of the country that remained loyal can be mobilized. They did succeed in arriving outside the capital before the central government could respond much, but completely failed at turning this advantage into an actual victory. While no amount of "modernization" of city walls can hope to stand up to massed modern artillery, the rebels did not have such, and the few cannons and bombards they did have failed to produce any decisive breaches in the thick, rammed-earth city walls. Constant broadcasts over loudspeakers bought by the Pharaoh from various scavengers over the past few years about the new land reforms also caused significant numbers of rebel troops to defect, weakening the attackers even more than the numerous failed assaults of the city did. After several weeks of this, a coordinated attack on the surrounding rebels from an arriving loyalist relief column and the city's garrison resulted in a decisive victory for Khyan, with many of the noble rebels killed or captured. Still, several areas in Lower Egypt are still controlled by rebels, significantly reducing exports to the Popular Republic. (-60 Resources per turn from trade disruptions)

While the chaos of mutinies and the entrance of the Federal Republic of America into the war against the juntas allowed us valuable time to continue evacuations from Lesbos, this could not last forever, and the last major pockets of resistance were eliminated by March. A few holdouts remain in the hills for now, but as essentially the entire population of the island has either been evacuated, enslaved, or killed, they are unlikely to be of much strategic importance in the long term. A government in exile has been formed in Mycenae with the hope of eventually being able to reclaim the island, although the only concrete action they have been able to preform is sign a treaty giving us a lease over the tiny island of Agios Efstratios for ten years, that being the last territory they controlled after Lesbos fell. A small garrison on the island has been established to ensure we maintain control over the island for basing purposes, as while the few hundred inhabitants are not of much import, having a foothold in the eastern Aegean will enable us to significantly increase our strategic reach towards Anatolia and Thrace.

New Monthan has continued to push into the Federal Republic of America, with the offensive east along the coast continuing, as well as naval landings across the Bosporus to secure the safety of the capital of New Monthan itself. This has caused considerable panic in the FRA, which is far from united. Several states which opposed the intervention from the beginning have begun evacuations to Triezbond and Georgia, with SSD agents in the region indicating that industrial equipment being loaded onto ships along with the population. This is especially interesting as one of the largest groups in question provided the core of much of the FRA's steel industry due to actually having some amount of hard coal in their territory, and that same group is evacuating to the area which would later be called Abkhazia, one of the very few other locations on the Black Sea with significant amounts of hard coal. The other states of the FRA are accusing those fleeing the country of being cowards who are abandoning the entire American people to be ravaged by the juntas, but with their troops in the process of being killed by the Air Force it's not like they can do much about these developments other than complain.

With the complete collapse of the FRA being imminent, the NPRA now faces the prospect of a war on two fronts. While they have managed to stabilize the front against Northern Command somewhat after the catastrophe of last fall, the deteriorating strategic situation has caused their leadership to begin evacuating everything they can to the Donbas, with hastily constructed docks a bit inland of the mouth of the Don river recieving even more hastily constructed boats full of people and supplies. The most critical personnel and industry are still being kept operational to buy more time, but even if by some miracle the evacuations can continue until the end of the year, most of the industry and Downtimer population will be left for the juntas to exploit. Still, it is better for a weakened NPRA to survive in a resource-rich region far from the eyes of reactionary states to rebuild than it would be for it to be completely destroyed by the Air Force.

In New Washington, President Chard has made use of the new peace with the Vanguardists to consolidate political power. Units raised from the territory of the former New American Republic were among the first to be demobilized, while more loyal divisions were kept in the field. On January 31st, as part of a carefully arranged plan, several Progressive senators introduced a bill to outlaw indentured servitude, the legal fiction used to keep slavery in place. This managed to pass both houses of the legislature and was signed by the President, after which the Senators from the State of Arzawa unanimously stated that they would secede from the Union if the bill was not immediately repealed. Chard's response was to immediately arrest them, declare that the State of Arzawa no longer exists, and use the remaining troops in the field to occupy the state. While several hundred people on both sides were killed in clashes over the coming weeks, the rebels were defeated in every major engagement, and the state is now under military occupation. Statements from Chard and his allies suggest that the occupation will likely be maintained until "reconstruction" is complete, which will probably be after the elections this fall - conveniently removing a large portion of GOP voters from the electorate.

Several expeditions to the western Mediterranean have embarked in the past few months, with various levels of success. An expedition from several towns on the Broken Coast to Napoli has managed to secure the area around the Bay of Naples, seemingly remaining relatively free of Cretan influence. The area is not especially rich in minerals but does have a dense population and is a fairly important trading port, and does have some opportunity for future growth. Crete has also arranged a deal with some Uptimer refugees from areas conquered by the Vanguardists to settle on Sardinia to exploit the silver, copper, lead, and zinc deposits there as a mostly autonomous republic. More expeditions are likely in the works, and they will likely be a significant in the western Mediterranean going forwards. Crete has also arranged for several tribes in southern Italy being ravaged by slave raiders to migrate to Sicily in exchange for protection, possibly reducing the economic damage of their recent genocide on the island.

Peace negotiations between the Republic of Rome and the Kingdom of Quatna have completely failed, with Quatna using the presence of several high ranking diplomats and governmental figures for the negotiations as an oppurtunity to kill them en masse, with many important positions now vacant. The Roman government has stated that the war will be continued until the complete destruction of the Kingdom, and most of the land along the coast of the Levant has been siezed by the Republic by the end of winter. The Kingdom of Mittani has also signed a peace agreement with the last remaining contestant to the Assyrian throne, Naram-Sin. A large amount of Assyrian land has been conquered by the Mittani and their relatively modern army, although it is unlikely they could win a war against the Republic of Rome if they decide the kingdom is no longer worth keeping around as an ally.


Infrastructure

Port Facilities (Stage 4):
Building docks and shipyards in the Liberated Territories will enable them to be integrated into the rest of the Republic's economy, increasing the standard of living for our citizens there and increasing overall output. (10 Resources per dice (147+187=334/350))

Construction of more modern ports throughout the Liberated Territories has largely been completed, from the dozens of fishing villages that now have expanded piers and breakwaters to larger ports at more important locations. Much work has also been done on the new shipyards at Kalydon and Lefkandi, although the finishing touches still need to be put on some of the facilities being built.

Peloponnese City Modernization (Stage 2): Further expansion of the new housing developments and utility grids in the cities of the Peloponnese will enable several thousand more citizens to experience the benefits of modernity, as well as increase domestic labor efficiency in various aspects. Over eight thousand of our citizens are now living in modern housing blocks, which while subpar by Uptime standards have running water, sewage, gaslights, and glass windows - all unparalleled luxuries in this era. Still, especially with the influx of several thousand refugees from Troy and Lesbos, further work is a high priority, as substantial housing shortages are still present and most of the urban population remains in housing several millennia out of date.

Telegraph Network (Stage 3): In addition to connecting yet more locations to the network, increasing the number of connections between major cities will expand throughput of information and enable more coordination across the Republic on various projects. Additional telegraph lines have been laid between major cities in the Republic, significantly increasing our administrative capacity. Work has also begun on widening the telegraph network yet further, especially in areas likely to be important for the defense of the Republic.

Paved Road Construction (Stage 1): While they may not be nearly as good at transporting mass quantities of freight as canals or railroads, simple paved roads are much cheaper and can make do for smaller settlements. The availability of large amounts of coal tar will enable the cheap construction of acceptably long-lasting roads, enabling transportation networks to be improved yet further. Paved tarmac roads, small by Uptime standards but still large enough to handle our current pedestrian and cart traffic, have been completed from Mycenae to Tiryns and Kópos, and from Thebes to Athens and Lefkandi. This has significantly increased the ease of land travel between the said cities, although since pretty much all bulk freight is shipped by water it is not super useful for heavy industrial projects. Plans have also been drawn up to pave all the decently sized roads of our cities, which while less impressive than massive roads tens of kilometers long will be used by tens of thousands of people every day.

With the liberation of New Arizona set to increase our population by nearly two hundred percent, it is only natural for steel production to be increased by a similar amount to serve their needs. Half a dozen Bessemer converters will spill out over a hundred tons of molten steel every day, serving to feed the ever growing needs of the Revolution. Finishing touches still remain to be put on the open hearth furnace for specialty alloys, but all six of the new Bessemer converters have begun operation. We no longer have to worry about outright shortages of basic steel in the near future, even if it is of less than optimal quality in many cases. With the present surplus of steel, some have proposed approving the more widespread use of rebar in construction, which would make buildings both cheaper to build and more resilient to earthquakes, explosions, and other insults, but would consume a large portion of the current surplus.

Prometheus Heavy Machinery Plant (Stage 3): The small amounts of vanadium, molybdenum, and other elements present at Laurion are still sufficient for the production of decent amounts of tool steels, massively increasing our machining capabilities in almost every way. The production of wire, generators, and electric motors will also be expanded, making use of the possibilities given by synthetic insulations and enamels. A general expansion of the plant will also be conducted, increasing the quantity of capital goods produced as well as their quality. A massive surge in investment towards machinery production has been accomplished in the past few months, made possible by the fact that many of the refugees fleeing Lesbos and Troy had actual Uptime experience in engineering, machining, and other critical professions rather than just being stuck with the choice between teaching here or farming in Anatolia. Production lines for far more precise electric machine tools are already nearly complete in some cases, alongside improved generators for powering them and larger motors for powering trains or mining machinery. Still, a bit more work is needed to make good on this investment and make our industrial base at least a bit less pathetic.

Attica Coal Mines (Stage 1):
The current undersized mines near Thebes and Lefkandi can be modernized and expanded, increasing the access to coal for the whole of Attica and Euboea for residential and industrial use. (10 Resources per dice (140+23=163/125)) (Complete, Stage 2 38/150) (Liberated Territories dice can be used)

Further expansion and modernization of the existing mines has progressed substantially, as although the lignite deposits are not exposed enough for open pit mining they are fairly shallow and near existing urban centers. The coal is somewhat wetter and higher in ash than that at Kópos and is therefore unsuitable for metallurgical use, it is still not quite as bad as some other deposits in Greece and is more than good enough for local heating, cooking, roasting ores, and the production of cement. Due to large projected increases in local coal use, work has begun on expanding the mines yet further, although this is not yet critical.

Cement Facilities Expansion: With the increased availability of chemicals due to mass coking efforts, naphthalene polysulfonate superplasticizers can be produced on a fairly large scale, significantly boosting the properties of concrete with even small additions to the mix. When combined with building more cement plants in the Liberated Territories, the construction sector can be advanced significantly. The planned new vertical shaft kilns in the Liberated Territories have been completed, along with the plants for producing polysulfonate plasticizers. An excess of allocated labor and materials for this project, while suboptimal from a planning standpoint, has enabled several enterprising managers to approve the construction of a small prototype rotary kiln for producing cement clinker, which promises to significantly improve the throughput of future cement plants when they are built, although the currently constructed prototype itself is not producing all that much due to its small size.

Light Industry

Textile Industry (Stage 4):
Now that most cloth and clothing production in the Peloponnese has been mechanized, work must begin on bringing the Liberated Territories up to the same standard as the rest of the Republic. This stage will construct several large textile mills in Athens, Thebes, and Delphi, providing massive amounts of fabric and clothing for our new citizens. Work on large textile mills in Attica has resumed, although much of the machinery still needs to be installed. Waterwheels for gaining mechanical power from modified preexisting irrigation dams have been built, with no new dams needing to be built immediately for the immediate future.

Complex Goods Production: While it may not outwardly appear as critical as things such as pharmaceuticals and weapons, producing goods such as timekeeping devices and optics on a substantial scale is extremely important, even if it will require retraining Americans for many tasks due to the complexity involved if we want to start making progress on it before the secondary schools start to produce significant numbers of graduates. Dedicated workshops for the production of various devices, from clocks to eyeglasses to measuring instruments, have been constructed in Mycenae and Tiryns. Output and quality are significantly lower than projected right now, but are expected to improve rapidly as the workers gain more experience. While relatively little of the produced items are going to be used directly in machining, they will still be critical for more accurate devices and will significantly improve our technical capabilities going forwards.

Chemical Industry

Synthetic Flavorings and Scents:
While not as vital as medications, synthetic compounds can be used to add new flavors and smells to daily life. While we may not be able to get actual vanilla or cinnamon anytime soon, vanillin and cinnamaldehyde accomplish the same goals and are relatively easy to produce in the necessary quantities. The completion of several small production lines for various flavorings and scents have been completed. The relatively low volume of the chemicals needed for food and perfuming applications, as well as the fairly benign applications for their synthesis, means that fairly inexpensive glass or lead vessels can be used for most of the equipment instead of rare stainless steel scavenged from Tucson at great expense. Foreign trade in the additives has already significantly increased state revenues, as everyone from New Washington to Egypt is desperate to make their food taste better without needing to trade spices from regions halfway across the world, in many cases completely unknown to us. Additionally, state-owned market stalls and distribution hubs have started stocking their shelves with synthetic spices, with various newspaper columns about cooking making sure that at least our literate population knows about the new options available to them.

Low-Pressure Hydrogenation Reactors: While the low quality of the chemical reactors we are able to produce renders many useful processes out of reach for now, hydrogenation reactions that only require an atmosphere or two of pressure still open up many doors. Most important will be the conversion of fish and olive oil to solid fats, increasing the options available for food in the Republic, and the production of furfuryl alcohol, cyclohexanone, and butadiene for use in plastic production. Gaining more experience with hydrogen before attempting processes that require hundreds of bars of pressure and high temperatures will also be good to increase efficiency and safety. (20 Resources per dice (0+7=7/60))

At long last, work has finally started on the mass production of several critical feedstocks. However, several issues have came up that must be addressed before the planned plants can be completed. While we do at last have a supply of actual chemical and process engineers, they are still a precious resource, and few can be allocated to work on this specific project full time. Accessing sufficient amounts of stainless steel has become an issue as well, as it has became harder for independent scavengers to enter Tucson over the past few years and the government of New Washington has largely banned the export of the scarce and critical material. While this can be gotten around with bribing the relevant officials, it still leads to added expense and delays, and the domestic production of stainless steel must be begun as soon as possible. An experimental reactor to test reaction conditions for the hydrogenation of vinylacetylene to butadiene for synthetic rubber production has also been destroyed by an explosion, and while no one was killed or maimed, we likely would not have been so lucky with a full-sized reactor. Still, all of these difficulties can and must be overcome with additional effort and resources.

Polymer Production (Stage 2): In addition to expanding the production of vinyl polymers yet further, efforts can be made to begin the mass production of PMMA and PETE for various niche applications. Other polymers will have to wait until we have the ability to preform hydrogenation reactions on a large scale. Large investments in increasing the production of acetylene for conversion into downstream products have been made, with several new arc furnaces built in Mycenae to make calcium carbide. The purchase of more stainless steel scrap for use in building chemical reactors have been made as well, even if final fabrication remains to be done in many cases. Still, more work must be done for the effort to start actually bearing fruit.

Agriculture

Agricultural Mechanization (Stage 3):
While modest gains have been made thus far, at significant costs, agricultural mechanization will free both the peasant from hard labor and reduce the threat of starvation. Further production and distribution of agricultural machinery, as well as the importation of draft animals from abroad, will increase labor efficiency yet further. While the unrest in Egypt has prevented the import of more draft animals, distribution of agricultural equipment and education on modern farming techniques can continue despite the disruption. Work on clearing woodlands so that increased labor efficiency can be translated into increased yields has also increased, although this is a long and slow process and will not massively increase yields overnight.

Granary Modernization (Stage 1): While we do have sufficient storage capability for our harvests for the time being, much of this is in very simple, small, and inefficient granaries built before the Event. Relatively cheap concrete silos can be built in villages to reduce storage rates and increase labor efficiency, while in larger cities and towns larger steam-powered grain elevators will ensure that the cities have a nearby secure food supply in the case of disruption and reduce the labor required for moving around grain. Outside of the major cities, these will be cooperatively owned, hopefully making the villagers more likely to trust them and increasing popular support. Modernization of grain storage in the Peloponnese has begun, and while large amounts of work remain to be done on many of the planned silos and grain elevators, enough resources have been allocated to ensure they will complete in the coming months. While this will not immediately revolutionize agriculture, reducing spoilage will enable a few percent more of each harvest to actually be consumed, and storage in more centralized locations will enable more efficient taxation. Some work has begun on modernizing grain storage in the Liberated Territories as well, making sure that all grain in the Republic is in safe storage.

Services

Secondary Schools (Stage 3):
As more students are expected to graduate from primary schools in the fairly near future, expansion is possible, if still not a pressing priority. If excess capacity is built, proposals have been made to give classes for certain highly motivated workers in the meantime, possibly making some of them more useful to the economy. Utilizing the current surplus of American high school graduates, a massive program for the expansion of the secondary schooling system has begun. While teaching will not begin until after the harvest due to a lack of primary school graduates and the need to give future teachers at least some training, the current wave of hiring will enable most urban primary school graduates to receive further education, although this number is miniscule compared to the rural population. Plans for the temporary excess of student slots this will create involve part-time classes for certain workers in critical professions in order for them to work more effectively, and although this will not bring them up to the level of people with an actual education it will still enable significant benefits to be gained before the first wave of full-time students graduates.

Adult Literacy Campaigns (Stage 5): While a decent percentage of the population of the Peloponnese now at least know how to write their own names, the Liberated Territories are even further behind, with essentially no one having any literacy at all. This must be rectified as quickly as possible, although expanding literacy campaigns to the level they are at in the Peloponnese will take several years. A few dozen more literate Downtimers have been transferred to the Liberated Territories to help ensure some penetration of literacy in people old enough to work within the next decade. Still, it is clear that a lot more work needs to be done for this to have a significant effect.

Liberated Territories

Liberated Territories Agricultural Education (Stage 2):
While some peasants in the Liberated Territories have been given access to new techniques, crops, and tools, many more have not. This situation must be rectified as soon as possible. (5 Resources per dice (129+35=164/175)

Over a hundred more workers have been assigned to travel between various villages in the Liberated Territories and teach about more modern agricultural techniques, expected to give significant if relatively small benefits. Still, more work is needed for this to reach the entire population in a reasonable time.

City Reconstruction and Modernization (Stage 2): While people may no longer be freezing to death in the streets of Athens and Thebes, most of the population still lives in deeply subpar dwellings that need to be modernized in order to reduce disease, increase productivity, and win over the population. A few more apartment blocks have begun construction in Thebes and Lefkandi to accommodate workers there, although progress has been disappointingly slow even for this.

Bolt Action Rifle Production (Stage 3):
With the new wave of American refugees coming in, our production of relatively precision weapons can more easily be expanded further. While mass production of submachine guns may be more pressing, rifles are only slightly less critical. (25 Resources per dice (23+5/150))

While submachine guns have gotten far more focus, some work has still been done on increasing the production of bolt action rifles. Some expansions to the workshops producing them have taken place, but a lot of work remains to be done before these investments can be translated to a large increase in rifle production.

Submachine Gun Production (Stage 2): Now that production of submachine guns at some quantity has begun, further expansion will enable them to be issued at some kind of scale, allowing the army to modernize further. A massive expansion of production lines for submachine guns in preparation for the coming war against the fascist pirates has taken place, with production increasing by several times in just a few months. Still, far more investment is needed if we are to stand a chance against the Air Force if they invade in the next few years.

Mine Production: The mass production of both land and naval mines will considerably increase the ability of our armed forces to protect key areas of territory or deny their use to various enemies, and is a high priority for modernizing our armed forces. Mass production of basic antipersonnel mines has begun, utilizing either pressure plates or tripwires to set off a Cheddite charge in a cast iron container. These are already being utilized to create obstacles in several critical border passes with Iolcus, ensuring that the Air Force cannot attack us without taking casualties. Various types of naval mines are also being produced and stockpiled, to give us an improved ability to defend our shorelines.

Improved Coastal Defenses: With the production of large naval guns and increased amounts of steel and concrete, as well as the threat of piracy and naval invasion, it makes sense for us to invest in more modern coastal defenses. This will involve building polygonal forts containing heavy artillery near all of our major ports, as well as the Euripus and Rion straits, to secure control of the Gulf of Corinth and the sea in between Euboea and Attica. The guns, bunkers, and associated equipment will not be cheap, however. (25 Resources per dice (75+0=75/70)) (Complete, quality dice 82)

Reinforced concrete forts have been built next to every major port in the Republic and at several strategically important straits, with large modern artillery pieces capable of striking targets several kilometers away with enough force to sink a monitor, let alone the flimsy wooden vessels used by pirates. Our large surplus of outdated cannons has been distributed to smaller fishing buildings in relatively small but still fairly secure emplacements, ensuring that they have some means to defend themselves against smaller raids.

Land Fortifications (Stage 1): Building fairly small bunkers and trenches at critical locations along the Pindus and Othrys mountain ranges will significantly hinder any attackers from our northeast, which looks increasingly likely as time goes on. Some work will also be done on securing critical cities and mines throughout the Republic from raids. The currently planned stage of construction may not be enough to stop a determined attacker, but it is better than nothing and fairly cheap. Bunkers, trench lines, and minefields have been laid along the border to the north, providing some level of defense against an invasion from that direction. Small forts have also been erected along city walls in order to provide more defense against raiders than small arms, and while they will not stop any army with a decent amount of artillery it will be useful if our countryside is ever ravaged by travelling bands of pirates or Air Force troops. Some work has also been done on further fortification of the borders and the construction of fortified storage depots nearby, although only some preliminary surveying and excavation has been done for that.

Universal Military Training (Stage 1): Setting up a more formalized system of conscription and training of all citizens when they turn 16 will ensure a large pool of at least somewhat trained manpower for the People's Army in the event of an armed conflict. While it will take some effort to fully implement, it is imperative if we are to actually use the weapons we are producing. The rollout of training of all male citizens has begun, although there is still a long ways to go before we get our entire population. However, a major incident has taken place which has caused considerable controversy in the Central Committee. While we are not yet conscripting Downtimer females or requiring them to train, it is policy to accept females who volunteer for military service. In one village nearby Thebes, a young Downtimer woman decided to leave for the city in order to volunteer for military service, sneaking away in the night in order to avoid her family, who disapproved of her plans. In the morning, her family and fellow villagers found out and went to the main conscription office in Thebes, where she had arrived just a few hours earlier. They demanded that she be returned to the village, the officials in the conscription office said no, and a standoff ensued. The villagers eventually retreated when military reinforcements arrived before anyone was injured or killed, but it has shown that backwards attitudes are unfortunately still quite widespread in the Republic. This included a few of the more reactionary Agrarian members of the Central Committee, two of whom spoke in favor of completely banning women from the armed forces for the foreseeable future. This failed to gain majority support even in their own party, and has caused considerable embarrassment to those associated with them, but still shows that we have a lot of work left to do.

Uniform Modernization: With more advanced weapons and production techniques, changes in our uniforms have become both possible and necessary. The mass production of more modern boots containing synthetic rubber instead of strips of old tires, the adoption of a blotch camouflage jacket, pants, and backpacks for improved concealment, and basic manganese alloy steel helmets that should hopefully deflect some projectiles as well as more advanced and efficient entrenching tools will significantly increase the survivability and maneuverability of our troops. A new uniform is now being issued en masse, consisting of actual camouflaged patterned clothing and backpacks. More modern boots with neoprene soles have also been produced and are a standard part of the uniform, being a large increase in quality up from scavenged strips of tire treads. In order to save weight, plastic water bottles are being issued as well, as each one only needs a few hundred grams of polymers and is not that expensive. New manganese steel helmets and folding shovels are being issued as well, to enable troops to dig in more quickly and be better protected while in trenches. Production of uniforms and equipment is more rapid than that of modern weapons at this time, so further expansions are not likely to be needed in the near term.

Bureaucracy

Recruit Americans To Ministry:
Almost every single American adult is far more educated than nearly any downtimer, and many have actual experience in areas such as management and accounting. Hundreds of thousands of these people live on the coasts of Anatolia, and many would be more than happy to leave behind a life of subsistence farming to do paperwork. While this will be extremely unpopular, having more educated people in the Ministry can only be a good thing. Now that a large pulse of refugees has arrived in the Republic, it is imperative that we snatch some of them up before they are all allocated to other projects. Over a hundred refugees from Anatolia have been hired to work in the ministry, but many of the most qualified candidates have been stolen by the military or individual plant managers. We did at least manage to get a few former chemical engineers and lab techs to work on administrative tasks in that area, and the large number of unspecialized workers will still be useful for some lower-level work.

Evaluate Replacements (Agriculture): It is apparent that some Ministers are too incompetent, reactionary, or both to serve the people well in their current positions. This would evaluate various people for a ministry position, followed by firing the current minister if they are judged to be more competent. The reactionary idealist kulak-worshipper has outlived her usefulness, and while a worryingly large percentage of our government still takes her nonsense seriously, a majority have finally realized that you cannot maintain an industrialized economy without the use of slightly hazardous agrichemicals. She has been persuaded to "retire" to a post as a teacher of environmental studies, where she will hopefully actually be of some use to the Revolution. Several possible candidates are available to replace her, and while they all have various downsides and upsides all are far more reasonable about the sacrifices necessary for agricultural modernization.

The only actual agronomist in the entire Republic, Butler recently arrived from Troy, where he spent several years trying to modernize the country's agriculture under the police regime. A combination of disgust towards the government's treatment of Downtimers and frustration with their complete inability to actually implement any of his policies led to him being one of the highest-ranked officials to defect to the National Democratic Front after they rebelled. While some still view him with distrust due to his service with the Trojan government and fanaticism for the use of pesticides in almost every case, the fact remains that he is by far the most qualified candidate for the post. Recreational substances from marijuana to various psychedelics and empathogens will also be produced, significantly increasing state revenues from both internal and external production. The Egyptian government has continued to win victory after victory against the rebel forces, siezing the last major settlement under rebel control in mid-July. While our traders and other contacts there say that banditry by former rebels is still a major issue, any threat to Khayan's rule has been eliminated, and several hundred thousand peasants living on land formerly owned by groups that rebelled have been given ownership of the land they work, eliminating the power base of the former rebels and further reforming the economy towards a more market-based system. New Washington has also announced the beginning of the construction of two steel warships, and while they are not expected to be much larger than ours it still signals that they are still a major power with the ability to project force comparatively large distances.

New Monthan has continued to push into Anatolia, occupying most of the Federal Republic of America and threatening the NPRA. Evacuations to the Donbas have continued unabated, with work already begining on setting up mining of exposed coal seams and liberating the local farming population from the old nobility. The Lukka have continued to be unable to conquer the 162nd Air Wing, and after another defeat on the battlefield have signed a peace treaty as it has became clear to both sides that the war is going nowhere. A confederation of various Cimmerian tribes in Crimea has also began attacking Mormon outposts as well as other Cimmerian groups that have converted to Mormonism, although given their almost complete lack of even muskets they are not expected to succeed in the long term.

The Agrarian coalition has suffered several defections, after a few reactionary Uptimers made panicked speeches about the exaggerated flaws of Soveit and Chinese agricultural policy after work began on creating more mutual aid teams and supporting the voluntary collectivization of some villages. Some of the Downtimer members have been misled to oppose further progress towards a socialist system, although most have stood firm and the reactionaries are still nowhere near a majority.

Preparations for a joint military operation with Crete against the pirates have begun, with one of our ironclads moved to the recently expanded port at Dyme for operations in the Ionian Sea. We will still be massively outnumbered in terms of tonnage by the Cretans, but will be providing around half of the troops for the landing on Rhodes and almost all of the ones assigned to Apulia. Almost every citizen trained to use modern weapons will be mobilized for the war, but as this is still a very small part of our population the overall economy is not expected to be disrupted to a large degree. Combat is expected to commence near the end of October, and victory will hopefully be achieved before the end of the year.

Some initial construction of larger shipyards throughout the Republic has also begun, although there is not an immediate need for this.

While transportation networks to the border with Iolcus remain almost entirely nonexistent, we have at least established quick communication with most of the border outposts, supply depots, and strategic passes. Telegraph stations have also been established in several villages along the routes that the new lines have to pass through anyways, enabling more efficient administration of those areas even though it was not the main point of this effort. Future plans involve more lines being laid to connect a larger number of villages throughout the Republic, as well as the installation of quadruplexing equipment on existing lines between major cities to improve information throughput.

Several dredging barges have been moved to the lower reaches of the Achelous River, enabling fairly large ships to travel up to the village of Palaiomanina and the nearby coal mines. The deepening of the river has also led to some of the nearby marshes becoming less waterlogged, although more intensive and direct investments will be needed for larger amounts of land to be reclaimed. With the availability of new mechanized excavating and mining equipment making open-pit mining of the coal deposits in the region possible, the new access to shipping means that cheap coal can be provided to the entire Republic and not just nearby areas.

New, far more efficient electric generators and motors are also now being produced, promising to drive everything from small pumps to massive excavators for open pit mines. Work has begun on using these new machines to bootstrap the production of larger machine tools of much improved quality, as well as steam turbines and many other advanced mechanisms, although this will be a massive undertaking that will require the allocation of far more resources to complete.

Several existing shafts near Thebes and Lefkandi have been expanded, alongside installing more steam engines for dewatering, ventilation, and hauling up coal and spoils up from the bowels of the earth. A new development southeast of Athens to provide a local source of coal for the city as well as the various mines at Laurion has also made substantial progress, and while for non-metallurgical uses shipping coal from Aetolia may be cheaper in the long run it will still be useful, especially considering the relative glut of labor in the region.

Lefkandi Ironworks (Stage 1): While not as large as the deposits in Larymna, there are quite large deposits of nickel and iron by the already existing city of Lefkandi more than large enough to support steel production. The initial plant will consist of just one open-hearth furnace and the supporting blast furnaces for the production of nickel, although the planned furnace here is considerably larger than the prototype under construction in Thriambos. Lesser amounts of low-grade chromium ores will be extracted as well, enabling production of domestic stainless steel to progress beyond the experimental level. Ground has been broken at both the new steel mill itself and the associated mines, and while much work remains to be done large amounts of construction have already taken place. Essentially all of the planned buildings have at least had their foundations laid and many are well on the way to completion, and much of the requested industrial machinery has at least begun fabrication even if it still remains to be delivered. The presence of extractable quantities of low-grade chromite deposits nearby have also been confirmed, ensuring that at least some quantity of entirely domestic stainless steel can start being made soon, even if the lack of any non-oxidative heating methods and the massive amounts of ash in all available coke will significantly impact quality.

Semicoke Plants (Stage 2): Production of semicoke can be expanded further, with a larger percentage than strictly necessary coked in order to reduce pollution, recover more volatiles and nitrogen, and universalize the use of coke for domestic heating and cooking over wood or lignite. This will end up coking around a quarter of our coal production, a large increase over our current production but still a long way from universal adoption. (10 Resources per dice (100+0=100/200)

In addition to expanding the existing site at Kópos, work has begun on a new coking plant in Thebes to coke some of the more acceptable coal deposits nearby. While the new facilities are not yet near completion and are some time away from actually starting operations, we are still significantly closer to getting access to much larger amounts of coke, ammonia, and various chemicals than we were a few months ago.

Light Industry

Textile Industry (Stage 4):
Now that most cloth and clothing production in the Peloponnese has been mechanized, work must begin on bringing the Liberated Territories up to the same standard as the rest of the Republic. This stage will construct several large textile mills in Athens, Thebes, and Delphi, providing massive amounts of fabric and clothing for our new citizens. The new textile mills have finally been completed, significantly reducing underemployment in the Liberated Territories. Work has also been done in the countryside to increase the cultivation of cotton by peasants, although as this is expected to take some time the majority of produced textiles are made from domestic or Egyptian flax and wool for now. Most of the factories are simply producing bulk amounts of cloth to be rationed out to or traded with families who then craft it into clothes by themselves, as this takes far less time relative to the spinning and weaving of cloth. However, now that production of and demand for cloth is increasing, plans have been made for large workshops for the production of finished clothes, with the goal of reducing domestic labor requirements yet further to free up more labor hours for more productive purposes.

Wire Product Production: Barbed wire, chain-link fencing, and other materials made of various kinds of steel wire are extremely useful in areas ranging from military fortifications to agriculture to construction. Producing them on a large scale will be very beneficial to the Republic. (15 Resources per dice (87+0=87/100)) (Nat 1)

Machinery for drawing bulk steel into wire has been built, and a factory for the process is near completion. However, the military has managed to convince the Central Committee that essentially all of its output allocated to defense, making plans for the use of barbed wire, chainlink fences, or wire mesh for construction and agricultural purposes impossible with the present amount of construction. It would be possible to further expand the plant to enable the mass adoption of this, but it is still disappointing that the returns from this endeavor will likely be shorter than planned.

Chemical Industry

Low-Pressure Hydrogenation Reactors
: While the low quality of the chemical reactors we are able to produce renders many useful processes out of reach for now, hydrogenation reactions that only require an atmosphere or two of pressure still open up many doors. Most important will be the conversion of fish and olive oil to solid fats, increasing the options available for food in the Republic, and the production of furfuryl alcohol and cyclohexanone for use in plastic production. Gaining more experience with hydrogen before attempting processes that require hundreds of bars of pressure and high temperatures will also be good to increase efficiency and safety. Several large chemical reactors have been built, with the largest being used to convert various vegetable and fish oils into solid fats and smaller ones being used to create various polymer precursors. Decently large amounts of furfural can be recovered from waste products of paper production, and now that this can be converted into furfuryl alcohol we are now able to make large amounts of furan resins without cutting into our supply of coal-based chemical precursors. Safety issues with the handling of acetylene and vinylacetylene have also been worked around, allowing larger-scale production of ethylene and butadiene. Plans have been drawn up for the use of these precursors to create large amounts of various rubbery polymers as well as thermoplastics, enabling us to decisively break with the need to process tons of dandelions to get a meager amount of natural latex.

Polymer Production (Stage 2): In addition to expanding the production of vinyl polymers yet further, efforts can be made to begin the mass production of PMMA and PETE for various niche applications. Other polymers will have to wait until we have the ability to preform hydrogenation reactions on a large scale. (20 Resources per dice (96+92=188/150)) (Complete, quality dice 27, Stage 3 38/200)

Large expansions in the production of various types of polymers have been completed. although we are nowhere close to meeting demand. Still, we have made significant progress forwards, and more and more workers are now able to benefit from plastic items in their everyday lives both directly and indirectly. The ability to produce significant quantities of ethylene has expanded the variety of plastics we can produce even further, although as long as we are stuck with coal as our main feedstock it is unlikely to become the universal workhorse of polymers due to economic concern.

Zakinthos Oil Extraction: While the oil seeps on Zakinthos may not be very large and coking is generally a better source of chemical feedstocks than petroleum with our current industrial base, drilling a few shallow wells near current seeps to recover kerosene and tar will not be very expensive and will yield substantial benefits in various areas. While the oil seeps on the island of Zakinthos are not very large, exploitation of them at some scale has begun. Shallow wells to pump oil either from near the seeps or the more accessible of the underlying formations that feed them have been completed, as well as an extremely basic "refinery" enabling the production of naphtha, kerosene, paraffin wax, lubricating oils, and asphalt from the recovered crude. While especially for light aromatic feedstocks the oil production will not be able to replace coal tar, every bit helps, and the new waxes and oils are very useful for lighting and lubricating machinery.

Pesticide Production (Stage 1): Now that reactionaries in our government have been dealt with, pesticides and herbicides can be produced for domestic use. DDT, metam sodium, zineb, carbaryl, paraquat, glyphosate, and 2,4-D can be produced in large quantities, allowing administrations less idiotic than our own larger and more consistent yields. Education on the proper and safe use of pesticides will also be provided to the people, although some risk is inevitable and acceptable when compared to the gains in health from an increased food supply. Factories for the production of the active ingredients will be done in Tiryns, as it has a less severe labor shortage than other cities near the capitol and will ensure that any accidents do not risk depopulating our largest urban center. Production and distribution of new chemical pesticides and herbicides on an industrial scale has begun. Upon further consideration, acutely toxic agents such as paraquat and some organophosphates have been placed in a more restricted category of pesticides that require at least some education to use, in order to reduce the risk to the population. However, less hazardous agents are being handed out as much as possible, with the only training being given being short lectures in villages to ensure that they at least know the pesticides exist. While their use and dispersal may be being done extremely suboptimally, at least they are being used, and pests are already starting to become less of an issue in much of the country.

Agriculture

Agricultural Mechanization (Stage 3):
While modest gains have been made thus far, at significant costs, agricultural mechanization will free both the peasant from hard labor and reduce the threat of starvation. Further production and distribution of agricultural machinery, as well as the importation of draft animals from abroad, will increase labor efficiency yet further. The production and distribution of agricultural equipment, as well as the purchase of thousands of more draft animals, has been made possible due to an increase in trade with groups in Western Europe and the Maghreb despite the issues in trade with Egypt. Authorization has been made for an increase in export of pikes, axes, swords, and armor, which are extremely cheap for us to produce, and the various chiefdoms are more than willing to trade over farm animals for them. While this will likely increase the frequency and severity of conflict in the region somewhat, it should also make it at least marginally harder for small groups to set up colonies, so it can be argued that this is actually aiding the cause of anti-imperialism.

Formalize Mutual Aid Teams: While peasants which have been given draft animals through the existing mechanization programs have already been organized into mutual aid teams for the distribution of animal labor to multiple families, these should be extended nationwide to make distributing investment easier in the long term. Groups of five to seven households have been organized into formalized mutual aid teams, at least in the areas of the Republic where an accurate registry of the location and size of households exist. This will make the future distribution of more aid easier, and hopefully increase cooperation between different peasants more in the long term. However, significant political issues have come up due to the more reactionary components of the Central Committee, with exaggerated tales of the issues faced by the USSR and PRC causing significant panic among large numbers of peasants and those in our government who claim to represent their interests. In order to reduce this, official guarantees that all land acquisitions by the government will involve compensation for the current inhabitants and that all collectivization programs will be entirely voluntary have been put into place. While the complete modernization of agriculture will likely require this to be repealed at some point in the future, this is some years off and the population can probably be changed to a more optimal viewpoint before then.

Services

Liberated Territories Primary Schools (Stage 4):
Further investment in the educational apparatus is necessary for all of our citizens to be educated and made productive. This stage will allow for a supermajority of villages in the Liberated Territories to have access to some sort of school, and for teaching capacity to be large enough for most people to make use of that access. Universal education is still some distance away, but the gap is rapidly closing. (5 Resources per dice (341+39=380/600)) (+15k primary student slots in total for this stage)

Over five hundred literate citizens have begun training for roles as teachers. While this means they cannot contribute to the economy for over half a year, the full-time training should bring them from barely being literate to being slightly more literate and able to do basic arithmetic. While the teachers are going to be massively unqualified by Uptime standards, especially given the large class sizes, some education is better than none, even if it's just someone reading things from a textbook.

Adult Literacy Campaigns (Stage 5): While a decent percentage of the population of the Peloponnese now at least know how to write their own names, the Liberated Territories are even further behind, with essentially no one having any literacy at all. This must be rectified as quickly as possible, although expanding literacy campaigns to the level they are at in the Peloponnese will take several years. A few hundred more workers have been assigned to teach workers and peasants in the Liberated Territories basic literacy skills. While most of the attendees might not be getting very much of an education other than learning the alphabet and how to use a pencil, widespread literacy will at least enable the much more rapid dissemination of information and news going on, hopefully allowing the economy to become somewhat more modernized.

Liberated Territories

Liberated Territories Agricultural Education (Stage 2):
While some peasants in the Liberated Territories have been given access to new techniques, crops, and tools, many more have not. This situation must be rectified as soon as possible. (5 Resources per dice (43+164=207/175) (Complete, Stage 3 32/250)

Rural education teams have been expanded further, as well as given updated information on the use of modern chemical agents. Still, this isn't going to be enough to give everyone in the Liberated Territories access to modern knowledge in a reasonable time frame, and further investment is necessary.

City Reconstruction and Modernization (Stage 2): While people may no longer be freezing to death in the streets of Athens and Thebes, most of the population still lives in deeply subpar dwellings that need to be modernized in order to reduce disease, increase productivity, and win over the population. (10 Resources per dice (103+130=233/250))

Water, gas, and sewage lines have been laid in concert with the construction of paved streets, and almost all of the new apartments have been nearly completed. Some which were already fairly complete were finished as planned, while the newer sites have been given new building designs incorporating rebar. This has caused some slight delays, although the fact that we are giving our construction force training with new materials and methods means this should be worth it in the future. While a few final touches remain, we are well on the way to giving many thousands more of our citizens a better life.

Military:

Bolt Action Rifle Production (Stage 3):
With the new wave of American refugees coming in, our production of relatively precision weapons can more easily be expanded further. While mass production of submachine guns may be more pressing, rifles are only slightly less critical. Close to a hundred people, both Uptimers and Downtimers, are now employed at the new workshops for producing bolt-action rifles. No great breakthroughs have been made, but everything has progressed roughly as expected, and our ability to field modern troops in the future has significantly increased.

Artillery Production (Stage 6): Equipping our army with mortars is a necessary step, but larger and more accurate weapons are needed for longer-range work. A 75mm field gun and the associated shells will begin production to ensure that our artillery arm can be appropriately expanded. Additionally, facilities for producing guncotton, various fillings, and artillery shells can be expanded by a significant amount, enabling for more ammunition to be produced for our expanding numbers of weapons from pistols to artillery. Work has begun on starting production of 75 mm artillery pieces and shells using innovative fillers. While it does require some nitrogen, a mixture of nitrotoluenes and nitroxylenes with potassium perchlorate enables significantly higher performance than perchlorate-charcoal or perchlorate-wax compositions while being much less nitrogen intensive than conventional organic explosives. White phosphorous shells are also available as an alternative option, although supplies of phosphorus are not unlimited either and almost as critical for agriculture as nitrogen is. Still, supplies are not yet impacted, as the facilities for their production are nowhere near completion.

Land Fortifications (Stage 2): Especially with supply limited to what can be brought via cart along much of the border with Iolcus, the construction of more storage facilities and rear-line facilities is a much. Buried concrete bunkers should provide ammo dumps at least some protection from distant artillery, and all of these facilities will still be very useful even if the river and canal systems of the Liberated Territories are expanded even further. Despite issues caused by the neglect of the barge infrastructure in the Liberated Territories, enough materials have been brought to strategic locations near the border to build a decent number of fortifications and supply depots. Still, much more can be done, in order to further strengthen the front as well as push further into the interior to prevent a flanking attach.

Universal Military Training (Stage 2): Setting up a more formalized system of conscription and training of all citizens when they turn 16 will ensure a large pool of at least somewhat trained manpower for the People's Army in the event of an armed conflict. While it will take some effort to fully implement, it is imperative if we are to actually use the weapons we are producing. Around a hundred more Americans with some military experience too old to directly serve in the armed forces have been tasked with training additional citizens for combat, ensuring that training can continue even when the army is mobilized for fighting elsewhere. Further expanding the training and conscription systems is possible, but given the upcoming war with the pirates it will probably have to wait until the completion of said war.

Bureaucracy

Recruit Downtimers To Ministry:
Even if they don't have much of a formal education, there are thousands of intelligent, motivated, and literate downtimers in the Republic. These people are capable of doing lower-level administrative work, and will learn more with time. Having more of them in our government will also bring us closer to a true people's democracy. Filling out various administrative and clerical posts that do not require a bevy of technical knowledge, especially for education and textile production, has significantly increased our capabilities in those sectors. Still, there is a limit to what can be done until significant amounts of Downtimers start graduating high schools.

Evaluate Replacements (Light Industry): It is apparent that some Ministers are too incompetent, reactionary, or both to serve the people well in their current positions. This would evaluate various people for a ministry position, followed by firing the current minister if they are judged to be more competent. (38)

While he has managed to learn somewhat on the job in the past five years, Lindsey is extremely underqualified for his job compared to newer candidates. Fortunately, most of the Central Committee is willing to replace him without too many issues, as his lack of knowledge has been obvious multiple times in the past.

[]Marissa Blair: The first actual engineer to be assigned to work on the textile industry in the Republic, she has been largely responsible for the design and further development of much of our modern textile industry. Seeing that the reduction of outdated methods of textile manufacture is critical to the development of modern social relations and is second only to agriculture in its ability to free up labor, further investment in the field will be a good use of her skillset. The mass production of pendulum clocks, gas-fired appliances for urban areas, and modern oil lamps with mantles will pull the people's lives another century forwards, giving enormous benefits in productivity and quality of life. []Export Weapon Production (Stage 2): While steel pikes, axes, and swords are certainly useful, they are already obsolete in much of the Mediterranean, more modern weapons will command correspondingly higher prices. Everyone from Sardinia to Ebla is willing to pay absurdly well for basic unrifled muskets, and it will allow us to give states we support a decisive advantage over their neighbors. Mass-produced stamped plate armor will also decrease casualties against obsolete opponents without giving the recipients much of an advantage against modern armies, which is also useful for us in some circumstances. Recreational substances from marijuana to various psychedelics and empathogens will also be produced, significantly increasing state revenues from both internal and external production. Reorganizing farmers into larger, cooperatively farmed estates will allow more land to be farmed by a fewer number of people, allowing us to increase agricultural production and free up more labor for industry at the same time. The more condensed communities will also allow for the more efficient provision of education, healthcare, and technical services. While this will be extremely unpopular, having more educated people in the Ministry can only be a good thing. Now that a large pulse of refugees has arrived in the Republic, it is imperative that we snatch some of them up before they are all allocated to other projects.
