Hannah liked the docks. The bustle and noise made her feel less lonely, and the salty air was good for her lungs. The dockworkers didn't mind her either, they'd sometimes even trade her extra food or treasures as a commission. As the 'Lead Secretary For Writing Implements' she was far from the poorest person in this strange new world, but luxuries like colored pencils were still hard to come by, so she'd take what she could get.

Keeping every department in the new ministry properly stocked was honestly not a difficult task, the main challenge of the role was beating the uptimers away from the ever-decreasing stockpile of biros. Honestly, the downtime manufactured fountain pens were fine! Hannah liked her official job, it was nice to be relied on, even for something so minor. Her second, unofficial, job was far more lucrative though.

Before the event she'd been an artist, she'd even been successful enough to live off P******, albeit she'd never been able to afford to move out. In the chaos immediately after The Event that had no longer been an option. Her pa died, he went to Trader Joe's for food and never came back. With only the two of them, her ma had leaped at the chance for the two of them to follow her fellow church-goer Chalen Barker to Mycenae. Hannah had been employed as a court painter by the Wanax and her ma had become a teacher. Now her ma's grave had two names on it, though Hannah had no idea what had happened to her pa's body.

After the revolution there was no use for court painters, so Hannah became a bureaucrat. However she still liked to draw, and once that got out she was inundated with requests, from fursonas and waifus to a downtimer who wanted a family portrait. Eventually it had gotten too much, and so she'd started charging a small fee for her services. Technically it was corruption, she was using her position to get the best art supplies in the republic so that she could profit. Hannah didn't care and neither did her patrons.

At the docks she watched the coming and going of boats. The "old" pre-event boats gave her some ideas, but it was the new steel-hulled vessels that she was interested in. Supposedly they were going to be building a navy out of things like these. Supposedly Crete already had such a warship. What was to be done?

Hannah tapped a finger against the paper she'd set up on an improvised easel in front of her. She'd wanted to get started early on this, but to do that she had to make assumptions, and so she was studying the boats in the docks for inspiration. She'd decided to start with a small frame, which wasn't really to her preference, but almost all future models would certainly be bigger and stronger. The 'cannons' though, that was something she had no ideas for. She should probably also draw those relatively small, but that was so boring! On the other hand, she wasn't a prude, but drawing massive cannons on a small frame was overdone.

"Oh, hey Hannah!" Hannah looked up to see Ax, one of the friendlier dockworkers. Ax wasn't his birth name, but none of the Americans could say his name properly, and so Ax had stuck. She wheeled herself back slightly to better see his face as he walked around her easel. "So, is this the Red September?"

"Oh don't tell me they're actually calling her that?" She groaned, putting down her pencil so she could bury her face in her hands properly.

"I dunno, but some of those intensificationist guys want it real badly, and we need something to call her. Say, I'm on break for the next 30 minutes, mind if I sit and watch?"
"Yeah, sure, no problem". With an audience now present, Hannah decided to bite the bullet. Small it was, but to compensate she'd go wild with the outfit. A punk look that takes no questions and shakes up naval warfare like nothing else had before. With the frame decided upon she started on the jacket.

"So, this ship-girl, it is like a figurehead but for keeping on land?" Ax asked.

"I guess. In the old world they were for ships that were already outdated, so that we could remember and celebrate them". That probably wasn't true, but she wasn't in the mood to try and explain gacha games right now. "But now, yeah, it's like a mascot that sailors can use to identify and decorate their ship."

"Oh, so you will be taking this to the council, when it's done? For the sailors to put it on the boat?"

She would not be doing that thank you very much.

Though, then again, whilst her ma's friends were out of favour, they would at least listen to her, and it could maybe help illiterate sailors find their own boats. Perhaps the revolution needed a court painter after all!

The Vanguardists and their opponents in Anatolia have both attempted to end the war with one decisive blow, with neither really succeeding. While the Vanguardists have managed to push back into the outskirts of Tucson, neither side has gained a large enough advantage to either bring total victory in sight or even to get in a significantly better position for peace negotiations. Arguably more important than a few hills changing hands is an increasing amount of contempt for central authority by various parts of New Washington, with several areas formerly ruled by the NAR engaging in trade with Rhodes and other enemies of the central government.

Even as the war between the Vanguardists and various American states on the coast goes on, another war has started in the same region. A Luwian noble has apparently managed to gain the allegiance of dozens of nobles and chiefs in order to launch a campaign to reclaim at least part of their homelands, attacking various American factions in the interior of central Anatolia as well as the reactionaries in the Republic of Troy. The National Democratic Front has managed to work out an alliance with the local Luwian nobles to cede some parts of the Republic which still have few Americans in them in exchange for an alliance against their shared enemy, and while it will likely fall apart if they win it does mean that some coordination is still possible until then.


With the crises of the smallpox epidemic and the war with New Arizona over, the Central Committee has now been working on an actual long-term economic plan for the Republic. You have considerable ability to influence this, as you are the one in charge of the overall fulfilment of the plan and can point out what goals are and are not reasonable. Still, you may be pressed to promise things that are difficult to deliver. One of the burning questions that must be answered is how long the planning period should be. While this may be changed in the future once the Republic's position is more stable, the decision you make now will have a strong impact for years to come.

[]3 Year Plans: While we may be in a slightly more stable situation than previously, the world is still too chaotic for long-term plan goals to be a good idea. A relatively short planning period will enable flexibility in the case of large changes on the international stage while still enabling goals to be set for the completion of various projects.

Infrastructure

Derveni-Zapantis Canal:
A navigable canal to connect the Gulf of Corinth to the city of Mycenae and the Aegean as a whole will massively decrease the difficulty of transporting goods to our capital. Work has begun on a series of locks, reservoirs, and pumps to enable the movement of small barges between the Derveni and Zapantis rivers, but this requires a vertical climb of close to a hundred meters. However, even with its massive cost, it must be worth it for the Cretans to have built a similar canal. Work on the canal has been restarted, and while some work has been accomplished we are still a year or two away from actually completing the canal. However, with the harvest in, the war and smallpox epidemic over, and the need to transport coal over the peninsula to Mycenae growing greater by the day, steady work on the project will be expected from now til the canal is finished.

Kópos Planned City: While workers in the Kópos mine and nearby industries are currently living in ramshackle huts, this is not sustainable in the long term, especially now that the high population density is starting to cause sanitation issues. A small city will be built next to the mines, with a grid of paved roads and utilities present from the beginning. Dozens of three-story high apartment blocks will be constructed, including not only running water but gas for heating, lighting, and cooking. As limited production of concrete has begun, many buildings will be built using either poured concrete or cinderblocks in order to gain experience with this new material. Public buildings will also be put up, including everything from schools and libraries to a small stadium for baseball and other sports. While some of these amenities will be expensive, they will serve as a model for future implementation in other cities and help with convincing more people to start working in the miserable and dangerous mines. Basic work on the city has finally completed, with all of the current miners and their families being given acceptable standards of living. Some construction is still ongoing, but it is fully funded and will complete without the need for further investment.

Peloponnese City Modernization (Stage 1): While some work has been done on building more houses for new city dwellers and increasing the quality of life of those already here, the mass production of concrete has opened up many new possibilities. Nearly a thousand new apartments with running water, central heating, glazed windows, and gas lights and appliances can be built to replace old huts, along with straight, tarmac roads lit with gas lights at night, many new schools, parks, goods distribution points, theaters, and more. While this will not be enough to bring even those already living in the cities up to an acceptable standard of living, it will be a huge step forwards. (10 Resources per dice (0+126/150))

In just a few months, massive steps towards the modernization of Mycenae, Tiryns, and Dyme have been completed. Many of the planned apartments are already halfway complete, with the demolition required to build roads and other large structures delayed several months to ensure that the housing for those who will be displaced by their construction is completed before their current homes are destroyed. Still, more resources will have to be allocated to complete this stage of construction, even if it will likely not be needed for at least half a year.

Telegraph Network (Stage 2): Now that the largest cities of the Republic are connected, it is time for wires to be laid towards smaller villages. While the gains will not be as large as from the initial push, this will still massively increase the capacity of the state, and installing the wires will not be too labor intensive. Several hundred more kilometers of telegraph wire has been laid, connecting many more parts of the Republic to nearly instant communication. Interestingly, many people in said villages have become substantially more interested in current affairs after a telegraph is installed, and newspaper circulation has increased among literate villagers.

Heavy Industry

Kópos Coal Mine (Stage 3)
: With coal demand increasing constantly, more must be mined to keep the fires of industry burning. A better world shall be ripped from the heart of Gaia herself, one swing of the pick at a time. (10 Resources per dice (10+124-14=120/225)) (Nat 1)

The coal mines have been substantially expanded, with output set to increase dramatically in the near future. Tragically, a setback has came in the way, with an explosion having caused a significant portion of the mine to collapse, along with killing several dozen miners. The explosion could have been caused by any number of issues, with any investigation rendered impossible due to all witnesses being killed in the explosion and collapse. Fortunately, most of the blame seems to have fallen on various intensificationist personnel instead of yourself, leaving you at least mostly unscathed.

Thríambos Ironworks (Stage 4): With the liberation of New Arizona set to increase our population by nearly two hundred percent, it is only natural for steel production to be increased by a similar amount to serve their needs. Half a dozen Bessemer converters will spill out over a hundred tons of molten steel every day, serving to feed the ever growing needs of the Revolution. Construction has begun on two of the planned six new converters, along with a large order of various kinds of metalworking machinery from Prometheus. While funding so far is insufficient to complete the sections now under construction, and current coal shortages would keep them offline anyways, it is still a significant step forwards towards meeting the ever growing need for steel in the Republic.

Thermal Power Generation (Stage 1): While currently available steam engines and generators are extremely inefficient, they can be used to generate electricity for the most critical applications. (20 Resources per dice (0+32/50))

A thermal power plant with a planned output of 500 kilowatts of electricity is now under construction in Mycenae, along with smaller plants in Dyme and Athens. While we have very little use for this power yet in terms of things that the average citizen will use, it will be critical if we are to begin the mass production of acetylene for use in the chemical industry, as well as to run motors and preform electrlytic reactions for industrial applications.

Light Industry

Textile Industry (Stage 4)
: Now that most cloth and clothing production in the Peloponnese has been mechanized, work must begin on bringing the Liberated Territories up to the same standard as the rest of the Republic. This stage will construct several large textile mills in Athens, Thebes, and Delphi, providing massive amounts of fabric and clothing for our new citizens. Work has begun on some of the planned mills in the Liberated Territories, although all that has really been done until now is building the shells of the future factories and damming a few streams for water power.

Mills (Stage 4): While the use of water power has not penetrated far into the Liberated Territories up til now, it is time for that to change. Villages that already have dams for irrigation can be fitted with mills for grinding, threshing, and other mechanical operations, increasing productivity and the popularity of our government. Waterwheels and basic machinery are set up in several dozen towns throughout the Liberated Territories after harvest, promising to reduce the amount of labor required for various agricultural tasks from now on.

Consumer Goods Production Mechanization (Stage 1): While the artisans may not like it, the fact is that a mechanized assembly line can produce better items ten times faster than the equivalent number of artisans. Creating dedicated factories for furniture, cookware, and cutlery will free up masses of labor for more productive purposes while also giving the average citizen a much improved quality of life. Large factories for the production of cookware, cutlery, tableware, and furniture have been constructed in Mycenae and Tiryns, employing several hundred people. But already there are several indications that these plants will increase the availability of labor in these cities overall, as the cheaper goods produced by these factories are starting to drive artisans out of business, enabling them to be reassigned to more productive tasks. While the artisans are quite upset about this, there is little they can do about it by themselves, and as the former aristocracy is almost all dead and our citizens have not yet been infected by the old American delusion that handcrafted goods are inherently superior to mass produced ones, most cannot even manage to maintain a niche in luxury markets. Work has begun on expanding mechanization to even more markets, with factories which will produce various cosmetics, jewelry, printed books, board games, and toys beginning construction.

Chemical Industry

Glass Production (Stage 3)
: In addition to expanding the production lines for window glass yet further, automated blow forming machinery can be produced for the mass production of glass bottles, cups, and jars. This will massively increase the quality of life of our citizens, as well as providing a valuable good for export. The planned blow molding machinery has been completed and installed, with the mass produced containers helping to aid in food storage, production, and generally improving the standard of living of our citizens. While this was planned to be the final stage of expansion for now, just a few months ago we were fortunate enough to have a process engineer who worked for several years in a float glass factory before the Event arrive as one of the many refugees fleeing the wars in Anatolia. He claimed to be able to assist in the construction of a float glass factory if one was to be built, and the Central Committee was won over, with construction of the hundred meter long controlled atmosphere kiln already underway.

Pharmaceutical Production (Stage 3): With the most critical antibiotics now being produced in sufficient quantities, other classes of medications can now be made. Finally, anti-parasitic drugs, beta blockers, propofol, gabapentin, albuterol, metformin, and omeprazole can begin mass production, giving an option to treat many common but previously untreatable chronic conditions. The required buildings for the projected expansion are under construction, and the glassware and chemical reactors are being produced as well. Still, more time is needed to train more workers, even with a few more people with actual chemistry experience have came over in the recent waves of refugees.

Agriculture

Dams (Stage 3):
Yet more small dams can be built in various villages, to provide water power for mills, a head for irrigation networks, and more. After this stage, focus will be shifted towards a similar campaign of construction in the Liberated Territories. (5 Resources per dice (143+88=231/250)) (Nat 1)

Significant progress has been made in the construction of several dozen small dams, with many villages now having access to irrigation and water power. This has unfortunately been marred by a dam collapse that wiped out a small village and killed nearly a hundred people, but such tragedies are just the unfortunate price of progress. On the upside, the failed dam will not have to be rebuilt, as without a village there is no need for it to be reconstructed.

Agricultural Mechanization (Stage 1): The mass issuance of animal-drawn reaping machines and seed drills is a necessity for the freeing up of labor for non-agricultural tasks. While it will be a long time until every peasant can have his own team of horses, even the inefficient and exploitative trading of animal labor for goods, labor, or social prestige between peasants will enable progress, as well as encourage consolidation. Previous issues with farmers having no idea how to use the machinery being provided are now being dealt with by sending increased amounts of educational personnel to the countryside in order to teach peasants about maintaining machinery, as well as guaranteeing the availability of trained mechanics to at least the villages which are close to major urban centers. Over fifteen hundred ox- and horse-drawn harvesting machines have been distributed throughout the Peloponnese, promising to significantly reduce the amount of labor required during the harvest season.

RACE OF MAN VS MACHINE:
Upon the fields outside Mycenae, a great duel is underway as the harvest is brought in by two teams-one of men alone, and one of men and machines. Set up as an exhibition of cutting, threshing and winnowing machines, each team must harvest identical areas and slopes, working to harvest barley, wheat, and oats. And despite the hard daily labor of the farmers, the machines grind on ahead, with only small areas of barley left un-harvested today.
However, this reporter would be remis to not note that the contest is somewhat unfair. While there are fewer men in one field, the products of many more men's hands are hard at work, and labor vouchers worth 500 days of hard field labor have been expended on this showpiece's equipment. In contrast, iron and steel sickles of the traditional farmers, are valued less than their own hands can do in a single season.

Secondary Schools (Stage 1):
While some may not support giving resources towards giving some students even more education while many children do not have the option of attending school at all, having more than one percent of the population know how to do algebra or balance a chemical equation is a critical task that cannot wait. As very few Downtimers have the necessary education to teach the subjects, each class will be taught by an American, although in Mycenaean Greek. High-preforming students from primary schools will be accepted to attend during most of the year, while current primary school teachers will attend during the summer to try and make them somewhat more qualified to do their jobs. Secondary schools have been set up in all of the major cities of the Peloponnese, even if they are not going to open for over half a year. This time will allow for the physical school buildings to be constructed, as well as for the American teachers to learn both the Greek language and basic teaching skills. Still, we do have the option of expanding them nearly as quickly as we like as long as we have a sufficient number of American refugees, allowing us to temporarily reduce class sizes if nothing else.

Adult Literacy Campaigns (Stage 4): Further waves of state cadres must be sent to the villages, with the task of educating the people and eliminating the scourge of illiteracy. With increased rations of canned and dried foods being promised to those who attend the planned winter literacy classes, even many less motivated peasants should be willing to gain some education. Hundreds of additional people have now been assigned to teach literacy classes part-time during the winter, slightly reducing our industrial workforce for part of the year but teaching thousands more of our citizens how to read every year. Work has already begun on expanding literacy programs in the Liberated Territories even further, bringing it closer to the level of what we have in the Peloponnese.

Liberated Territories Primary Schools (Stage 1): While education in the Peloponnese may not be as widespread as is optimal, at least it exists. Creating schools in major urban centers will enable some students to start attending classes, starting the long journey towards bringing the Liberated Territories up to the same level of development as the Peloponnese. Schools have been opened in all of the major cities of the Liberated Territories, sufficient to educate most of the children there. However, as the Liberated Territories are far less urbanized than the Peloponnese, this is still a very long way from being able to educate the entire population. We have been quite lucky, as almost ten percent of the refugees who have arrived from Anatolia in the past few months have actual pre-Event qualifications as teachers, although these have all been assigned to either teaching secondary school classes or higher-level tasks. Additionally, it seems like our propaganda about education has been quite well received in the Liberated Territories, and many schools have even received donations by local workers in order to afford better facilities or food.

Liberated Territories

Issuance of Farming Equipment
: Due to the chaos that has enveloped Greece since the Event, relatively little has been done to improve the output of the peasantry. While we may have barely any idea how many people live in any given area, our steel production is sufficient to produce and distribute more steel ploughs, sickles, axes, and other tools than are necessary, hopefully increasing agricultural output and helping win over the peasantry. Sufficient amounts of basic tools have been issued to every village in the Liberated Territories before the harvest, helping the area recover from the devastation of their enslavement and the years of warfare. But, while they may have recovered from the worst of it, they still have very little information on adopting better crops, farming techniques, or on the use of more advanced equipment, a situation that must be rectified as soon as possible.

City Reconstruction and Modernization (Stage 1): The production of significant amounts of concrete has completely changed the methods of construction. Even without rebar or skilled labor, concrete masonry units and Portland cement mortar allow for construction to be done far faster than previous masonry techniques. Comparatively simple apartment blocks can be put up in less than a year, while at the same time paved roads, running water, and sewage systems can be provided to the most critical areas. The first stage of new construction has finished, allowing everyone who had their home destroyed in the war to move out of the hastily constructed barracks. Now, the task of replacing existing obsolete housing can begin, bringing at least the urban areas of the Liberated Territories into modernity.

Recruit More Cadres: While the peasantry are more than happy to deal with remaining collaborators without needing additional help, this must be channeled into more productive areas for us to reap long-term benefits. Reliable personnel can be reassigned from our core holdings to give the most eager participants literacy training and political education, giving us a new source of literate personnel for governmental tasks. The planned basic education of newly recruited cadres has completed, with all of them at least knowing how to read and count. This will be extremely useful for future administrative tasks, especially once tax collection restarts next year.

Mining Restarts: All mining activity in the Liberated Territories has essentially stopped after the start of our invasion, but the mineral resources here cannot be allowed to go to waste. Initial efforts will be focused mainly on the coal deposits near Lefkandi and Thebes and the various sulfide ore deposits in Laurion, with blasting allowing for output to be increased far beyond what was possible with slave labor. Most of the previously established mines in the Liberated Territories have been brought back online, with over a thousand citizens now working in various mines. Still, there is a very long way to go before the mineral resources there are exploited to their full potential, and labor is not going to run out any time soon, so several plans to massively increase the amount of resources being extracted and processed from various deposits have been proposed.

Military

Bolt Action Rifle Production (Stage 1)
: While they are very complicated to produce at an acceptable quality, bolt action rifles are a massive improvement over muskets, and equipping at least some of our troops with them is an extremely high priority task. The planned bolt-action rifle plant has been brought online, with a higher than expected quantity and quality of goods produced due to skilled administration. Plans to expand the plant further have been drawn up, although with other priorities on the table that may have to wait for some time.

Monitor Construction Campaign: The presence of a completed and operational Cretan ironclad and the continues threat of raids from Rhodes shows that we need the ability to defend the Republic on the high seas. While they are not expected to be very reliable or capable of traveling long distances, the construction of three Monitor-like vessels will enable us to destroy nearly any currently built ship with ease... as long as they don't sink before the battle. Work has begun on both the construction of three monitors and coming up with the crew to staff them, even if so far that has essentially amounted to clearing space in drydocks and poaching some of the more literate soldiers from the Army, respectively. Still, something is a lot better than nothing.

To do this, a ship must be able to move and turn where it's captain commands, and know where it is going. To this end, our first task is a through depth-sounding and charting of our inshore waters, and looking for someone who understands trigonometry well enough to teach navigation. Recruit Downtimers To Ministry:
Even if they don't have much of a formal education, there are thousands of intelligent, motivated, and literate downtimers in the Republic. These people are capable of doing lower-level administrative work, and will learn more with time. Having more of them in our government will also bring us closer to a true people's democracy. The staff of the ministry is expanded yet further, especially in the areas relevant to agriculture and education. While this will not be a huge increase in our capabilities, every bit helps.

Advisors for Food: An emissary from Egypt has came to us with an interesting proposal. Some Uptimer with some chemistry knowledge at the Pharaoh's court must have heard of our production of chemicals from bitterns and gotten his attention, and the Egyptian regime is apparently willing to offer us significant quantities of food, textiles, and other trade goods in exchange for assistance with a large-scale program to produce chemicals from the Dead Sea. While they claim that they are mainly interested in potash for agriculture and hydrochloric acid for the production of phosphate fertilizers for the same, it is very likely that they will use some of the produced hydrochloric acid to give them an essentially unlimited amount of chlorate explosives. Still, they are not really in any shape to invade Greece in the foreseeable future, more food is needed, and it would massively improve the quality of life of the average peasant under Egyptian rule. Despite opposition from some members of the government, the deal with Egypt has gone ahead, with larger than expected amounts of grain arriving after its signing. While the Pharaoh obviously does not like the existence of a socialist state in general, we are apparently one of the few American states willing to give them technical assistance, and their diplomatic staff seem receptive to more deals in the future.

Given how fast circumstances change right now, I think we should have this coming Plan specifically as a 3 Year Plan. Later Plans we might be able to have as a 5 Year one, but we can swap to that when the time comes. For now, 3 Years should give us better responsiveness.
 
alrighty, time for the bread and butter of any plan quest, the plans! i'd say we do 3 year plans. by the time we're done with the first plan our capabilities will have changed so much that an update will be needed. and with years lasting three turns having a sit down to see what we've done every nine turns makes sense
 
Three year plans sound fine. We're so rapidly industrialising, I want to be able to react to changing circumstances.
 
Yeah the issue is while the next few years will probably be way less chaotic for us then the last 3, the world is very chaotic right now. We don't know what our material situation will be like in 5 years. If things calm down and stablize we can always go for a 5 year plan next time
 
On the other hand, a 3 year plan is, as noted, too short for compounding factors to really allow for much scaling up of the productivity-it's hopping from one project to another in a fairly reactive way.
 
We've cleared the tutorial level I see? But yeah with the world constantly in flux and us implementing plenty of new technologies every year, a 3-year plan for the next decade seems safer.

Speaking of tech: I don't know just how hard it is to recreate the early-mid 20th century machine tooling needed to make good internal combustion engines, I was wondering if it'd be realistic to skip past steam power for non-rail land vehicles and leapfrog straight to small diesel or otto cycle engines.

Another thing, it is uncertain how long Grey's "copies of Wikipedia" and other major electronic repositories of information will last. There's no hope of printing it all with the few uptime printers we have, but I wonder if it would be realistic to make a series of electromechanical teleprinters that would at least allow us to print out the text components of our databases in ASCII form before all the hard drives die.
 
There's not much to say about the plan length, our corner of the world is a mess and it is going to be a mess for the foreseeable future so we should go for a 3 year plan.​
