Attempting to Fulfil The Plan: ISOT Edition

Explain to me how, precisely, a Plan about getting peasants in the northern Peloponnese to dig some locks within the northern Peloponnesse increases the chance of a Smallpox outbreak that is currently in Iraq spreading to the northern Peloponnese.

By having tired workers from a lot of different villages working together.

This can likely compromise the inherent defences we have against the spreading of the plague, as a physically tired person can still take the weakened version of human smallpox, even if it comes from a vaccinated man, and make it again dangerous for those around him.

And they would be basically all the people from the villages around.

After we spread the vaccine we will not have to fear anymore the use of corvee labour.
 
Smallpox isn't even in the Popular Republic to be spread by people from different villages working together in the first place.

The fact that we have a lot of peasants digging Locks doesn't do a thing to increase the risk of smallpox in Iraq making it over to Greece.

We have got a pretty accurate description on what the plague was, so the messangers that came around our countries could be already infected.
Yes.

We had Word of QM in the Discord that the Plague hasn't reached places like Rome yet and was currently still in Iraq. That's going to change depending on how it rolls for spread this turn, but at this moment it hasn't reached the coast yet.

And even if whoever spread the news was infected, they'd have been quarantined basically the instant they started talking because every American is terrified of Smallpox.

Voting for a crash effort to slow the plague because we are using a cowpox vector for vaccination, not even one of the first generation smallpox vaccines. Optimistically we are going to have an efficacy of 80%, almost certainly significantly worse. It'll slow disease progression and maybe make it less lethal, but otherwise once it is here our standards of vaccination will not cold stop spread or provide a full degree of herd immunity. The more we get it to everyone the more time we can buy, because we are not going to be able to coordinate the entire effort in a single season, and its more important that people not die then we have an easier time doing logistics, we can survive industrial slowdowns from bad logistics, smallpox killing 25% of our unvaccinated population is a regime ending event.

Additionally, since most of the initial vaccination effort is going to be urban rather then rural and we do not have that much stockpiled in the granaries, a fuckup here will lead to some form of famine for anything but a great harvest roll. Which will further destabilize the state more then anything else we can do, and we can not expect people to in character react well to a famine as we do not have the bureaucratic capacity to even think of attempting rationing. And the cascade of failures in the harvest season will as per most famines cause refugee waves towards urban centers, leaving us with piles of issues. Plus the decision our characters are likely to make is to back their power base over the countryside, and suddenly we are doing mass scale grain extraction because anything else will kill the state.
 
I think even if we overdo the vaccine surely there must be people we can export it to. Downtimer kingdoms or other places that don't have the ability to produce domestically. Heck, if other American countries decide that they are going to charge people for the vaccine and we do it for free, we might get some free immigrants.

It's not the kind of vaccine that can be a trade good. And if it was, there's no infrastructure for vaccine trading (like refrigerators).

Pls dig canals, we're going to be too busy invading/fighting off an invasion from New Arizona next year, and waiting two full years to even start fixing transportation sounds like a bad idea.

Okay... I think this turn our dice were just crap all around. Like, I can already see that Locks, Ports, Prometheus, the Copper Mine, Basic Organic Synthesis, and Attican Shadow Government all failed to complete. Or even get close enough for omake-completion.

Okay, in terms of Omakeable Completions, we've got Glass Production, Forestry Programs, Simple Weapon Production, and Grenade Trials.

Note that I'm already spending one of my 3 omakes on boosting the Quality Die of Immigration Bureau, so its actual Quality will be 47. Still below average, but only minorly so.

Also damn with those bad quality dice on military we no longer have Songun dice. Hope the steel cannons don't suck too much. Worth it for an 86 on Bessemer converters though, that'll pay dividends and we can reroll on cannons by doing another stage
 
Cannon Omake: Plan Red
Plan Red

Due to the extraordinary threat facing the Popular Republic as well as the difficult situation regarding the harvest and the unexpectedly harsh complications of the vaccine, an emergency plan has been drafted to maximize vaccinations of the rural population while compensating for the reduction in available labor for harvest.

This plan calls for:
-The mobilization of all party cadres
-The mobilization of professional military formations, including stripping all non-critical postings
-The mobilization of urban military formations
-The mobilization of all non-critical urban workers

The plan has two phases:


First phase calls for the formation of "vaccination units" consisting of:

1 Party Official to lead the unit
1-2 Trained Nurse(s) to handle vaccinations
1 Squad of Professional Soldiers to act as security/extra manpower

The vaccination unit will be given a list of villages to hit in succession, planned in advance using the success of the rural address assignment to enable proper planning. The logistics and navigation part will be handled by the squad of soldiers, whose squad leader should be more than capable of the task. Once they arrive at the village the unit will take stock, make a headcount and then vaccinate everyone. REMEMBER TO BRING VACCINE SOURCE.

After the unit has completed its task it will send back a report with a messenger, likely one of the soldiers. Said report shall include:
-The status of the objective
-The number of vaccinated individuals
-The date the report was written and the vaccinations were completed
-A quick assessment on the size of the coming harvest

The unit then moves on to the next target. It DOES NOT wait for the messenger to return, instead the messenger if intending to return to the unit shall meet up with it at the next village on the list. Repeat the procedure until the unit has completed all objectives, at which point it returns home.


Second phase calls for the formation of corvee labor units formed from all available urban cadres consisting of:

1 Party Official/Bureaucratic Official/Trusted Party Member
A variable amount of mobilized workers.

The labor unit is given a single village as their target, the size of the unit and selection of the target based on the reports sent back by the vaccination units. Utilizing the report to estimate labor shortages, how long that labor shortage will last as well as the necessity to make up for the labor shortages to ensure as little of the harvest is lost as possible. The unit leader shall be given strict orders to DEFER TO THE LOCAL VILLAGE AUTHORITY as best they are capable of while still completing the primary objective, which is collecting as much of the harvest as possible. The labor unit is NOT RESPONSIBLE FOR TAXATION and should take NO EFFORTS to compel part of the harvest, apart from maintaining their own sustenance. Once the primary objective is completed the unit will return home.

Taxation shall be handled as normal after the plan has been concluded, as the temporary reduction of the urban population should allow stockpiles to hold with comfortable enough margins.

Sorry for taking so long to reply to this, I threadmarked it and you get a semi-cannon omake bonus that you can use on something if you want to. I think I already said there that the flag of the PRM is just a blank red flag but this might get used for the lower level administrative division of Mycenae once your country gets bigger.
