Voting for a crash effort to slow the plague because we are using a cowpox vector for vaccination, not even one of the first generation smallpox vaccines. Optimistically we are going to have an efficacy of 80%, almost certainly significantly worse. It'll slow disease progression and maybe make it less lethal, but otherwise once it is here our standards of vaccination will not cold stop spread or provide a full degree of herd immunity. The more we get it to everyone the more time we can buy, because we are not going to be able to coordinate the entire effort in a single season, and its more important that people not die then we have an easier time doing logistics, we can survive industrial slowdowns from bad logistics, smallpox killing 25% of our unvaccinated population is a regime ending event.
Additionally, since most of the initial vaccination effort is going to be urban rather then rural and we do not have that much stockpiled in the granaries, a fuckup here will lead to some form of famine for anything but a great harvest roll. Which will further destabilize the state more then anything else we can do, and we can not expect people to in character react well to a famine as we do not have the bureaucratic capacity to even think of attempting rationing. And the cascade of failures in the harvest season will as per most famines cause refugee waves towards urban centers, leaving us with piles of issues. Plus the decision our characters are likely to make is to back their power base over the countryside, and suddenly we are doing mass scale grain extraction because anything else will kill the state.
