It's extremely unclear about whether or not the Old Yharnam beasts avoid leaving the town to go hunting down humans. If they don't, then maybe he's got a point after all. If they do, he's either delusional (insane) or deluding himself (not insane).
As a point for the argument of "sane", there is clearly another hunter who agrees with and works with him on the goal. It's much harder to find two crazy people with such a similar delusion, I reckon.
