Laurence started the Healing Church as the First Vicar. The Choir wasn't established until after he'd become the First Cleric Beast. The Choir discovered Ebrietas.

Like I already said in my last post, the Choir isn't some sort of magical Schrodingerian cult that materialized ex nihilo. They started out as the research team that discovered Ebrietas, found out the weird gribbly thing had magic blood, and then built a religion around it. Eventually, those people, who had now become the upper echelons of the Healing Church, dubbed themselves "the Choir".
