Setting up a new camp means that your pop will increase and you only need to do this once. Especially if you settle next to a good resource that will help you make other camps more easily.
That said, while setting up new camps is a very rewarding action, you should be aware that it is an action that has a distinct possibility of punishing you if the weather decides to be fickle (entirely based on luck, at least for now). The safest way to counter this is to push towards a more nomadic lifestyle, because then you can just roll with the bad weather rolls, but that comes at its own costs and challenges.
Each era will have its own challenges, and setting up in a particular area is going to be one of the ones in this era. Especially as others start spreading and various areas start getting snatched up.

Distant Horizon
The sea was truly a majestic thing.
"Wave!"
It appeared simple, ebbed and flowed, a field of water that seemed to stay constant in its changes.
"Wave!"
When one looked closer though, when one rafted out onto the waters time and time again, they began to realized that nothing about it was constant or could be taken for granted. Its mysteries were endless and shrouded to all who sought them.
"Wave," the young vixen gave a sigh, her thought process broken by a young fisher as he came scampering up the hill, far too eager to give her news that could have waited for a leisurely walk. "We got the rafts ready to head out, you sure you don't wanna come?"
"I think you can handle fishing on your own, Big Catch."
The young fox blushed as she turned to regard him, shuffling on his hind paws nervously while wringing his front and doing his utmost to avoid eye contact. "Well, yeah, but it's more than that. We got schedules we gotta do, stuff we gotta move, lots of things."
Boys.
No, wait, only the ones she hung around with were like this.
Fishers.
"You'll have to do them without me, then," Wave replied as she got up and started heading down the hill, the young fox following behind her immediately. "I'm needed in helping with setting up the camp for Sky Stone."
She could practically feel his expression sour at that. Really, did he think she had nothing better to do than to tell him when to jump at all times during the day? "Yeah, but can't they handle that on their own? We got our own to set up too, after all," He replied, and she was pretty sure she could hear him rubbing the fur on the back of his neck as he realized how inept what he was saying made him look.
"We've been over this," she said as they reached the bottom of the hill and continued on to the camp where a handful of hunters and crafters were waiting for her so they could set off to the sacred mountain. "They have the experience, and we have the foxes. Learning from them will let us set up our own camp much easier. Thus, we can avoid things like trying to put a post into a shallow hole and expect that to hold up."
"... it looked like their shelters," Catch tried to defend.
"And looking like them wasn't enough," Wave rolled her eyes "This is a learning opportunity neither I, nor the crafters can pass up."
"But-"
"It shouldn't take too long," Wave replied and then, noticing a familiar tail discussing things with her entourage, waved for him to come over. "A couple of passings of the winds at most. Come on, I'll go over the plan with you and your father. He remembers it at least."
Big Catch groaned as a large red fox with a few greying furs moved his way over to them. Well, what did he expect her to do when he couldn't remember simple instructions?
The plan was simple, at least in Wave's mind. To move the entire camp over to a new location, foxes would need food, tools, and proper shelter.
The first was easy enough, they were moving there in large part because of the abundant and easy food supply anyways. However, it would take time for the fishers to find the best spots, and then use them to pick out a location for the camp. If everyone moved at once, then they'd more than likely simply dissolve into arguing until they just put up camp at random.
That was time and energy Wave did not want to waste.
So the fishers went first, with a few of the crafters who shared shelters or families with them traveling along to help with the upkeep of tools.
Next were the tools. The rafts could not hold many at a time, and that would take several trips. If all the fishers were devoted to making the trip, however, they'd be hard pressed for food. With this in mind, once established, the fishers were to start sending back rafts in a predetermined cycle. This not only meant that each of the fishers would learn the route, but that the constant back and forth would bring any news of things going wrong and the foxes would be able to act accordingly.
It would allow a constant influx of stone for tools to flow in, making sure the supply didn't run out as soon as they got to camp and force them to dig into their reserves.
While this was going on, Wave would be preparing for the final phase, proper shelter. When she had visited Sky Stone earlier to seek advice, she had learned that they intended to set up their own camp at the river banks next to their sacred mountain. Wave immediately jumped on the opportunity and offered some of her own crafters to help with the construction and to bring hunters to help feed them during the work process.
A mere cycle of the winds had passed since Wave had talked with Big Catch and his father one last time before setting off, and she was looking forward to sharing the success of how that had gone.
Not only had she and the crafters learned about building shelters from the Sky Stone Tribe, but they had finished in record time and using barely any tools under her and the leader of the Sky Stone Tribe's guidance. Now she was returning with rafts full of extra tools, as much as she could carry, and knowledge and plans churning through her head of how best to lay out the camp.
That was, until she got to the camp.
Wave had known something was off when there were no foxes at the old camp, but she held on to hope as she went over to Fish Bay with her small gathering of rafts. When she finally arrived, what she had found was utter chaos.
Foxes were everywhere, building their shelters haphazardly, arguing with who got to get into what spot, many even constantly lamenting that they should have settled at that other spot they apparently were at just a few days before.
After talking to everyone, it quickly became obvious that Wave hadn't actually left anyone in charge, merely trusting the foxes with the plan she had given them.
Of course, every fox had their own interpretation of that plan. And so every fox set about doing something different and those that did remember the plan properly were largely ignored.
It took some time, yelling, and a lot of reminding of the foxes of who consulted the Sky Stone Tribe, but eventually she got everyone in order. That said, she couldn't be in multiple places at once to direct them out of this mess. So she assigned the tasks of supervising all the foxes to various other foxes that she knew listened to her, organizing the Fishers and the Hunters into two separate groups that made sure the tribe was fed and the Crafters were split up and organized under those who she worked with at Sky Stone to go about building proper shelters, though their extra tools seemed to only be used to replace the ones lost in the chaos of the transition, and then were immediately used in making new shelters.
After things settled down, it was clear to Wave that the Foxes needed to be better organized to stop this from happening again, so she considered her options.
The obvious thing she could do would be to get some sort of tangible symbol from Stone Sky to remind the foxes of her status, though she wasn't certain how well that would work, it would leave her in charge.
If she was willing to have someone as another fox to take over, however, it would give her a lot of leeway to go off and accomplish more, even if she had less control.
If she did that, however, she'd have to pick from the crafters, fishers, or hunters, and that person would likely use their ability to go off and do things on their own, likely to the benefit of their group.
Of course, she could always recognize the Stone Seer in the tribe as the fox who would take over when she was busy. It would be the neutral choice, but she wasn't sure how it would affect the tribe's relationship with Sky Stone.
Then again, she could try and talk to the foxes that would tell stories by the campfire at night. Perhaps she could encourage them to alter their stories to talk about the importance of working together?
In the end, Wave decided to secure power with...

Hint: Where as Miscreants are rare characters that destabilize their society, Heroes are very rare characters that stabilize their society.
QM/Note: On the one hand, I think I'm doing better. On the other hand, I think I'm improving in an awkward manner. As you can probably tell, I started off relatively strong before just deciding to get the update out because it was taking so long. Now, don't get me wrong, I don't want the game to stagnate so I don't regret doing that, but I don't know what players will want more. Steady updates, or haphazard and likely fewer ones.
I'll still update Friday, but I'm going to float the idea of how much people want me to take my time to write a somewhat better update (that will likely see fewer releases) vs having steady updates that may look a bit more ugly, but may also improve my quality faster as I get more experience.
The game moves really slow, so I'm torn here.
On the bright side, the mechanics are shaping up nicely.

A Better Way
When someone is forced between hard choices and a need to sacrifice something, it is because they have not found the correct trail on which to travel. Pros: More options when facing a crises. Cons: More things are considered a crises by your population.

River Valley: A large river flanked by heavily wooded hills that the Great River runs through.
Sky Stone Camp: The site of a tribe that lives far up the Great River Valley, known for their immense talent seeing the world through the stones.
Fish Bay: A large bay teeming with fish. It is the current location of your tribe.
Ocean Forest: A large forest, seemingly sunk into the ocean, full of bugs and strange creatures. Also very hard to navigate.
Coldward Coast: A rocky coastline that lies away from The Mist with strange, hard to predict waters and no safe place to land a raft.
The Mist: A distant white cloud along one shoreline, reminiscent of the crests of waves. It takes up much of the horizon and warm winds seem to come from this direction.
