I've noticed that "fortune favors the bold" describes our foxes pretty well so far.

Those who take reckless actions are rewarded, and the stodgy elders follow their lead.

It keeps things from becoming too rigid, but it also seems to prevent our people from having any sort of loyalty towards a greater whole, as can be seen by people deciding to sneak away without telling anyone consistently.

it does suit Kitsune/Foxes pretty well though as a culture.

It's very much how I'm interpreting your playful trait.

As opposed to the human trait of being highly empathic, where they can understand others much more easily, you all are interacting with others by trying to be the cool one and win games. Even if those weren't games in the first place.

It leading into the traditional kitsune mentality was actually very much an accident, but if the glove fits.

You also keep on following miscreants whenever one appears as opposed to just writing them off. We'll see where this goes.

Definitely need a better barometer of what is needed yes. But I figure thats part of cultural technology, we're so early in culture that most people would consider that self evident.

A Better Way
When someone is forced between hard choices and a need to sacrifice something, it is because they have not found the correct trail on which to travel.

Fish Bay: A large bay teeming with fish. It is the current location of your tribe.

Flint Outcrop: A distant outcrop that contains high quality stone for tool making. Very hard to get to, however, and taking a lot of fox's attention.

Inland Camp: A camp of foxes from unknown origins that recently moved to the bay. They seem to be here to stay, but you have yet to meet them so any details are not well known.

Ocean Forest River: Said to be a great river that runs into the Ocean Forest, it is located extremely far from your camp and few foxes have seen it. There is also said to be a deposit of high quality stone there.

Ocean Forest: A large forest, seemingly sunk into the ocean, full of bugs and strange creatures. Also very hard to navigate. A route has been found through the forest that leads to the Flint Outcrop on the Ocean Forest River.

Fisher Camp: A former horribly kept secret camp where the fishers used to go to relax when things got too annoying for them. Now a place where many fishers live permanently.

The Mist: A distant white cloud along one shoreline, reminiscent of the crests of waves. It takes up much of the horizon and warm winds seem to come from this direction.

A Better Way --> One's Own Way
One's Own Way:
The Better Way is not merely a single path, but a varied and changing path for each individual.
Pros: More options when facing a crises, the top two voted for reaction actions will be chosen.
Cons: More things are considered a crises by your population, reaction actions effectiveness is decreased.

The stories told by the old storytellers and the elders were often confusing and strange to the little kits' minds. Sometimes the stories would go on about a seemingly insurmountable problem, showing how the foxes were only able to surpass it by working together. Other times they said it was by following their own path that foxes were able to see what others could not, and achieve things thought unable to be done, oftentimes bringing with them great prosperity to the tribe. There were even a few stories where it was both!

So when a young kit would go off and play in the water or explore the woods nearby their camp, they would tell the elders that they were just 'following their own way.' The elders, on the other paw, would always complain that the kits were simply being overly wilful and not working 'together,' when they did this. It was a strange dynamic that caused many arguments, but those were nothing compared to when two adults did the same thing with each other. Those often resulted in loud shouting matches that would carry on for a day, sometimes even longer!

As a result of all this bickering and complaining, the overall feeling among the tribe seemed to be one of confusion, arguments, and no one fox other than the elders seemingly able to properly grasp what the stories were supposed to be saying. Or at least according to the elders and story tellers and, well, they were the ones who knew the stories best.

When two or more values directly oppose each other, the conflicting desires among the population cause numerous problems for as long as they remain that way. Increase in chances of crises and miscreants spawning, decreased chances of heroes spawning.

But the foxes did not let these disagreements get in their way of helping each other, with many on the Coldward side of the bay even going out of their way to build proper shelters on the Mistward side of the bay for the fishers camp to prove to them the benefits of working together. In response, many of the fishers went to the Coldward side of the bay to help them with their new rafts and to show them that they, too were just as capable of working together even if they held on to their pride of following their own way.

The constant flux and trading of foxes staying and working at another side of the bay eventually caused them to blur the lines between who was where and worked on what. By the time the foxes had finished, emptying the stockpile of tools in the process, many of them had grown up as kits, helping their parents just as much in one camp as they lived in the other.

However, as things started calming down, and the obvious needs of the foxes were more addressed, a different issue started to come up. How should the camps interact with from now on?

Many felt that things should just continue as they were, with foxes working together freely and as they saw fit, but others proposed a different solution.

The Foxes would not always know what was going on in the other camp, and if they wanted to really work together, they needed to express their needs and wants to the others so they could get the materials to help them.

Some believed that this was naturally the fishers who would frequently travel to each of the other campsites, were aware of the amount of food each camp had, and were the ones who knew the route to the stone.

Many others, thought it would be best for the storytellers to be the ones to discuss things with the other camps, since they were the known to be the wisest ones. Though, as many foxes pointed out, the difference between the two might be little since the Mistside foxes' storyteller was often a retired fisher.

In the end, The Foxes continued communication between camps by...

With many important projects complete, it was also time for the foxes to decide on what to do with their newfound free time.

We need to forget one or the other I think ones own way is better to forget since it is likely to encourage more of this breaking off of the tribe garbage but I am up for voting to get rid of together if need be.

Also we NEED to meet the new guys now and learn wtf they want and who they are.

Well, while actions seem to be locked in, people are relatively undecided on the Com vote. We currently have Fishers leading 6 to 5 against Storytellers.

Vote's nice and close, though a lot of that is due to people being okay with either or.
