Also, the continued raising of the stats. Power while we still can, combat because it's closest to 25, control because I don't want to know what'll happen if we hit 50 power without comparable control to go with it.

If the Emily SL also counts for an Esoteric training action, then that should get us up to all-100 Psyker. Sharpen our strengths while we consolidate on our weaknesses.

Hard to say.

Basically though, all the Primarchs except the ones who got fucked hardest by circumstances (Like Angron and the whole "Lol we have mass producible implants that can permanently fuck up even a Primarch and are completely incurable" world he landed on) end up taking over their world at some point through whichever means they take. I'd say we're probably doing about as well as Guiliman so far--though our focus is on science rather than infrastructure building.
Also random Eldar assassins to soften him up for capture by the local nitwits. But yeah, we're doing pretty good so far. I'd say Angron is way ahead of us in combat (with everything else lagging far, far behind), Magnus is ahead of us in general psykery (though perhaps not biomancy, as that was never really a field he put a great deal of effort into right up until it became relevant in the worst way possible), but also behind us in the field of general education. We're likely far behind the 'specialist' primarchs in their area of expertise, but far more knowledgeable at the same time. It also wouldn't surprise me to learn that Horus and Lorgar are even more charismatic than we are, with Horus also far surpassing our expertise in military matters, while Guilliman rocks the civil service game.

Our true area of expertise is our diverse and eclectic education, which is likely the best of any primarch. We just simply know more about how the world works than the rest of them. We're the polymath, the multi-disciplinary master, the one that never stops improving themselves. Our mastery of the Warp is just another tool in our ever-expanding toolbox.

Yeah, we're basically a nicer and less high strung Pertuabo. A super strong educational basis backing general competence. Just that we trade of some combat and crafting strength in exchange for better social skills and active Psionics.

When discussing elder, something to remember is that the elder of this era have essentially nothing in common with the Eldar of 40K, save for the Exodites and Corsairs.

The eldar of the webway cities are most famously isolationist transeldarist cultists that are exploring the full range of experiences possible by adopting multiple forms, spiritual, physical and mental, although all sorts of unusual groups hang out there. The defining feature of the Dark Eldar, pain eating, won't be discovered for thousands of years.

The Eldar of the Craftworlds are space Amish, relatively ascetic religious nutjobs. Pretty much all their characteristic features won't be invented for thousands of years. There are no soul stones, probably no runes (as later used), no paths (so no Aspect Warriors, no Warlocks, and no Farseers), no soul stones (so no Wraithguard or Wraithlords), no soul stones, no Infinity Circuits, no Avatars. All these are invented many hundreds or thousands of years after the Heresy. Post Fall, during the Great Crusade and Heresy, they'll most closely resemble the Corsairs, if very significantly less capable, as they won't have discovered how to safely use their psychic powers without being eaten, so they can't make or quickly repair their technology. They'll also be even more casualty averse than the later Eldar, as they've all just stopped being serially immortal and can instead look forward to having their souls devoured by Slaneesh for eternity.

The Harlequins don't exist until after the Fall, although the Eldar priesthoods do, and they won't emerge for a long time either.

Now, there are anachronistic references to things relating to the Eldar in the Horus Heresy books, but you have to remember the conceit that all non-crunch published 40K material are IC documents or stories, so this probably just reflects later scribes and storytellers filling in the gaps with their own knowledge.
Eldars are now most dominant power in milky way, Eldar Empire now reached their peak, well that will soon change after a certain god born in warp, after that we will see the canon Eldar variations, exodites exists as they already left their homeworlds long age, craftworld maybe taking all the sane Eldars left in their empire, harlequins are looting all the Eldar lore they can or their god, imperial Eldars are looting/fucking/killing/more fucking/torturing/more fucking for shits and giggles. Disguised Daemon Shaha Gaathon preaching for Eldar to skullfuck some more and already created first chaos cult among Eldars, informing that a new god is now ready to be born more powerful than any other gods, who will transcend Eldars to their rightful state, Godhood itself.

Correction, Necron scientists are OP. As in, 'can rewrite the local reality like fucking tech-wizards' OP. Thankfully the Crypteks are a cagey lot, and there aren't nearly enough of them to go around. They're pretty much everything the adherents of the Machine Cult only wish they could be.

I mean, if Humanity stops getting constantly buttfucked, then they one day COULD reach that state... But this is Warhammer so that aint happening.

You're right on the Imperial Eldar, although I think they prefer to prey on their own kind. You will get the canon Eldar factions eventually (M35, IIRC), but that's unlikely to be in the timeframe of the game, and I expect that five thousand years of butterflies may have an effect. Vect could very easily fail in (or die or be preemptively before) his revolution that created the modern Dark Eldar, and the Webway Eldar could find a different solution to the Thirst than slave raiding.

Anyway, this is a bit off-topic. My main point was that the Eldar of te current era aren't the Eldar or 40K, so ambitions shouldn't be formed based on them.

well there is trazyn the infinite, one the sanest Necrons in 40k, but it is possible he might want to add you to his collection, according to lore by 40k he already got his slimy hands on vulkan, the preserved head of Sebastian Thor, and expressed his desire to take Papa Smurf, as he'd be better off with him than in the company of the Ultramarines. Best of all he Stole Creed himself after the fall of Cadia.

You are not mentioning what is trained as a main and what as a minor.

Considering how we also have extra actions because of our wide Education, we will likely also have the upper hand with being able to do more actions per "turn" than most primarchs did. Guilliman, Horus and possibly Perturabo being our equals there most likely.
Then we also have Combat:melee tagged, so we are surprisingly adept at that even when not truly focusing on combat.

So in effect we are like someone took pieces from many of the Primarchs and tried to create something that had some of their strengths and leaving as few weaknesses as possible... like say, a warp-echo of the primarchs, an unplanned addition as we are? Heh, we are leveling up quite IC aren't we? :p

i do not think we are ready for charm yet, maybe diplomacy should be better choice?
