That is true, it does tend to pad out the words instead of being about the people.I have now reread this quest. I skimmed the new update instead of actually reading most of it, though. Large walls of text about the different patterns and variants of our tech just isn't what I like to see in a quest. It is important, of course, but not what I enjoy reading.

Sobriety: the condition of not having any measurable levels or effects from alcohol or drugs; considered the natural state of a being at birth. In this case, it is a concept related to clarity of thought, and prevention of things that cloud thoughts, including alcohol, drugs, and even psychic phenomena.
Negative Side-Effects are logical; it prevents the work of drugs that you WANT to affect your mind, such as sleeping-pills, pain-killers, "uppers" and "downers" taken for medical reasons to regulate mind-state. It may even affect treatments for mental degradation, such as Alzheimer's, Dementia, or similar conditions.
- Lower-level crystals would prevent drunkenness (though would do little for the liver damage and ensuing hangover) and the mental side-effects of low-quality/low-tech medicine.
- Mid-level crystals could prevent the tunnel-vision from most combat-stims, as well as high-quality/high-tech medicines; mid-level crystals might also prevent Psyker Charisma from the average Pysker.
- High-level, like Level 9 or 10, crystals would prevent Psyker Charisma on the level of the Primarchs or Emperor from working. It may also help prevent some of the Cultist recruitment from working, as I can see Psyker Charisma being one of the more basic abilities given to low-level Chaos Cultists, just to be able to get more people into the cult.
I got the idea from the Emperor having a whole room designed solely to block Psyker Charisma in one of the omakes. That was quickly followed by some scenes including drinking, which ended up developing into this idea.
Not currently, but I do not see any reason why they would not be possible. We already have Air and Water crystals (and probably Earth, too), which can be used for life-support systems. Based off the Canon Omake about the ship orbiting Dorn's system, they not only purify their element but also CREATE it. I also know that in at least one of the Omakes, but I think the main story, both Metal and Gold crystals were created. Those crystals, unfortunately, merely amplified the properties of the material.
