Okay, now I desperately hope that ilbgar123 adds a new rule (whether the one I suggested before or something else) to make each successive skill we want to max out more and more expensive.
Getting Divine 200 in Education, Invention, Forging, and Psykery in the same turn is absurd.

I am not sure how absurd with how slow our start was and how low our abilitys where that is compared to some of the other primarchs.
We also have mentors (which can help to a certain degree) and access to alot of information that the primarchs likely never got (hello elder and thanks for all that data).

297 minor action
for some more planing on what to do say we go with getting everything to 75 and admin and learning to 100 +20% space for the dice to be evil. :186
we now use some action to max out education (start for everything divine 60 ?) => 7 actions ? per branch *3 => 21 actions needed.
90 minor action +161 minor actions from education + learning. = 361 minor action
The problem now is that i am not sure how many action are need to get each branch of psyker, innovation and forge to divine 200 (i am think of 25-30 per branch *9 would make 225 or 270 minor action need).
136-91 minor actions left. ~81 would be need to convert to inovation action to get the lab up to 500k
that would leave 55-10 minor action to sl interactions.

Edit. we will need the all the skills pretty much completed at divine or we might as well stop with most research actions after a certain after a certain point as the needed points get way to high. Even with maxed skill + learning i don´t see how we would get even one tech completly finished inside of a any reasonable timeframe for most things (psy tech might be something we could push to the end).

Here are the actions I'd like in the next plan, whether this turn (if we get additional actions) or for turn 17.
[X] Plan component: Perfectionism
-[X] [Perk] Forging Gear 180: Garbage to Platinum
-[X] [Major] Find and bond with a Gyrinx. If that fails, get a Psyker Death World Pet.
-[X] [Major] Chat with Alpha+ planet, check for Chaos corruption
-[X] [Major] Build Safehold Torus Ring around Alpha+ planet (joint project with planet)
-[X] [Minor] [Training] Control x6
-[X] [Minor] [Training] Combat x10
-[X] [Minor] [Training] Intrigue x13
-[X] [Minor] [Training] Power x15
-[X] [Minor] [Training] Administration x46
-[X] [Minor] [Training] Learning x68
-[X] [Minor] [Training] Education General Divine x7
-[X] [Minor] [Training] Education Culture Divine x7
-[X] [Minor] [Training] Education Esoteric Divine x7
-[X] [Minor] [SL] Hydaelyn x4
-[X] [Minor] [SL] Mehtrya x2
-[X] [Minor] [SL] Rogal Dorn x2
-[X] [Minor] [SL] Gerald Newton x2
-[X] [Minor] [SL] Herman Jerun x2
-[X] [Minor] [SL] Percy Clements
-[X] [Minor] [SL] Emily Watts
-[X] [Minor] [SL] Lily & Ithera Salnus x2
-[X] [Minor] Party with all friends/family on Thernus
-[X] [Invention] Artificial/refined Dust x4
-[X] [Invention] Artificial/refined Lyrium x4
-[X] [Invention] Psyker workshop/tools for general use x4
-[X] [Invention] 5 Crystals/Runes
--[X] [Create] Range
--[X] [Create] Combination
--[X] [Create] Connection
--[X] [Create] Disbelief
--[X] [Create] Individuality
--[ ] [Create] Cooperation
--[ ] [Create] Precision
--[ ] [Create] Serras Salnus (based on rune of self)

-[X] [Integration] 30 Hive Worlds, each with 250+ billion inhabitants, hold over 2/3 of the Bastion's population. Offer terraformed colonies, redistribution, arcologies, order runes, ... x50
-[X] Survey focus: Fill out and reinforce the Thernus-Inwit line.

A +10 omake bonus on the last Administration or Learning roll would effectively shave off one training action, which isn't actually all that much.

Since the EXP gained in our invention actions will let us reach level 84, we only need to train Education 7 times instead of 8.

I tried to get a feel how much time a minor action actually represents because I wanted to find out whether the party needed more than one action. Can someone explain to me why most of the 456 integration actions in "Plan: Shaking off the Dust" require Serras' personal attention?
Governmental Departments Established. Will grow and split off smaller organizations meant to serve more specific functions as growth continues. 1000 Integration actions may be taken per Turn. 354 Free Integration actions per Turn. 354 Free Survey action per Turn.
[...]
Incredible Policies Established. With your policies firmly established, the government moves more fluidly, problems are addressed more quickly and thoroughly, even with a whole Segmentum to administrate. +50 Free Integration actions. +25 Free Survey actions. +1000 to PDF and naval rolls. +1000 to morale rolls. +1000% to industry.
Education: Cultural Analysis: [20/40/60/80/100/120] Perk.
[+1/+2/+5/+10/+15/+20] Free Integration actions
As far as I understand, actions from GDE and Incredible Policies are performed by the Bastion's administration without input from Serras. That means that only the 53 actions from the Cultural Analysis perks are actually performed by Serras herself. I'm somewhat baffled how bureaucrats should e.g. "Continue improving Terraforming" or "Continue improving your education, mundane and Psyker".

Edit: Changed plan component (tools, runes, Hive Worlds, invention/forging/electronics tutor SL 8)

"Plan Perfectionism". I can see Slaanesh liking this a lot. Or Fulgrim.

Probably Fulgrim.

I agree with Divine Education All 200, Stat All 75, and Learning 100. However, after that I'd pick SL 10 for Mehtrya and Hydaelyn, plus 5 new runes as we forgot to invent any this turn. Mehtrya might give us access to the Black Library or more Webway Clearing actions, which would be monumentally useful.

Divine Education 200 needs 21 or 24 actions:
(150-60)/25 = 4 actions
(200-150)/15 = 4 actions or 3 actions + 1 level up

Learning 100 will need omake boni if we want to reliably beat the effective DC of 69:

69 +20 +10 +50 -99 = 50
Yes, I checked his previous posts, ilbgar123 subtracts the total stat, not the base stat. That means that without omake boni, the last stat increases towards Learning 100 would on average take 3 actions each.

Administration 100 isn't worthwhile for now.

If ilbgar123 implements the potential rule addition I suggested

to stop us from completely breaking the game balance, then we should only focus on one skill group at a time. This has the added benefit that our dear QM will have less unique actions to write about.

Currently, they give Serras:
Workshop: 11200 bonus to innovation actions
Rune of Self: +1400 to Psyker Checks, +700 to all other Checks

@ilbgar123:
"Cannot be [improved] until Exotic Skills are reached."
Does this mean that all three skills that are part of the check need to be at Exotic, or just one?

@King Arthur: Apart from the fact that removing the stat hard cap does nothing to the soft cap (DC 100 at stat 130), I'm strongly against grafting perks onto our own soul when there are other options. I don't want to risk the Chaos Gods slipping something in or permanent personality changes - and I'm reasonably certain the latter will happen. You can't separate combat ability and combat mentality, or the essence of a god of humanity from "humanity first".

I'd rather use a different approach to ascend from minor goddess to major deity:
  • Worship as the Omnissiah or an Eldar demi-god will affect our abilities, but neither portfolio dictates a personality. As the faithful would revere our public image, personality drift would be minuscule.
  • Hydaelyn draws from so many concepts that the influence of each on her is small. We could attempt the same.

You need at least one Skill.

Getting Divine 200 in Education, Invention, Forging, and Psykery in the same turn is absurd.

As I mentioned previously, multiple SL actions per turn mean more exposure. Just as Methrya noticed that we can't fully hold our own aura/presence/charm back, we noticed that some of the Emperor's aura leaked through during our first conversation with him and made us think that something which would normally be out of character to Serras was reasonable.
The problem is that powerful psykers apparently can't control their aura of mental influence. They can ramp it up, but can't fully suppress it.
I also listed several factors why we're especially vulnerable, but it all boils down to improving the Willpower/Spirit/Soul/... branch of the psyker skill before risking prolonged exposure.

Honestly, I'd like to spend a minor action just on a party with all our friends on Thernus. No SL progress, just enjoying their company.

You get your rule. Exotics after the first set of Sub-Skills have -1 to training rate per Exotic.

@ilbgar123 what are the prerequisites for creating Infinity, Life, Plan, Plot, Rotation, Machine, Mercy, Stop, Skip, Travel, and Acceleration runes?

Infinity is a weird one, the prerequisites are fuzzy at best, but Space is one. Life requires Motion, Energy, Soul, Mind. Plan, Plot, Ploy, and Tactics are interchangeable. Rotation requires Motion. Machine requires Metal, Motion, and Energy. Stop and Skip require Time. Travel requires Space and Time. Acceleration requires Speed and Motion.

What about Nihilism or Nothingness?

I think that Infinity requires a Rune for Mathematics/Numbers, Possibility, and Certainty.
Exotic: 200. The peak of the Dark Age of humanity's knowledge is now yours. Beyond is knowledge few beyond Father have ANY grasp of. Education bonus is now 700 for General.
Psychohistory: 200. The art of manipulating entire civilizations. The larger the group, the more effective this method is, as individuals are unpredictable, but the group is a formless mass. Understanding has dawned upon you of the deepest levels of the collective psyche of the masses. The ability to engineer massive social projects without active intervention or significant upheaval and resist major political/social campaigns is within your grasp.
Mystic: 200. The realm of legends and myths can sometimes bear grains of truth, or provide illumination, and often do. After all, there are common themes across cultures and even species for a good reason beyond the resonance of concepts in the Warp. The trick is discerning what is actually a Daemon and thus unsafe to draw lessons from beyond how to kill whatever the story is of, what is a result of different minds interpreting things they receive either from the Warp or from the depths of their own minds differently due to their nature or culture, and what can be used to discover new things and teach old ones. Your judgement of these things is firmly reliable. Education: Esoteric bonus has increased to 700.
This is awesome, btw.

Thanks!

I wasn't aware we could ask about the prerequisites for crystals. What about the five I listed in my proto-plan fragment?
Serras/Self, Disbelief, Individuality, Cooperation, and Precision?

She has Self. Disbelief is basically the opposite of Faith. Individuality is more or less available now. Cooperation/Teamwork requires Combination and Connection/Bond. Pretty sure Precision is already made, but it's available if not.

What do we need to create diffrent kinds of megastructures? Do we need to do research into the different options, or would an omake do it?

Oh? I thought Self currently was a rune without corresponding concept crystal.

I had hoped that, by making Serras' Self crystal part of Hydaelyn's domain, she would become an artificial perpetual, since her Self would continue to exist even if she died. Ah well.

Doesn't work that way. An individual who is an actual sapient is too complex for that to work. You'd be harder to True Death, sure, and with a Primarch that's hard to begin with, but not Vulkan-tier 'Basically impossible to perma-kill.'

There has to be a better way to do this. We can't just keep bothering QM. Maybe some kind of spreadsheet, where more of it gets revealed as we discover more stuff? There has to be a better way.

It's not too bad, really, if only because we're limited to 5 per turn - random reader curiosity isn't too overwhelming.

Now, when that restriction is lifted and we spend a few turns making 50 at once, then it'll be bad.

@ilbgar123 What are the prerequisites for Crystal, Rune, Meta, Primarch, Hydaelyn and... Perpetual?

Crystal should be doable now. Rune needs Shape and Form. I'm not sure if you have Power yet, but you need it. Meta... don't try to make Deadpool. Primarch is derivative of Humanity, Psyker, Power, Guide, and a bunch of other stuff. Hydaelyn technically makes a Crystal of herself every time one is made. Perpetual requires Immortality, Soul, Mind, Regeneration, and Humanity, as natural Perpetuals are a human thing.

I was actually thinking of metamagic from dnd - magic that affects other magic, so using something to affect itself, like using runes on runes. Thanks for answering!
