If I may suggest something, I think it would be a good idea to try and focus on crippling the ship's guns.

If they have them then they can blast through district walls and crap which we don't want.
 
@Durin, do we have any plagues comparable to the Blacklight virus from Prototype? If so, would it be its own action to deploy it or would it be assumed we're deploying it if we initiate biowarfare protocols?

We can't focus on their guns without using Divination though.
Why we've got incredibly powerful and precise scanners and targeting technology.

2. Can we target the ship's guns with our cities defences without using a divination choir, just using our scanners ect.?
3. Which is better to render the ships metal boxes which can't shoot, or to destroy as many as we can before they land?
4. I don't remember if I asked this, but will other cities defences be getting in on shooting the ships?
5. Do we think we could sneak in another round of death strikes? Maybe when their ships impact?

-[] Attempt to deflect incoming warships (requires divinatory support- This will hopefully defect some of the warships so they either miss Dis or even land on top of each other, reducing the number of breaches you have to deal with.
-[] Deploy at a long distance- This will ensure that your forces can get to the Battleship well after they land, giving the emeny room to expand but ensure that none of your men are killed by the landing.
-[] Rely on a mix of Militia and Regulars- This force should be able to handle the enemy stormtroopers and slow down Astartes and Sisters. This will not stretch your reserves at all.
-[] Deploy half your elites to the field and keep half in reserve. -This will leave you with a significant reserve force of elites while reinforcing your main combat zones.

You're forgetting about Lulana, the Sirens, and the Primaris Execution Forces. If you want them fresh for next turn, have them active for half a turn.

Time is not on our side with your plan. Your plan will result in ships being deflected, making it unlikely their plan will succeed. If they think their plan is unlikely to succeed, they will begin summoning the First Circle. Letting them land and slowly, painfully advance will make them think they'll succeed even if they actually can't.

I'd like to think it's more Legienstrasse than the Changeling (note: Legienstrasse is pretty much canon 40k Alex Mercer).

But yes. Because it's been centuries since we've last seriously been threatened by Avernus. In this story, I want to read about an actual Avernite enemy we have to fight rather than just "you lost X million troops to attrition" every single turn. Also because I'd like to imagine a non-human Avernite army scaled for 40k tabletop battles.
He wants to contain it and weaponize it.
