How does the Riot system of voting work?

It's in the Quest rules: "Riot! A very interesting twist on the standard Majority Wins style of voting, the Riot vote system is one where every vote is taken into account. What this means is that every vote is turned into an action, regardless of how many people support it. However, the more people who support an action/vote, the more time/bonuses/etc are applied to the action."

The call to arms by Madero was heeded by the throngs, but not in the fashion he desired. His calls were met initially with a localised cheer, but across Mexico his leadership was ignored in support of independent quests. The Yucatan arose in a glorious struggle, casting off once again the yoke of the Mexican to seize a goal of a Mayan state, quite like their fathers and forefathers before them. Chief among them was Ikal Kabil, a poor hacienda worker whose surprising eloquence in tapping into the discontent of the Mayan brought him to the forefront of the movement, declaring him the President of the Third Republic of the Yucatan. Alas, such was the power of this declaration that the Mayans in other ethnic indigenous states arose in decentralised rebellion. The second Chan Santa Cruz state was declared by Itkan ix Kahl in Quintana Roo while the anarchic commune of Campeche was proclaimed by farmers in San Francisco de Campeche. The entire Yucatan peninsula had proclaimed their independence not only from the Porfiriato, but from Mexico itself. The only question is, who prevail and ultimately lead the Mayan People?

This was not the only loss of control in Mexico, as other movements arose. A man by the name of Emiliano Zapata, a rural man in the same vein as Ikal Kabil, brought to the south an idealised utopia to the southern Mexican worker, of meaningful land reform and contruction in the rural areas. These promises, alongside the increasingly repressive actions of the Porfiriato, led to both the states of Oaxaca and Chiapas after Zapata was forcefully expelled from the metropolitan state of Morelos. Initially viewed by Madero as an ally, his lack of communication with the beleaguered would-be revolutionary left the presidential contender with no bones about his lack of influence in the states controlled by the Zapatistas.

Lastly, and most damning for Madero, was the rise of widescale banditry. Self-described caudillos such as Pancho Villa, Salvador Escalante, and Agustin Sangins launched rebellions that established what was little better than robber baronies in the eyes of the Porfiriato and Maderistas. By the end of the month, Madero's area of control had not expanded in the slightest, leaving him in a poor pocket within Chihuahua. Worse still, growing sympathy for anarchists from the rural population from the success of the Champeche Commune and inferred Zapatista sympathies had made it an area of growing concern for those that sought law and/or order.
 
Zapatistas, Mayans, and Banditos, oh my! The Porifiato is in trouble and the revolutionaries need more support!

[] The Zapatistas. The rich have dominated Mexico for too long, let bring forth a truly peasant solution to us all!

[] Los Banditos y Anarchistas. A radical solution is necessary, the state is an extraneous institution. Libertad o Morte!

However who you are isn't the only question brought before you. Where you are is equally important.

Where is your support?

[] el Norte -
The deserts and mountains of the north hide hardy farmers, squalid forts, and banditos. From la Baja to Chihuahua and Sonora, these lands are the most difficult to take and difficult to lose. Land is often concentrated in the hands of titled aristocrats and their haciendas.

[] la Centro - Heartland of Mexico's agriculture, the haciendas rule the roost and the peasanos do all the work for the privilege of living in a room. To feed or not to feed, that is the question, however this region is hard to swap, as the enfiefed ideals of colonial Mexico are still strong here.

[] la Metrodad - The heart of Mexico, it is the city of Mexico and it's surrounding environs. Home of the rich, the poor, and the entitled, it is the most populated bastion of support, but at the wiles of whomever has the ears of the mover and shakers, both high and low. Home of el Profiriato

[] la Sur - From Oaxaca to Chiapas, this is a region of biodiversity, white sand beaches, and hot blooded politics. Separatist ideals haven't left the cultural memory, nor the discontent of it. The south is the den of the Zapatistas for now.

[] la Yucatan - Ethnic Mayan states surrounding the eponymous Yucatan State, they're currently embroiled in revolution and rebellion in a search for independence.


The future of the Maya is up in the air. Forward the Revolution, Forward to victory!

We should strive to be a free nation based around the Mayan people, but not a nation only of the Mayan people. Freedom for all within our borders is paramount.
