So. Lion's not locked but Crane is, which means that the status changes for picking Scorpion are a net zero. Scorpion... the clan is far enough against us that they're masterminding attempts to undermine our legitimacy. Also, the Otomo need some more legitimacy from us if they're going to do their job. We've rebuilt the legal system into something more sane. That might help, as it will hopefully make the bureaucracy a bit easier for them to manage, but we kind of do need our own agents in the courts.

That one extra unkept die isn't worth it.

I searched for female japanese names and I like this one. Depending on the Kanjiis used Yuu means excellence, superiority, gentleness, distant, leisurely while ki means hope, brightness or living.
If Iunderstood things correctly, it is past 1 am here.
Superior Brightness sounds like a magic device from Nanoha.
 
Will the Choice of a name change the chances of her Being a Shujenga? Do we even want the heir to be a spell-caster?

You open your eyes, looking up at an unfamiliar ceiling. You had been dreaming of that moment more and more lately. Perhaps because you felt more alone than you had in quite some time. Despite your wishes, neither your wife, or any of your family had come to join you at Winter Court this year. It of course makes sense. Asking a mother to travel with a new baby, or asking her to leave said baby was...gauche. And your mother categorically refused to leave Daio to his own devices.

Had done their best to make it so that your chambers didn't feel the lack of not being in the capital, even if you could still spot the differences. In the end your choice had been limited from what you'd have liked. Given that the three way war in the south was to be decided here, you couldn't very well go to the Crane, Crab, or Scorpion for the Winter Court, that would be showing a bias...and the Lion had been out due to their continued alliance with the Crane.


Thus you had made your choice with the intent of making a neutral ground of sorts so that everyone could play nice. That said, you and your advisers definitely had your work cut out for you. The Crab were in a word utterly intractable on their basic points.

- Scorpion assassins had attempted to kill the now retired Kisada. This was absolutely unacceptable and unless the Scorpion apologized and gave over the surviving assassins for execution,the war would continue.

-With the death of Yasuki Hachi, the lineage that led to the joint Crane control of the Yasuki and their lands with the Crab was over. Therefore control over the Yasuki should revert back to them, as the heir that was originally going to be the Yasuki daimyo did have a son set to take the position. If the Crane can't accept this, then the wars would continue.

What made it difficult was that the Crane and Scorpion were also intractable, albeit for different reasons.

The Scorpion maintained, that they had never attempted to assassinate Kisada, and if they had, they would be right do so, given that Kisada was arguably the greatest traitor in history. Furthermore, the Crab had accused them with no evidence what so ever. Thus, the Crab should pay reparations and end the war.

The Crane for their part, agreed that the Crab candidate existed, and that by Crab laws should inherit. However, they disagreed vehemently on the idea that the Yasuki lands should leave Crane control ever. The Crab had stolen those lands nearly seven centuries ago, and now they were trying to steal them again. Therefore the new Yasuki would be chosen from Yasuki Hachi's closest, Crane kinsman, and if the Crab had a problem with that, they were welcome to go fuck themselves.

Of course it was all couched in much more diplomatic language than that, but that was the gist of it. Akane and Kotaro were already working the court, but you of course had to meet with the Champions themselves. The question of course would be who and when. You had arranged it so you met all of them and that when was only a happen-stance of chance and not a slight.

That said as the Winter Court began in earnest, you weren't particularly looking forward to meeting...

I can't see why we shouldn't choose the Mantis, besides the Dragon mystery box of course. This seems to be a relatively cheap way to improve our relations with them.
Compared to that the Unicorn and the Phoenix are secure and Dragon are no eternal problem child for us.

Speaking of problem children, the Scorpion seem to be a constant source for headaches.
We have a highranking crane as emerald champion and the Crab seem to like us enough to cause no headaches.

No although Scorpions have that Rep in general.

Paneki began life as a simple Scorpion Bushi and made his name fighting in the Spirit Wars against the insane but brilliant Steel Chrysanthemum. Although unlikely to ever be considered that, Paneki was one of the key generals fighting for the Toturi and was promoted in accordance with his abilities. When Toturi I died, he supported Toturi Tsuado (Toturi II, and Hisao's aunt) for the throne within the Scorpion clan, but the clan itself divided its support between Tsuado, Kaneka and Naseru (Hisao's father) When Otosan Ochi fell, and Tsuado died, so did a part of Paneki, to this day he wears a small sun symbol on his clothes forever representing the love and loyalty he had to Tsuado.

Retiring from service in the Legions, Paneki became the right hand man of Bayushi Yojiro, the Scorpion champion at the time and would be the strong fist of the Scorpion against it's external enemies. However, external enemies were for the most part not what the Scorpion faced. Instead being embroiled in conspiracy and counter conspiracy. When Bayushi Yojiro and Bayushi Sunetra both would end up resigning their positions in order to more effectively combat them. Paneki would ascend as the Scorpion Champion by their will more than blood inheritance.

In the end with Paneki proving implacable to the clan's internal and external enemies, he, Yojiro and Sunetra would effectively purge the Scorpion of most of the disloyal elements that grown up in the chaos of the Spirit Wars and the Four winds. He would also prove some skill in politics in managing the end of the Scorpion/Mantis blood feud over the assassination of Yoritomo Aramasu (Mantis Champion and chosen successor of Yoritomo himself)

That said, he takes the charge that Toturi I laid to him to defend the Empire very seriously, although how he does so isn't always clear to others. In that respect he wants what is best for the Empire, but like Bayushi Soju who brought down the Hantei, that might not be the same thing as what's best for the Emperor.

As a fun little aside, he is married to Bayushi no Toturi Miyako, an adopted daughter of sorts from Hisao's aunt. They have yet to have children though.
 
The Mantis and the Crane are the only two clans that are currently at their locked rating. Hanging out with the Mantis is a *waste*. At some point we'll want to start pushing the charm offensive on them rather than grinding them down further, and at that point we'll want to visit their winter court... not now. Of those that remain, the Unicorn is 40 (base+10), the Phoenix is 50 (base+10) and the Dragon is 35 (base+5). Given that... well, dragon might hit base, depending, and Phoenix already likes us plenty. Let's go kick that whole "Mantis/Unicorn ally against the Emperor" idea in the head a few more times, eh?

As for how we rule... The Scorpion are *not* locked, and they're at *25*. That's... bad. I feel like we need to somehow justify ruling in a way that they'll appreciate. The Crab are also unlocked (at 45). There's some flexibility there, but I'd like to not upset them too badly. Also, realistically, they need the Yasuki more than the Crane do. The Crane are locked and currently at their rating (30/30). They get to suffer.

Now, I don't want to just rule in favor of the Scorpion, because I'm pretty sure that they *are* responsible for attempting to assassinate the Great Bear, and I doubt I'm alone in that. Instead, I suggest we give them homework. They're the Under Hand, right? They're the ones that root out Shadowy Threats to the Empire. Well, surely the unknown assassins that dared to strike at the reborn Fortune of Persistence Himself would count as Shadowy Threats to the Empire, right? Perhaps some of the same ones as are troubling us now? If they can unearth a few of those responsible for this vile act, then the entire legal situation would become far more clear.

Basically, we let them get what they want and also wrap it up with a bow of "Point the finger at someone who actually deserves it, with perhaps a bit of handwaved justification, and we'll go after them without asking too many questions about *why* they deserve it." I'm thinking that for people like the Scorpion, that's more "opportunity" than "hassle". It also means that we're willing to let them play the game by their rules, which is the sort of thing that would make them happy... and as long as they don't go after anyone that anybody else cares about *too* much, it shouldn't be all that costly elsewhere.

The Crane, on the other hand... their argument is pretty weak, here. I'm okay with a simple judgement against them.
