no idea how the necrons will react but I doubt they take much stock in warp-craft.
The Crons can double check in fact their abilities with future telling are extremely advanced in their own right having Astromancers.

The best of them Orikan apparently foresaw the coming of the nids, the horus heresy and many other events millions of years in advance, so they can probably double check what we say, especially since Orikan is available at a moment's notice now (he's the Silent King's personal retainer and guess who's back).

He's also likely to check as unexpected events especially warp related ones tend to annihilate the time lines he predicts so he has to check them regularly.

Best case scenario we might get a few more years through him running delaying actions (he's pretty much the only being in 40K capable of semi safe time travel)

I second reverse engineering Exterminatus weapons without deploying them. As Inquisition rightly points mass-deplying Exterminatus weaponry will draw a massive target on Imperial Trust under normal circumstances. However once Gork and Mork awakens everyone will have much bigger problems to worry about and we will be able to deploy them much more freely.

Oh yeah, the necron diviner who bloody well cheats, wonder if he knows already or if the 'nids literally trying to swallow the galaxy have taken up his attention.

Who knows.

Apparently the Warp interferes with his timelines something fierce, similar to Ridcully, so its possible he knows if nothing else because of the massive change the awaking causes in reality.

On the other hand he could be out in Dark Space away from the stars and thus not able to predict as well, though he's probably in galaxy, I trust the Silent King to use his resources effectively.

I have to wonder what a busy Diviner looks like.
Harried.

I'd like a write in more along the lines of this but cleaned up some.

[] Reverse-Engineer Exterminatus Weaponry and then use stealth ships to selectively strike a handful of the biggest population and industrial worlds for Tugozak's Domain

Far less of a target on us as it will look more like we just used what few reserves of pre-fall Exterminatus Weaponry our Inquisition had on hand. If we do mass Exterminatus Weaponry attacks then we have a problem because we obviously have the ability to make them if we're tossing that much around.

Guys, regardless of us reverse engineering Exterminatus weapons, I don't think we're going to be able to do it on a massive scale before the Orks awaken - we'll only be able to do it to worlds we're able to get close to.

Also, waiting until after the Orks go super Ork means we risk them being better able to detect our stealth ships, making the entire tactic less effective.

Lastly, the actual amount of Exterminatus weapons we'll end up using will probably be covered in the next section. This is mainly a vote to determine if we reverse engineer them or not.

I would assume nothing, and competence isn't the issue - their tech could be better, so they might have better means of detecting sneaky gitz.
The Beast in the version he speaks of does have the ability to yell very loudly at his army to make them more reliable.

Including the technology.

So possible.

That doesn't actually address anything people are concerned about in terms of how many Exterminatus weapons to actually use, unfortunately.
It depends how well our conquest of local domains and harrasment of Tugozak's domain has gone, as well as what other polities are doing. That's why I want to wait and see how many worlds we should blow up. If things goes well, we will be able to be more conservative with Exterminatus, and if things are going to crapper we will probably have to go all-out with it.

I would really like to keep Ridcully relatively free.

I have a sneaking suspicion that his 10-year Immaterial Resonance research project is a must-have for either being able to do wide-scale deployment of counter-frequencies and for actually having a reasonable understanding of how the Siren runes work.

Also, I'm a bit worried about the boost the Orks will get from Ridcully fucking around with their civil war. Garkill was proof positive how dangerous a single Ork can be even without amazing strength and numbers in his subordinates, and I shudder to think of the kind of Ork that would be coming out of an aritifically high intensity civil war with the Orkish gods waking up.

Again, assuming Red Flag edition, but the Beast is not very united. That's the Krork's thing. Beast on Beast action is perfectly viable.

Agreed, it's more that I worry that intensifying the civil war will result in us having to deal with a smaller problem now (well, forty-some years from now) at the cost of a much bigger problem later.

The Ork gods waking up isn't just a one-off threat and then the situation stabilizes, it's an endurance match. Facing an initially lower number of stronger Orks with stronger leaders might be better for that immediate conflict, but strong leaders mean that they have a much larger chance of coming back and being a recurring problem.

Inserted tally so Enjou plan seems to be the only plan and it is a good one in my opinion.

  • [X] Plan Fast Conquest
[X] Fast- deploy ten billion men, take the Ork domains in an estimated 23 years, medium chance of something going wrong, estimated 25-50% casualties- The Inquisition, Champion Surt and the Security Council are pushing for this option claiming that urgent action is needed
[X] Reverse-Engineer Exterminatus Weaponry and then use stealth ships to use as many as possible on Tugozak's Domain- This would take at least a decade of Archmagos Tranth time and require a good deal of high quality materials, if successful it will reveal a great deal about the Imperial Trust capabilities, if successful it will inflict massive damage on Tugozak's Domain and render many worlds uninhabitable.
[X] Have Muspelheim Fleet harass Tugozak's Domain starting when Ork Domains are conquered, killing what ships and population centers it can- Inflict light damage, suffer light losses
[X] Have Vanaheim Fleet harass Tugozak's Domain starting when Ork Domains are conquered, killing what ships and population centers it can- Inflict moderate damage, suffer moderate losses
[X] Have Avernite Elites deployed to sabotage and destroy as much as possible, starting when Ork Domains are conquered- Inflict light damage, suffer moderate-to-high losses, increase any damage done by harassment fleets
[X] Have High Grandmaster Ridcully spend some time increasing the intensity of civil war in Tugozak's Domain- increases success chance of other attacks, inflicts medium to-major damage, increases strength of surviving Orks, ties up half of High Grandmaster Ridcully's actions for extended periods of time
[X] Have naval task force set out to inflict as much damage to minor worlds as is practical, starting after local Ork dominions are destroyed- destroy many Ork minor worlds fleet capacity and infrastructure, inflict major damge to most minor worlds populations, light losses
[X] Have combined armstask force set out to inflict as much damage to minor worlds as is practical, starting after local Ork dominions are destroyed- destroy half of Ork minor worlds fleet capacity and infrastructure, inflict major damage to half of minor worlds populations, light-to moderate losses
[X] Feed Avernite Cultists to Sirens for knowledge
-[X] Spend 4 opinion each convincing Governor Garp and Lord-Marshal Sigurd to support the proposal.
[X] Contact the Eldar and Necrons to warn them about the awakening of the Ork Gods
[X] Do not warn local Chaos polities about the awakening of the Ork Gods

[] Warn local Chaos polities about the awakening of the Ork Gods- Champion Surt and Governor Ulric, are supporting this proposal saying that the Orks are a threat to everyone and any help against them is needed.
[] Warn local Chaos polities about the awakening of the Ork Gods- Governor Olaf, King Zaren, Governor Garp, First Artisan Granalf and Fabricator-General Scott are opposing this proposal, waning that Chaos should not be interacted with. If you vote for the idea you will lose 3 opinion with each, if you convince someone else to vote for the idea you will lose 2 opinion with each, per person

I think one of these should be do not warn local chaos polities. sorry if I missed someone else pointing this out.

[x] Plan Unified Front
Difference from Fast Conquest: no soultrade with Sirens (we are abstaining from the vote instead), write-in to ask Blood Dragons for assistance with strikes on Tugozak's domain and minor worlds. Also I swapped voting no to warning Chaos with abstention which has the same result but does not put us in conservative corner on that vote.

Tugozak's domain: a few (for a stealth fleet) modified death strike missiles and some more research against and on spores.

No to the rush campaign unless we can plan to draw in pre awakening Waaagh! and then change speed.

Use High Grandmaster Ridcully as normal.

Still while he is here @Durin
1. Does Lin have any opinions on any of the subjects like
1i. Exterminatus
1ii. Xenos contact
1iii. Sirens
Given the new circumstances
2. Is the idea of partially feeding the Cultists to the Sirens more palatable to the council?
3. Would the Sirens accept it?
