While I understand the need for the first action to be successful, do not forget that building infrastructure first will harm relations with both the Unicorn and the Mantis, two clans which already chafe at our rule.

Failure would harm authority with all the rest however, and we need their support to make the other projects work.
 
Although hopefully next vote we will get a choice that isn't a long shot to please the Mantis and the Unicorn, as this vote was just lopsided in the Infrastructure options favor.

The Pirates and the Gaijin are offended by the concept of enforcing the law. What a shame....

Ultimately the Mantis and Unicorn don't get anything out of rebuilding the roads and the updating the legal codes. By luck and isolation, their lands are largely untouched by the horrors of war or the associated upswing in crime.

To look at it another way. If a country is about to pass a large infrastructure bill that City A and B don't need, but will help pay for. Its not surprising that City A and B don't really like said bill.

Rebuilding economy is important. Success is also important. Upsetting the Unicorn and Mantis is... regrettable.

Given how balanced the effects on clan ratings are, I have a suspicion that increasing overall morale may wind up requiring us to exploit the hard locks kind of viciously - ie, picking a clan that doesn't like us, handing them a spot that will lock them in place one way or another, and then dumping on them ruthlessly as long as the lock lasts (and then treating them reasonably well thereafter).

On the flip side, trying to game the system like that might have repercussions. Ah, well.
 
So it seems kind of like a foregone conclusion, but I'll make a tally anyways...and success on the attempt.

Year 1: To rebuild
The need to rebuild the Empire in both body and spirit. Your mother had spun tales of the Emerald Empire during thee era of the Hantei, of beautiful lands ordered by law and carefully managed by the wise hand of Samurai. Of how that was lost as the the wars both within and without consumed much of the land. Well not all of it, the Mantis and Unicorn had both bled blood and treasure, but their core lands had surprisingly come out of things relatively intact. You know that they will not care for your words, but so be it.

"Honoured Samurai, you represent my arms and will in the Empire. Thus it is to you first that I make my will known. The land and people have suffered from the machinations of enemies within and without our noble Empire. Towns have been destroyed, mines emptied, roads cut, and bandits escape justice. For too long have we fought amongst ourselves without remember that we are to protect as well as destroy. My father, my aunt, my grandfather, they all have given their lives so that the Empire might reclaim its true majesty and glory.


"However, before we can build a new Empire and show our Ancestors that we will live up to their legacy in full, the foundations must be solid as a mountain. Thus I charge you as you return home to your lands, to focus on creating those foundations. Rebuild the old towns and castles that have been lost to time, redrawn the roads that once united us into one people, and end the lawless brigands who try to hide from your justice by running into lands forgotten by us. Will you heed my charge?"

There's no real choice for them to echo with a singular.
"Yes Mikado, your will be done."

But while they all said it, you can already tell that Chagatai and Naizen are both entirely impatient with this. To them you just showed a weakness that they will exploit, a naive youth manipulated no doubt by his mother.

So be it, you will do what is best for the Empire, not their precious opinion.

"Now then, let us retire until tomorrows evening celebrations in the Imperial Gardens. You may have free run of my palace of course."

"Thank you Tenno" They said and filed out of the throne room.

You let yourself relax just a fraction, the only one left in the room is your uncle and of course the Seppun Guards.

Kaneka kowtows to you.
"I too pledge my life and honour in service to you mighty Mikado, let be your Shogun and strike down your enemies."

"Of course Lord Kaneka, may you serve me as valiantly as you served my father." You say quickly.

"As you will my Emperor." He responds ritualistically.

There's an empty silence in the throne room. The man before you is a bastard, but he is a well liked bastard, and there is a time that he wanted your throne. However, he is family after a fashion, and who else can you trust? You decide to let him speak somewhat freely.

"Rise Lord Kaneka, and give me your counsel."

"Gladly." He says rising up. "You did pretty well, you've marked Lord Yoritomo and Khan Moto I assume"

"Of course."

Kaneka gives a wry smile
"Just as cunning as your father aren't you?"

"I try" you say.

He nods and says.
"While you have tonight and tomorrow to prepare. I would recommend preparing at least one announcement for the celebration. Ordinarily your ascension is enough, but you moved up the time table on that"

You nod.

Kaneka takes a deep breath.
"I would choose either to announce someone to fill one of the empty seats on your Imperial Council, or that you have begun preparations to search for a bride."

You choke a little at that. Bride, you were unmarried it was true, your father reasoned that on your ascension you may need a different marriage to satisfy the Clans than he did at the traditional time of betrothal. Thus he wanted to give you a choice in the matter, how much of this was influenced by your mother, you couldn't say. A bride? You've never even held hands with a girl, now marriage?

However, your ordered mind relentless grinds forward. The Toturi are thin on the ground indeed. Only yourself, your brother, and arguably your uncle Isawa Sezaru could lay claim to it. To have an heir was only a natural priority.

Still you could put it off at least for a little while. The positions of Imperial Advisor and Imperial Treasure however were fairly crucial to the effective governance of the Empire...but that also could last at least a few months.

"Which would you recommend?" You ask.

Kaneka shifts slightly in thought.

"If I had my way, we'd begin with you looking for a wife. It's not really fair of me, but I'd like to have the line secured. However in terms of regaining influence with the Clans. The Mantis, Crab and Crane are all naturally going to compete for the position of Imperial Treasurer. The Unicorn normally would, but Khan Chagatai has no interest in that. While the Scorpion, Dragon, Phoenix, and of course Crane will want to have the position of Imperial Advisor. "

You weight that in your mind.
"So you would say that announcing an Imperial Treasure would be the best then?"

"That depends on your will my Emperor. If you seek to return the Mantis to the fold and further isolate the Unicorn, then yes. If you wish to find another method to return those two to good standing, then now. The Imperial Advisor should be picked first."

You drum your fingers against the arm rest, noticing that there are already slight indents in the steel. How often had your father faced this sort of decision? Too often, no doubt.

If you appoint an Imperial Treasurer, then the Mantis are almost certain to get it, politically you couldn't afford to do anything else...but then they would be quiet for a time. On the other hand the Imperial Advisor wasn't something that would help or hinder your relations with the Mantis...while your bride would of course be a free for all.

You look at Kaneka and say.

I believe that happened under the Hantei, the previous dynasty. We are now the 4th of the Toturis (OTL Toturi III never had kids and decided to go wandering thus leaving the throne vacant when he was killed in the shadowlands).

Now some important aspects of the Unicorn (they were my clan when I played so I have more background on them) is that at this time they have brought the original gods of the Moto, the Lords of Death, into the fold and have an army of Shugenja that are focused on movement, allowing their already quick armies (cavalry based faction) to move even quicker and in bad weather (OTL they launched an assault during the worst of winter with their shugenja clearing a path). And on top of that they did a major ritual to mass teleport the Unicorn army to bypass the Lion army.

Oh and unlike the other clans they do not have the family of the Kami that founded their clan in power thanks to the last Shinjo Clan Champion being a member of the Kolat (kind of an illuminati type organization), instead the Moto family is Clan Champion now with the title of Khan. The Moto by the way are not from Rokugan and were found by the Unicorn on their travel beyond the borders of the land which makes them unique amongst all the Clans to have non-Rokugani as members of the Clan.

The current head of the Shinjo family is Shinjo Shono who is awesome, one of his abilities in the card game was to ignore an opponents duelist trait arising from an event where a Dragon duelist tried to goad him into a duel to stop the army he was commanding from moving. Shono commented on this, then shot the duelist with an arrow which goes against all cultural norms.

Unicorn by the way are responsible for non iajitsu dueling. Traditionally all duels were to be iajitsu duels, with katans sheathed and then drawn quickly for a single strike to either first blood or death depending on the nature of the duel. However after the Unicorn returned a Unicorn Courtier was challenged by a Crane Courtier over a perceived slight on honour. Both Courtiers chose their assigned bushi as champions. At that time the crane took their traditional iajitsu stance, however the Unicorn took a stance with his sword drawn. When confronted he said that his job was to protect the courtier he was assigned to and as such it made no sense to start with his sword sheathed. The unicorn ended up losing the duel, being killed by the crane however his actions and reasoning were very much respected as he was doing his Duty (one of the Virtues).

Family wise the unicorns have 6 families,
the Moto, the Shinjo, the Utaku, the Iuchi, the Ide and the Horiuchi. The last is a very small family that was formed to take care of orphans from either the conflict where Toturi I came to power or Toturi III, thanks to the efforts of an Iuchi they were given the honor of the a new family name (adding Hor to the front) which would be given to all of the orphans adopted by the family. In general the first three families tend to be where the bushi and samurai come from, the Iuchi and Horiuchi tend to be shugenja and the Ide tend to be courtiers. There are exception to this but that tends to be the general breakdown. One of the key exceptions is Moto have a good number of shugenja, and now quite a few have become Death Priests, serving the Lords of the Dead. The Utaku is a matriarch family, lead by the Utaku battle madiens and have a breakdown based on gender. Only female Utaku can ride the Utaku steeds (very special and good horses) and those horses are never given to those outside the family. The male Utaku tend to be foot soldiers and also caretakers of the Utaku herds.

Otherwise in L5R gender is not as much of a factor with both men and women being found in all the roles.
 
@Void Stalker It is the year 1170 by the Isawa Calendar. Rokugan is somewhat weird in that most official dating is done by who is on the throne. So an official date might be. In the Fifth Year of Toturi III's Reign during the second week of the Month of Hare. In the spirit of that, the updates are usually going to include the Year and Month of Toturi IV's Reign. (But not until after the five days at the end of the year that don't belong to any month, which is when the updates are currently taking place.

In terms of other major changes to the timeline, three stand out, although to Hisao it's always been this way. Daigotsu was never revived, the Obsidian and Jade Dragons were never awoken, and Rosoku was injured rather than outright murdered. (Still enough for Asahina Sekawa to screw off and leave Rokugan forever, but not quite enough to get Bishamon smiting people)

Spouses for the Toturi tend be strong allies but also bring draw backs as well. (As an example despite having a theoretical in with the Crab. Toturi III was unable to use Kaiu Ryoko to convince the Crab to tell Kisada to fuck off to a monastery far far away from the Crab. Mostly because Ryoko is far too blunt, to use that way)

However, the tradition of marrying Crane is one that died with the Hantei. Although you can very much be sure that Doji Domotai would be overjoyed to revive that, and the Crane still form the Empress' Guard who are in charge of making sure that your Empress doesn't die.
