This is not just a negotiation tactic. After killing six maesters I'm genuinely worried Daemon would kill Gwayne after learning about that letter, and I think it's reasonable that Rhaenyra would be too. Plus keeping Gwayne close until he gets his old job back is a boon to everyone involved, and Otto still gets to feel like he got something extra from the negotiation.

As for the city, leaning towards:

It's one of Rhaenyra's, per an update before this one.

You knew Alicent would like the Septa arrangement. A way to be closer to her faith, avoid marriage and still keep your relationship going? You knew even before you said anything to her that she would love the thought. And the idea of Alicent in a Septa's outfit had a surprising appeal to you

Not sure what to say to Otto yet. I don't want him to get the impression that he can get anything he wants just by threatening to take away Alicent.
 
Of course Otto's gonna horse-trade for all Alicent's worth- this is borderline a marriage negotiation from his perspective, minus the future progeny part.

And as noted, Gwayne's likely a solid ally long-term, and we need to be able to contest King's Landing when Viserys dies. Even paralysis in the Gold Cloaks is better than Daemon or the Westerlings being able to simply seize the capital.

Talking to Viserys would be fine, except we're about to leave Kings Landing for the next two turns, six months, and we didn't talk to Viserys this turn so that's effectively offering nothing as Daemon is liable to have gotten Gwayne kicked out before we get back.
 
I dislike Otto's letter offer. We have already given plenty for our deal to be reasonable as is. He us just trying to squeeze out another concetion from us. Trying to get just a little bit more. It is a classical sales trick. He can agree to our deal, or we remove both Gwane and the Insoector from their positions.
He is again trying to play us, while showing remarkably little care for the wellbeing of his daughter. We have given much for this. We can also take it away.
Not to defend Otto but I should note that from Otto's prespective, every single bit of power he's gotten from the Targaryens, his position, his son's position, his daughter's position, etc all exist at their will. Viserys could remove Otto as hand on a whim and Otto has no political means of refusing. Rhaenyra is effectively asking him to remove one of the few bits of political power he could have that doesn't exist at the whim of the royal family by having Alicent join the faith, particularly since while he has multiple sons, Alicent is his only daughter.

I hope that Rhaenyra also does something about that hidden tunnel. It is beneficial this time, but the idea that assassins could come through it or spies could lurk right behind a painting is a pretty serious threat.

Unless it's just a handwavey method to get Rhaenyra into the city, the fact that it is right next to her bed is paranoia inducing.

Yeah holy shit I was thinking "we're gonna get Alicent's brother killed aren't we?" I mean Otto simultaneously resenting Daemon while not really taking his physical threat seriously is canon--see him thinking he totally had Daemon's hissy fit on Dragonstone under control when we know he would've gotten fried if Rhaenyra didn't interfere. So hopefully this gets through and it plausibly deniable enough to not set Daemon off.

You had wondered that yourself a bit. It seemed a fairly simple idea when really thought about it. A lot of roads had tolls, straits were about as close to the idea of a road of the sea as you could get, so it made sense to have an organized toll effort.

Rhaenyra's high Learning stat is so fun to bonk people over the head with out of the blue. oh, you thought she was just a dumb jock with nothing in her head but fairytales and tourneys? wrong, she's actually very intelligent and more well read than most Lords 😤

i'm glad she's taking note of how he likes to operate on half-truths and subtle manipulations, hopefuly it wil help Rhaenyra keep an eye out for Otto's machinations going forward. i do want Lord Strong as Hand in the future, but Otto isn't going anywhere right now.

🙄 good lord, get over yourself dude. she's cultivating and empowering allies; even without the Alicent romance, having the noble family in control of one of the major nodes for the Faith in her pocket is a solid political maneuver. onlookers might even assume it's an extension of Rhaenyra's efforts in the Vale, another major center of the Seven.
...Rhaenyra also has a path to get the Manderly's onboard, which is a third big node of the Seven. huh.

i consider this a win, we wanted something along those lines anyway. although the last part i colored red worries me. is he banking on Daemon's pick being so terrible they immediately whiff the opportunity, or is he going to deliberately sabotage Daemon's pick?

You knew well the rumors that Meagor had filled the keep with numerous secret passages and hidden alcoves, but actually finding them took a fair bit of effort. After weeks of poking around hallways and some of the empty rooms, you eventually discovered one of these hidden paths. In your own apartment no less.
once Rhaenyra is Queen, it would be a good idea to get the tunnels mapped out and sealed off/altered to our specifications.

trap? lure in a naive good samaritan passing by into a concealed area, then jump them for valuables. repeat, moving around as needed. if they pull this scheme often enough in a specific neighborhood, permanent residents will know to ignore the screams.

Eh, especially after the big mess with the Maesters, I don't really see Daemon escalating further by killing Gwayne.

The idea that Daemon can and will murder Gwayne out of displeasure feels like reactive paranoia from learning that he is willing to kill at all. If he could and would just kill this willy-nilly, then he wouldn't have any opponents at all.

Not trying to undersell his capabilities, but Daemon is hardly the supreme shadow assassin that can strike any enemy anywhere, anytime.

Not even mentioning the line of Rhaenyra writing letter hyping Gwayne -> Gwayne mysterious death isn't exactly a hard one for Otto to follow, and the crashout would be apocalyptic.

Pushing Alicent towards Viserys so he'll marry her was just good politics in Otto's view. Alicent and Rhaenyra's romantic relationship is more complicated and basically a Quasi-Affair by Westerosi standards albeit without the risk of bastards the risk of scandal for Otto is much reduced.

Otto's absolutely willing to take advantage of the political gains he can get from this but it is an awkward subject for him to actually talk about.

I got to ask why people keep saying Johanna wanted to talk about something with Rhaenyra since I think I said she just wanted Rhaenyra to stay in King's Landing until the baby was born.

This is worrying, but I'm not sure that avoiding the letter will change anything. Daemon hates the Hightowers either way, and if Gwayne becomes Lord Commander it won't take a Larys-tier genius to figure out we probably had something to do with it. Which means the only question is "does Daemon think he can get away with murder?" And he's Daemon, so while I don't think Gwayne will drop dead immediately his life will be in danger.

We really need to find a spymaster.
