The special investments for Greater Akuma can be very involved, but the lesser ones that Akuma get for their soul-commerce can be done in dreams, I believe?
They're still mooks, which makes a difference. Technically Eiko is also a lesser Akuma, but she's supposed to be an actual antagonist.

If these guys had the horse power to support being something substantially stronger and more useful than they are right now Emma-O would be using them that way.

Yeah no. I'm not going to let them go and give them medical aid just so they can kill more people. Its the "Batman brings Joker back to Arkham so he can escape and kill and murder", all over again. Every death will be on our head.
The Knights of the cross maybe ok with enabling that but we shouldn't be.

I think you are right, propably.

But maybe, just because Emma-O didn't see it worth his investments to give them greater powers while they were mooks to two more powerful Akuma, he might not stick with that while they are in a goverment-facility?

Given them the means of escaping and calling it a test to see who won't get orders to self-destruct next time they sleep seems up his alley.
 
Emma-O can empower them as he wants. The problem with handing them over is that you are potentially handing over the Library of Congress to Emma-O.
 
I somehow doubt the LoC can even keep them without any akuma-shenenigans.

They are still vampires, the people would have to feed them, which is not really easy to do ethically.
Particularly if they can be easily reduced to flesh-eaters.
 
In regards to Library of Congress, it boils down to "do we believe them to be competent enough to recognize their own limitations?" If yes, then we should hand them over. There are a number of scenarios afterwards:
1) They execute lesser akuma as soon as they get out of sight of us, if they don't think they can hold them
2) They vivisect lesser akuma for knowledge
3) They trade lesser akuma to their chinese / japanese equivalent agencies who have specialized facilities
4) They will hold lesser akuma in captivity
5) They will refuse taking lesser akuma

In regards to holding the akuma in captivity - we know that they can be contained in a magic circle that Harry can produce. I am fairly sure that the Library has talents working for them. Whether they have full-on wizards is a question, but I would bet they do. As such, I think it's fairly plausible that they'll be able to hold lesser akuma. Iron-cast magic circle, plus mostly automated (akuma don't produce techbane) supermax system guarded by talented people and / or non-human personnel, if they have any, should be able to handle them.

That's being a queen at peace, proper authorities for the prisoners, and helping with a simple story to help distract attention from the guy we helped.

In the case of incompetent Arkham you are talking about, the fault is not on Batman, it's on the Asylum for never managing to keep their prisoners contained, and the authors, because they are the ones making sure that Status quo is god.

J and the girl were just the latest set of victims; there are other dead bodies on the site, including at least one elderly woman. The kidnappers got in a gunfight with law enforcement and deputies acting on a tipoff of suspicious activity on the site and were killed. They were apparently meddling with substances that made most of their bodies decompose after their deaths, which may have some connection with the substances used in the apparent poisonings in the Recluce Murders. Investigations are ongoing.

If nothing else, to try and comply with something approaching modern standards of prisoner treatment, I guess. One of the main purposes here is to improve our relationship with Murphy. This is as close to "by the book" as I can think of.

I am almost certain that Chinese have their own equivalent. Whether it predates Chinese communists or was established by them is arguable, but you can't run a superpower without being aware of supernatural, and totalitarian states really can't afford not to dip their toes into trying to control it.

I mean I didn't say that they were unaware of it. Just I mean it's not like the communist party was stable during maos time they killed people for farming too much. I doubt that's an era where there was a competent agency that wasn't purged especially since they basically tried purging pretty much all the previous administration.

I'm this close to changing my vote to Yog but.. I just don't know enough about what the LOC will actually do with the akuma. Even if we give them that info to help them contain the threat will they eventually kill them or just like... keep them alive and run experiments?
I really want to avoid "Sealed Evil In A Can" shenanigans.

I would have worried if this was the greater akuma that we were handing over. These are not, they are mooks. We don't know much about the library, but they do have magic mojo on their own, and have been around for around 300 years. They have to have institutional knowledge not to make stupid mistakes, I feel.

It's possible that they'll run experiments on lesser akuma, but, if we assume they have long-term view, they'll have to consider what we'll think about that when we learn about it. We are already a political agent, and our opinion will probably weigh on their decision making.

As I said, this boils down to "do we think LoC have survival instincts worth a damn?" If yes, it should be safe enough to hand the akuma over. If nothing else - United States has death penalty, and Library of Congress can execute akuma after due trial legally.
