Learning, Intrigue, and Martial are our weakest spots normally. If the omakes ever run out, we can do diplo and stewardship until the cows come home.

But as it is, the biggest constriction is credits still. I'm tempted to change that and grab some form of theft action; otherwise we want high-leverage stuff, we want to be able to keep flipping tables to keep causing problems for the Empire. Recruitment and coalition-gathering is a good thing to do too.

But we only have 6 actions.
