While the debuff to hypergolics suck (perhaps for the better considering how toxic that they are), the fact he adds both a science and engineer die and gives a buff to both is too useful in my opinion. And building a facility in Ukraine won't be too much of an issue. But this does mean we'll have to rush getting an orbital rocket faster than IRL. So no time for spaceplanes until then.

The goal of this plan is to start preparing oursleves for an orbital launch as quickly as possible. Although that does mean we have to spread ourselves out somewhat since, who knew, rocketry is difficult. And orbital rocketry even moreso.

Facilities
The one die sucks, however if we want launch bigger rockets, we'll need the engines to do so first. Our engines suck right now, and building this first give us a chance to improve them before we start putting them on the bigger more expensive rockets. Or even spaceplanes if we decide to go down that route. Either way, it's important we get this done now.

Engineering
Chances are we won't be building a heavy sounding rocket for some time so I don't think we'll need to put two dice on designing a heavy rocket. In which case I think we should start pursing second stages since that's the next step after start heavy sounding rockets.

Science
We'll need the better avionics for the heavy sounding rocket, and maybe spaceplane. However in the meantime it'll let us milk a bit more science out of the tiny rockets we are launching now.

Very important we actually know what the Council is doing and what they want us to do. After that we can start harassing them and the old rocket programs for funds and spare parts.

Outreach
We're already running a pretty tight budget so I don't want to invest that much into outreach each turn, but Rocket Reels seems like something that can be useful by giving us a bit of Political Support, even if it's inconsistent.
