Does anyone have any thoughts on what capabilities we should try and improve when we get the opportunity? I've got a number of proposals if anyone is willing to read them.

Drones
By drone I'm not talking about the Borg variety but the kind that we are familiar with in our day and age. Despite being a technology well within the reach of a polity as advanced as the Federation drones are not as commonplace as they should be, which is more likely a reflection of how foreign the idea was to the creators of the franchise than any real limitation in the setting as evidenced by the existence of the combat oriented examples seen in use by the Sona in Star Trek: Insurrection and the original incarnation of the Exocomp.

Whether semi-autonomous or remotely controlled drones of various kinds would be of great use to the Voyager crew be it augmenting the fighting strength of security and away teams by providing additional firepower, serving as an expendable combatant or support unit that can be placed into danger in place of a sentient, or something as simple as providing aerial reconnaissance and reaching and scanning objects that would be difficult for a team walking on foot.

Depending on what Voyager has access to within her databanks an exploration of drone technology would not have to begin from scratch. The original Exocomp contains many of the features one would seek in a utility oriented drone, the only issue being that what ultimately ended up being created was so smart that it was sentient. The simple solution would be modify the design and go for a 'dumber' design so to speak. I imagine even as little more than a glorified flying toolkit an Exocomp derived design would be of use.

Since in the quest the Federation is stated as being explicitly founded in conjunction with the Xindi, Voyager's databanks may contain historical data on Xindi-Reptilian Seekers. These small reconnaissance drones would serve as a decent starting point for any forays into a militarily oriented drone. One limitation of the design however is that it makes use of techno-larva. Any successor design may have to find a way around that.

Finally, Amy and C'nola being former citizens of the Imperium should both be familiar with the concept of drones. While the Tau are the ones that straightforwardly call their drones, drones the Imperium also makes use of them in the form of servo-skulls. While a far more gruesome design than one the Voyager crew would approve of, it is precisely the kind of multi-role design that would be of interest to an organization like Starfleet.
Personal Armor
Voyager's last shipboard engagement has made clear that her crew could do with more comprehensive protection. The Viidian boarders with their armor were able to weather the initial barrage of phaser fire for long enough to close the distance and get shots in on the defenders. Ultimately while the defenders prevailed leading Amy to remark the armor did little I would argue otherwise. They provided the Viidian boarders enough endurance to inflict wounds upon the members of the not-yet-Hazard team that they would not have been able to do otherwise.

Amy described the armor that the Viidians wore as flack vests. Knowing what we do of her universe of origin and her experiences there it likely means that Amy considered armor the boarders as being on par in performance with 40K's Flak Armor. That's good news for us as Flak Armor is some of the least protective gear in 40K and despite that provided decent protections against phase fire. This means we don't necessarily have to develop something as far advanced as power armor to get effective armor. Carapace armor is noted as being a major step up from Flak Armor in 40K and achieves that level of protection through the materials used. With the 40K that Amy calls home being the future of the Mirror Universe and given the Federation's own advanced materials science it may be feasible for Voyager to develop a suit of similar protective value.

Even if power armor is the end goal of armor development and replicators make light the issue of resource constraints, lighter armor still retains the value of being easier to put on during emergencies and because of that could be use as emergency wear for the majority of crew during combat, with heavier marks of armor assigned to security teams who can dedicate the time necessary to equipped such equipment. Short of Voyager developing Mass Effect style hardsuits which appear to be flexible enough for continuous daily use light armor that can be put on and take off easily as the need arises will have its uses aboard the ship.

Still at the end of the day power armor is what is going to provide the most protection and with many firefights relevant to Voyager likely to occur in the confines of a ship's interior, where movement is limited as is cover, it would be irresponsible to settle on good enough.

Power armor can be intimidating however, in particular the kinds worn by Space Marines in 40K, which can be a turn off for an organization like Starfleet with prefers to present a friendly face over pauldrons of doom. It needs not be though. As evidenced by the suits worn by the Sisters of Battle power armor can be made to more closely fit the wearer's body and in doing so preserve their proportions all without decreasing the suit's protective qualities to such a point that wearing it is pointless. That means a working suit of power armor can be made that keeps the wearer safe whilst still looking familiar to other humanoids and in doing so be less threatening.

Though the primary intent of power armor development is to improve military capability it will lead to other benefits. Power armor means being able to mount greater physical protections and more complex life support systems which means the ability to explore hostile environments that would be able to otherwise overwhelm standard environmental suits, the strength enhancing technologies required to drive power armor would be of benefit to those conducting manual labor, and if designed to be fully sealed and provide the wearer with a breathable atmosphere a suit of power armor would increase the safety of EVAs by providing a layer of protection that Starfleet environmental suits lack.
Delta Flyer
The battle with the Emergent fleet proved two thing, that fighters making use of top of the line technologies can be absolutely devastating in combat, and that Starfleet shuttles are woefully under protected. Stadi's death could have been prevented if she flying a more robust craft. Even a runabout would have had a better chance of surviving. If Voyager is to survive the Delta Quadrant she must make use of every resource available to her and unfortunately fighter squadrons have prove to be too effective a resource for us to be able to afford to put aside.

If we are to continue to place pilots into life or death situations we must find ways to improve their chances of survival. That could mean overhauling our existing shuttles and turning the Type 9s in dedicated fighters or it could mean replacing them with a bigger design built from scratch. Whatever the Delta Flyer ends up being it is something that needs to happen so that next time all of our pilots can come home.
Delta Escort
Initially I wanted to propose that we build an escort ship as our version of the Delta Flyer but the events of the last battle have caused me to change my mind. That being said, I still believe an escort ship would be of use to Voyager. The Defiant more than any other ship out there shows what can be done when Starfleet makes a ship without the bells and whistles. You get a ship that is one twelfth the mass of a Galaxy-class with one twenty-fifth its crew that is capable of taking out two Keldon-class cruisers in a three to one fight. You get a small bruiser able to take hits that would cripple larger vessels and go toe to toe with frontline ships.

A small escort with a minimal crew is one of the few ways Voyager would be able expand its fleet without unacceptably thinning her available crew. Such a ship would also be able to take risks that we would not be comfortable with letting less armored fighters take and be able to mount far more weaponry than any small craft. Additionally a small ship would be better equipped to conducting atmospheric operations than either Voyager or Val Jean. Being that it would be operating alongside Voyager and Val Jean the escort would not need to be fitted out with much beyond the absolute necessities allowing it eschew systems like holodecks in favor of more robust shields and armor, and making it as tough as the two larger ships. It having a shuttle bay would also increase the number of active shuttles.

A single Sovereign is far from the shipyards of Utopia Planitia but it may be possible for Voyager to construct a ship in piecemeal and over an extended period of time. While Voyager is unlikely to carry the specs for more modern small ships like the Saber or Nova for much the same reason she lacks those of even Danube-class runabouts, she may have the specs of pre-Warp 5 ships. In "PHAGE: PART ONE (1.6)" Voyager weaponized the data of the older USS Enterprises into Nurel's pod, indicating that it does carry detailed specifications of older Starfleet vessels.

Many of these older ships are on the smaller end of things and could serve as the design basis of an escort ship. Even the NX-01 Enterprise, which may be the Enterprise whose specs Voyager sent over given how even Nurel's men called the design being used to distracted the Focused as primitive, itself measures but only 190 meters long and requires a crew of 60 to 80. Futhermore having been designed to be built by older, less capable shipyards such designs may prove easier to manufacture with Voyager's limited facilities.
Mission Pod
Made famous by the Nebula-class, mission pods are meant to augment the capabilities of ships that they are mounted on, and where a starship would need to spend a long time in drydock for an overhaul that would see decks added or extended, it would not take nearly as long to fit a mission pod. Voyager could spend a minimal amount of time at a friendly shipyard working on getting the more involved structural elements of a mission pod done there and complete the rest of the other work while mobile. She could even replicate parts ahead of arriving at a shipyard to speed up assembly even further.

Being an addition that does not contain critical systems it wouldn't cause issues for the mission pod and the systems contained without to be non-operational while the Voyager continues on. I foresee designing a pod that works with a Sovereign's architecture such as by not causing it issues in Warp and that doesn't mess with its firing arcs as being the most difficult part of the process. The intended role of the pod would also factor into the design.

Better sensors seem quite unnecessary given what Voyager already has and I imagine would be difficult to do without more capable production facilities. More weapons doesn't seem like much of an answer either as phaser fire is limited more by power generation and there has yet to be an instance where the number of photon torpedoes available at once has been an issue. I could see a few phaser strips being added to the top of the pod though, if only so to compensate for those prexisting phasers that would be blocked by the addition of a mission pod.

As I see it the kind of pod that Voyager would benefit most from is one that serves to increase the number of small craft that Voyager can deploy at a time. In other words an additional shuttle bay. Being able to deploy more fighters at once increases the survivability of individual craft by adding more targets onto the field, more fighters means being able to split them into more than one squadron, and of course more fighters means more firepower.

Shame all the locals are going to dislike us on a subconscious level now but I think it was worth it.

It wouldn't be Voyager if everyone the crew came across wasn't trying to screw them over in some way shape or form.

Nurel is telling his deep cover agents to kill her, so he probably knows that she's flipped.

The question is whether the greater populace knows and how much of a propaganda coup would it be if they were to know that she flipped?

"So, she brings her Japanese platoon to flank me out," Tom said, using a salt shaker with one hand to represent the platoon in question, his other hand waggling a fork - a fork that was currently laden with cheese covered noodles - to indicate the vauge sense of his position. "I...thought this was World War 2, they didn't have mech walkers," Harry said, his brow furrowing.

"Yeah, this isn't Bolt Action, this is Konflict 47," Tom said, as if it was the most obvious thing in the world. "It's an alt history take on Bolt Action-"

"Which has mech walkers," Harry said, slowly.

"Yeah," Tom said.

"And this is...a...different game from Mechwarrior?" Harry asked.

"No, Harry, Mechwarrior is the simulation game run on computers, Battletech is the tabletop game, which uses the figurines. And they also have mechs, but they're a lot smaller."

"And the Gundam..."

"Is from an entirely different franchise," Tom said, shaking his head slowly.

"...right..." Harry paused, then scooped some of his own noodles into his mouth, chewing as he did so.

"Anyway, Seska managed to suppress the infantry, but my mech held off her attempted charge long enough for me to bring a second squad up to support - and Americans get to roll one die again when shooting!" Tom said, cheerfully. "So, pow pow pow, lucky rolling took out half of one of her advancing squads. Morale check, but she was Imperial Japan..."

"Why don't you two play holodeck games like normal people?" Harry asked, setting his fork down.

"Holodecks require you to actually run around," Tom said, shaking his head. "That's way too much work."

As the two of them chatted, D-91 and Janeway were enjoying their windowside view of the nebula that the USS Voyager was gently cruising beside. "The sensor reports are accurate, the cloud is absolutely rich with omnicron particles," D-91 said, quietly.

"That's...odd," Janeway said. "Omnicron particles don't exist without a dilithium interaction - they're byrpoducts of enriched matter/antimatter reactions, aren't they?"

"Exactly," D-91 said. "T'are thinks the nebula might be mostly dilithium in composition - that would explain why it is so dense and has an energy screen around it."

"Dilithium is atemporal energy storage," Janeway said, frowning. "The crystal lattice has to be disrupted across a wide time frame - past, present, and future - to allow it to be broken down and the energy to be released...how could it be free floating in a nebula?"

"Current theory from geoscience is a planet formed with significant chunks of dilithium in its crust and a planetary disaster struck it. The energy emissions broke the deposits into a fine cloud - but once it cooled, it snapped into a temporally locked bubble, thus, forming the cloud." D-91 shrugged his metallic shoulders.

"If we processed the nebula, how much dilithium would we have?" Janeway asked, her voice sharpening.

"More than enough to carry us a third of the way home," D-91 said. "The only problem is...if it's that rich in resources, how the hell has it gone untapped for so long?"

"Any beacons or buoys?"

"None that we can find..." D-91 said, leaning forward to put down a PADD on the table, showing the curved outline of the nebula's boarders. Past the captain's walked Kes, T'are and Torres. Kes had her hands in her pockets and was grinning wickedly.

"He tried on a toupee," Kes whispered.

"Oh god, no," Torres groaned.

"What's a toupee?" T'are asked.

"A fake hairpiece," Torres said. "One that old mamzers wear when they're trying to fuck a twentysomething and look slightly less skevy about it, tell me, tell me that you talked him out of it."

The three of them came to the replicator. It had a sign on it that said: Not for crew use.

"What the fuck is this?" Torres whispered, while Kes giggled.

"I managed to convince him to switch to just going natural. I told him, Danara is an older woman, mature, confident, sensible, she'll enjoy a man with a dignified look," Kes said.

"You do know the Doctor isn't programmed-"

"What the FUCK is this!?" Torres asked, turning to face Neelix, shouting over the room. "Why is the replicator blocked off?"

"It's Cook For Yourself Tuesday, something you'd know if you kept up with the postings, Torres!" Neelix called out, aiming his ladle at her like a disruptor pistol. "Today is the day we all get to remember what life is like before replicators, and to find joy in making meals for one another and ourselves."

"I knocked down six bulkheads for that little ratfink," Torres growled, glaring at the replicator. She tugged off the sign, and started to tap away at it.

"It was five last week, when Neelix ran bingo night," Kes muttered.

"Three, the week before that," T'are said, grinning as she leaned in to snuggle against Torres. "You know, you are cute when you're angry."

"Masker," Torres said, absently. "...actually, you know what? Keep it at that level."

"Yay!" T'are said, her eyes flickering, while Kes' eyes widened.

"Wait, really?" she asked. "I thought...I thought..." She stammered, while Torres pulled an ice tea out of the replicator, holding it in her hands. "I thought you guys didn't! Like, that's why the masker!?"

"The masker is so we can consent," Torres said, grinning slightly, her free hand gliding down T'are's back.

"And some Orions do like the challenge," T'are said, adjusting her masker up before Torres forgot they weren't in the private area of the mess hall. Yet.

Kes shook her head. "You know, your species is a lot like stuff we'd see in...cheesy fiction."

"We get that a lot!" T'are said, laughing, as the shimmering pink lightshow of the dilithium nebula continued to drift beyond - glittering and shot through with thick bands of darker hue, like the vast networks of veins in living flesh. Wealth enough to buy their way through a lot of problems lurked just beyond the thin skein of energy that banded about the nebula.

But deep within, something slow and deep began to hum. Undetectable by the sensors on Voyager or Val Jean, there was a thought, and the thought became a soft word.

Huh.

Does anyone have any thoughts on what capabilities we should try and improve when we get the opportunity? I've got a number of proposals if anyone is willing to read them.

Oh, my responses

1) There are literally no rules for drones because...at the end of the day, Star Trek: Adventures is just preposterously true to the fiction (right down to where it's dumb.) However, there is a mechanic that I've been kind of ignoring because it makes WAY more sense in the tabletop format called "crew support." Basically, at any time, you can spawn a "secondary character" (less powerful than a main character, but specialized towards a situation) by spending a crew support option. Technically, I should be using this whenever the non-MCs are bringing folks along (like, it'd have taken 4 crew support for Adora's boarding team on the Pod, because it was her and C'nola - MCs - and then 4 extra dudes.)

With the right narrative justification, those support characters can be drones instead. Which I will treat as WAY more specialized - but also, if they die, whoooooo gives a shit.

2) Personal armor!

You can actually send out troops with personal force fields, which provide 4 soak (which is x2 as much as the flack vests the Vidiians wore, which you can also use.) Its just an escalation, like whipping out grenades, phaser rifles, and photon torpedoes. And, like, don't get...too focused on personal armor, it never really scales up to let you tank. Especially with phasers, which can just...ignore soak when they want (by using Pierce.) THe best it will ever do is turn wounds into less bad wounds. Which IS good, but the best way to avoid wounds is to avoid getting into combat in the first place.

3) Delta Flier + Delta Escort +MIssion Pod

These are good ideas! Though, they'd take a lot of material, time, infrastructure and effort. Oh, also, fighters get a lot less effective when, like, arrays are involved. So don't deploy them against people with arrays! The area effect is just UTTERLY devestating against strike craft, just swats them out of space.
