The cost might sound risky until you remember that 69 of our Control is being spent on Military/R&D actions, which our hefty bonuses insulate us from losses on.
Going to edit in some thoughts, as usual critique welcome.
EDIT: Going heavy on Military and R&D since as far as I can see we just... don't fail those right now. (The name is poking at the latter as the plan's defining feature, since Outer Heaven going heavy military is nothing new.) The turn's other priorities are split between trying to develop the nation and trying to stave off/survive war. Didn't go for skyscrapers because I'm not sure they'd survive a conflict and the hospital would be more urgent in that case (and not irrelevant even in relative peace, with as much mercenary business as we do).
Hoping talking to the Soviets in conjunction with everything else we're doing will help get them off our backs. EDIT #2: Okay given the whole "irrefutable proof they're trying to kill us" thing I'm not sure anything we can do will calm them down. Replacing it with going looking for friends elsewhere.
Lots of military tech, mostly with a mind for making things less bad if we do plunge headfirst into a war. Not sure our flex slot should be spent on building downward rather than more military stuff, but I'm hoping that it'll help us catch up after doing, frankly, not a lot of infrastructure this turn. Also if our buildings are underground maybe that'll be more defensible? A bit optimistic, admittedly.
