I see this as pushing out a target for the Aliens to hit that isn't our infrastructure, so we can both build up our own production without putting our eggs in one basket.

We need every scrap of PS we can get, and hopefully restricting the Defender to INDEX nations might encourage other nations to join the Council to access proprietary tech.
