Not really a fan of putting so many projects on hold so we can focus resources on head hunting and also don't really like the Fusion plant being paused for the second month in a row.
I understand that just choosing the option won't change anything, just open up choices for a possible revision. But I still think it's a big step.
Why Data Security Revision? I could see maybe one day doing a revision in firearms, despite paranoia that one day someone will smuggle guns in and use them to kill everyone. But Data Security is one of the big founding ideas of Noveria.

The plan that I made is built around continuing all, in progress projects(Building the Team). While going for the head hunting. Because of that It can only put 2 dice into the Spire thing that gives us +ES.

There were relatively few administration options, and not enough resources to pull off a recruitment with my other options. I also felt recruitment was a bit counter intuitive as it's already difficult to make use of the dice we have and stay within the budget. I'm hoping data security revision will open up new admin options for next turn.
The thing is we already have a resource to dice issue. More dice now doesn't help us much if we can't really use them. Half our resources on gaining assets we can't make proper use of without neglecting other areas isn't particularly sensible, and gaining traits in and of itself doesn't quite justify putting so much into it in a single turn.

Honestly, not doing Data Security Revision and throwing those Admin dice at both of the Internal Sweepings your doing would make me feel alot better about your plan.
