I have two ideas:
Use it to influence energy production(small boost) and costs(decrease power demand by stabilizing the grid especially if there are multiple sources of power) and add a malus reduction for when an energy crunch occurs.

Or try to create a power storage system(could get complicated in quest).
EDIT:
Attach it to subterranean tech directly(eg pre-unlocked) or add it as an cheap research option(because the real problems with this is the capital needed to build the equipment which is reduced by having subterranean tech).

Oh shit, I forgot to mention that sending a Surveyor is a free action so you have an extra Construction action to play around with. @Adventwolf its your plan what do you want to do with the extra con action? I recommend a Housing complex for the new arrivals but you don't have enough for that. You could buy it in the Requisition Turn like in Set up Phase for 100 Points & 200 Space and build something else. The next population shipment is 20 Pop and you can spend points to get more, I'll add the option of training a militia from volunteers next turn too.

You'll have a total of 1400 Base points (400 extra from the Set Up Phase that you guys didn't spend and 1000 Points as an allowance) plus 500 units of space on board the GST. You can get more points by selling ingots or wood.

1 Copper Ingot = 3 Points
1 Iron Ingot = 5 Points
1 Tungsten Ingot = 10 Points
1 Silver Ingot = 20 Points
1 Gold Ingot = 15 Points
1 Heavy Metal Ingot = 30 Points

As in add an extra construction action Plan Double Down on Materials?
I had thought it a little weird that driving the Surveyor seemed to take a whole construction action.
We don't have enough CMs for a Housing Complex though. We only had 1100 left over and the Housing Complex is 2000.
Could do an extra Farm, since we need another 2 anyway.

By the time of the 3rd Tib War, Tiberium becomes so toxic that it kills faster than it can mutate, trees become a rare luxury as large swathes of them died out. GDI have managed to document and preserve many different species of trees, both mutated and non-mutated and are currently in the middle of a tree replanting program on Earth. For the colonists trees provide a wood supply for cheap construction and furniture that could be sold to other colonies too. (+1 Sawmill, Requires 2 Population, -2 Power, +200 Wood/Turn, -1 Space, Costs: 600 M)

    --[X] Robot Drone Tech: GDI have rarely used Robots in their arsenal, mainly due to the dangers of an enemy taking control of your own robots, the control signal being jammed due to interference, and study done decades ago that proves Humans supported by AI is superior than AI controlled armies. However, robots have found a niche for themselves as patrol and scout units. A recent robotic addition to GDI's arsenal is the War Dog which is a scaled down Mastadon frame with a machine gun head. Advanced sensors and pack intelligence makes it an ideal scouting unit while being very cheap to produce. (Unlocks War Dogs, Drone Swarm, Repair Drones, & Custom Drones Designs) (1 Turn Required)

Alright now we can vote for the name for the Base. Remember this is a military base not the name of a town or anything like that. So keep the fancy names away. So with that in mind I am going with the Vega military family. With two prominent GDI officers and Heroes they make a good choice for the name of a military base.

Citadel because this will be our most important asset (only regarding bases at the strategic level) and will be absolutely vital to any operation that we undertake. We could also use this to label our last resort base(like Cheynne Mountain Complex(but that one is not the final base for the USA))
Cynosure due to the fact that it's meaning is "one that serves to direct or guide" which makes sense for our primary base name.

Except it is not our most important asset that would be the mines and refineries the entire reason we were sent to this planet. And we also do not direct or guide as we are a military base and the majority of the guiding is done by the civilian leadership or by General Williams himself not the base. Again this is a military base trying to give it some sort of symbolic or important name is a waste of time. Do what all military do name it after the town/city or after prominent people in the culture of the people the base is built by. In this case the culture of the GDI which has no shortage of heroes and important personnel to name bases after.
