Not really simple uses AM which we have 2 billion plus of while basic uses 14 million Em taking away are reserve meaning we have to wait or trade for more Emto lay out my thoughts on the matter, there are four things we want.
1. advanced power armor
2. wards
3. an AM/EM reserve
4. not to drain trust AM/EM production.
we can get 3, except not really. 1 and 4 oppose one another since we can only afford power armor due to trust subsidies, so it fundamentally will drain trust AM/EM production. So either way, we are going to have to choose between draining trust output or advanced armor. +30 to psyker hunting is effectively an increase in both pop growth and elite production, as it reduces the attrition rates for both. It's not sexy, but it means we have more of everything, which given how often we take a beating is the most valuable of the four choices.

Ok we currently have a little over 14 million EM in reserve . I want to spend 10 million next turn continue the elite power for the Hellguard. Even if we buy as much as we can it will still take decades to build a reserve big enough to continue doing that. It less doing both and more doing basic wards and less everything else. Including expanding large forge hives , titan expansion . Legio cybernetic... etcStill does not change my point that the other big-ticket item would drain trust reserves, or that push come to shove reducing attrition on our elites and pop is unarguably not the least valuable of those four options.

The Ward City options you keep quoting are what it takes to do it ourselves - Durin put them up so we can compare.
