Pretty sure they're offering enchanted armour and weapons for now, but eh.

My only consideration is that we want them to slowly acclimatise to us, so giving em stuff over a longer period of time maybe advisable.

It was a 10% chance of success last time and this fleet is anti psyker and necrodermis.

He'll likely need all the help he can get.

Any reason we're not expediting the shipyard combination? It seems affordable and I'm not seeing anything else using the y3 expedite

Quartus? You mean modern Tau tech? This seems unwise. Tech is one of the very few things that we have to offer to the Sirens, and they have proven unwilling to sell their better stuff right off the bat. We will need that advanced tech for later trades. I say start with Quartok tech instead.

We know that he has a low chance of success for this, but do we know how safe it is for him? We should not assume that it is as safe as with our Tyranids, and if it is dangerous its not worth doing.

The UBD eggs will not remain eggs forever, this is a time limited opportunity. We would likely have to do another action to find a mother with eggs to steal if we miss it. It is also only two years. I would recommend using the free slot for it.

Nothing for the Eldar? They need all the help they can get right now. Why two actions? The second got us how our Tyranids fight, but Quartus knows that already, the fighting has already begun as far as I know. And if we are in a habit of helping the major powers like this, what about helping with the Destroyer war?

While a good idea, we should probably stack bonuses for our grandson before his stats are rolled. Which will be very soon I believe. The Autarch will be here for decades.

Maybe not these UBD eggs but the UBDs will keep producing eggs. Plus the UBDs have negative utility against the Nids.

Throwing a divination towards helping HWWO good or bad?

I reiterate the tone downing of the siren trade, they're pretty primitive now and the Quartok have a database of tech going back to the stone age we can trade to them before we need to go Tau (check the discord).

Speaking off I checked things in discord
My questions
2. What is HWWO's chance of death if he goes for a Necrodermis Nid's Norn Queen?
3. What are his chance of success.
4. Would a general divination of the fleet allow give HWWO a bonus to it's success or would it specifically need to be on a queen?
5. Would it be possible to coordinate with the Primarchs to distract the nids to increase HWWO's chance of success?

So if we're pushing for this then coordinate with primarchs and changing a divination to specifically a norn queen would be a good idea.
 
I have amended the plan as follows:

Ridcully is Greater Divining Primarch Gulliman's Wound
No longer asking HWWO to nab the Norn Queen (Plan to do that next turn with a divination on the Norn Queen herself)
Rearranged Diplomacy actions

1. Can you please do the UBD eggs this turn? The dolphin will need to go through several Telepathica actions after this to be useful, and the Tyranids will be here before we can properly implement the new techniques, not to mention the fact that the Chaos Frequencies research is occupying our best researchers right now. I know the dragons might not be useful now, but at least the starting action is won't tie us up for most of the next turn and Maximal may not always be able to find a nesting site.
2. Can you please swap out the GD on Dragon's Nest infiltrators for an Eldar choice? We can use a minor favor to get the Eldar to root them out for us, and the Eldar are probably going to need all the help they can get right now. Also, GDs aren't as good as focused divination for this kind of work, and FDs take too long for right now.
3. Can you please swap out spending time with Autarch for spending more time with Tormod? We should increase his stats before they're rolled and locked down, and spend time with Landeer next turn.

1. Can we trade in that minor favor to get rid of the Dragon's Nest infiltrators now, or are the Eldar too overstretched?
2. What are HWWO's chances of success for getting regular samples (and not a Norn Queen) from the necrodermis fleet attacking Quartus?

This seems like the opposite of a problem since we won't be deploying anything avernite at the nids.

If we've got a power ready by the time they hit colbalt, then that's fantastic.

1. The UBD Eggs will most likely require nonexistent Adminstratum actions to implement. The Nids are hitting the trust in a timeframe measured in Decades, and furthermore UBDs are one of the things we do not want to use against the Nids. We can do it like, next turn.
(Also there is no space for a DD on the action this turn)

I'm not sure if the Eldar can spare the people to root out DN atm. OTOH it's not really military so..
