I'm not sure which way to swing on religon.

Yes pros: Unified Theocracy yaaay! King is checked by Church and vice-versa.
cons: Double-think funtimes, what with the Cosmopolitian&Proselyting basically transforming into aggressive expansion/coverting into Arthwydysh peoples.

No pros: Religon can ignore political borderlines.
No cons: Church potentially can get up to OTL Christianity funtimes, diffuse nature might screw with Arthryn. (am I bound to the nation, the people by blood? the people by blessing? or to the religion)

For Law? I'm leaning towards:

But this is something I straight-up don't have the knowledge to really enter into.

This strangely enough is kind of tempting, given the wall, I half-expect it to be inborn Stone Magic proficency, which is a tempting prize. Of course I might be wrong about what precisely this will do.

I went with this for a few reasons.

Most of them has to do with Caermyr.

First off, I want to tie her Authority and Legitimacy to the Cadlon - let her see that she's accounted for and acknowledged by the system. Secondly, I want to unlock and build that Great Market Place in her city - if she sees a visible sign of what benefits being part of Arthwyd brings than that may satisfy her.

Why Regulating Authority over Communal Good? We did the latter in PoC and it turned out well for us, and it combos well with our religion.

Noting a few trends we know from RL religions, without supernatural backing:
-Cosmopolitan belief systems do not tend to last. Their tendency to be open to new ideas means that its only a matter of time before they absorb an idea that says "we're perfect as we are" or some variant.
What real life cosmopolitan belief systems did you draw from to bring you to this conclusion?

Also with this, while I agree with you, I do want to ensure that Queen Eira is represented in the system. So even if we want to go with the council/senate over nascent fuedalism I still want her to have a place.

That marketplace is not nearly as important as a library. Or a theater for that matter. We've upgraded our economy once already. We can wait for another turn or two to unlock a marketplace.
 
Sort of already included. A Sacred Guardian-General like Eira is important and high enough to have a place on the assembly anyway. Plus they already answer directly to the Cadlon.

That was a long time ago in Paths of Civilisation.
God that was some fuckery, but basically some people didn't understand how math works and thought that building aqueducts would lead to a lose state as they'd all pop to become true cities and eat our econ and starve our civilisation to death even though thats explicit not how that worked at all.
